Commissioner Richardson called the meeting to order at 9:50 am.
APPROVAL OF MINUTES
Commissioner Abrams made a motion to approve the minutes from the July 9, 2014
meeting. Seconded by Commissioner Thompson. Motion carried 3-0.
NEW BUSINESS
New Position Duties Statement and Adoption of Job Description: Planning
Department – Historic Preservation Planner
The Commission reviewed and discussed a New Position Duties Statement from the
Planning Department and the proposed job description for Historic Preservation Planner.
Commissioner Abrams made a motion to classify the position as Historic Preservation
Planner and adopt the job description as proposed. Seconded by Commissioner
Thompson. Motion carried 3-0.
Request to Waive Residency Requirement: Historic Preservation Planner
The Commission reviewed and discussed a request from Director of Planning and
Development JoAnn Cornish to waive the residency requirement for the current Historic
Preservation Planner vacancy. The position has specialized qualifications which require
either advanced college coursework in historic preservation, or prior work experience in
historic preservation. The recent statewide recruitment effort for Historic Preservation and
Neighborhood Planner only yielded one qualified candidate, and similar recruitment
difficulties are expected for the Historic Preservation Planner position. Commissioner
Abrams made a motion to waive the residency requirement for the Historic Preservation
Planner position, through the completion of the next exam process. Seconded by
Commissioner Thompson. Motion carried 3-0.
Reclassification Request: Planning Department – Planner to Senior Planner
The Commission reviewed a job classification questionnaire from a current Planner, and
the department head’s supporting request to reclassify the position to Senior Planner.
Following a review of both the Planner and Senior Planner job descriptions, Commissioner
Richardson made a motion to reclassify the position from Planner to Senior Planner.
Seconded by Commissioner Thompson. Motion carried 3-0.

Establishment of Minimum Qualifications: Recreation Program Assistant
The Commission reviewed a recommendation that they establish the following minimum
qualifications for the Recreation Program Assistant position:
“MINIMUM QUALIFICATIONS: Graduation from high school or possession of a
high school equivalency diploma.”
The Commission is seeking approval of non-competitive class status for the position, and
minimum qualifications are the accepted standard for non-competitive examination. The
original job description did not prescribe minimum qualifications.
Commissioner Thompson made a motion to establish the proposed minimum
qualifications for Recreation Program Assistant. Seconded by Commissioner Abrams.
Motion carried 3-0.
EXECUTIVE SESSION
Commissioner Richardson made a motion to go into executive session to discuss civil
service examination matters. Seconded by Commissioner Thompson. Motion carried 3-0.
During executive session, the Commission took the following actions:
CONTINUING BUSINESS
Approval of Rosters of Candidates for Examination
Commissioner Richardson made a motion to approve the Roster of Candidates for Police
Lieutenant Examination #74-804. Seconded by Commissioner Thompson. Motion carried
3-0.
Establishment of Eligible Lists
Commissioner Richardson made a motion to establish the eligible lists specified below for
the time period indicated. Seconded by Commissioner Thompson. Motion carried 3-0.
Building Maintenance and Solid Waste Supervisor #60-676 (1 year)
Recreation Program Coordinator #63-304 (2 years)
Recreation Program Specialist #61-776 (2 years)
School Business Executive #62-837 (1 year)
Approval of Personnel Transactions
Commissioner Richardson made a motion to approve the Personnel Transactions.
Seconded by Commissioner Thompson. Motion carried 3-0.

The next Civil Service Commission meeting will be held Wednesday, October 1, 2014 at
9:30 am.
With no further business, the meeting was adjourned at 10:55 am.
