Planning Board Meeting
FINAL Meeting Minutes
April 5, 2022

Call to order: 7:02 PM
Present: Chair Pete Angie, Rodney Bent, Town Board Liaison Rich Goldman (and via Zoom) John Wertis
the elder, Town Attorney Nate VanWhe, and Mo Klein.
Members of the Public Present: Linda Liddle, John Wertis the younger and Michael Boggs.

Business
Town Supervisor Katelin Olson requested that the Town of Ulysses Planning Board comment on a
proposal to add “Park, Community” to the list of permitted uses in the AR – Agricultural/Rural Zone.
“Park, Community” is defined in the Town of Ulysses zoning regulations as: A parcel of land in public or
private ownership available to the public for daytime and evening recreational, educational, cultural or
scenic purpose; intended for use by residents living within a few miles of the facility.
Public Discussion opened with Ulysses resident Mr. Wertis (the younger) explaining that making athletic
fields a permitted in Ulysses’ zones will make it easier for parents when they fundraising to buy land for
recreational purposes. He added that the land could also be used for a park or walking trails – not just
athletic fields. Linda Liddle said she supported the idea but does have concerns about parking, lights,
playing times.
After hearing a clarification between parks and recreational areas, Board members began their
discussion. Much of the talk focused how to allow for an athletic field and still be able to restrict
conditions such as bright lights and late-night noise. Mr. Angie noted his concern that the purpose of the
Agricultural Zone is too vague to allow many or any restrictions. He said that if something is a legally
permitted activity, the Town can only put in so many constraints.
Mr. Klein suggested concerns could be addressed through special permits, site planning review or
writing language into the Town’s design standards. Mr. VanWhe agreed. More discussion led to the
following consensus:
The Planning Board recommends allowing some definition of recreational activities, with specific
concerns being addressed through design standards or special permits.
