HomeMy WebLinkAboutMN-CSC-2014-02-01CIVIL SERVICE COMMISSION Regular Meeting February 19, 2014 Commissioners Present: Commissioner Richardson Commissioner Abrams Commissioner Thompson Staff Present: Valerie Saul (Deputy Director of Human Resources) Commissioner Richardson called the meeting to order at 9:55 am. APPROVAL OF MINUTES Commissioner Thompson made a motion to approve the minutes from the January 15, 2014 meeting. Seconded by Commissioner Richardson. Motion carried 3-0. NEW BUSINESS Revision of Special Requirements: Director of Engineering The Commission reviewed and discussed a request from Superintendent of Public Works Michael Thorne to remove the requirement for a Professional Engineer’s license from the Director of Engineering job description. The Engineering Division does not typically perform the engineering analysis and design work that would require oversight by a licensed Professional Engineer. Those tasks are usually performed by professional engineering firms under contract with the City of Ithaca. Commissioner Abrams made a motion to remove the special requirement for a Professional Engineer’s license from the Director of Engineering job description. Seconded by Commissioner Thompson. Motion carried 3-0. Update of Job Descriptions to reflect Departmental Merger: Planning, Building and Development Department – Code Inspector, Director of Code Enforcement, Director of Zoning Administration, Electrical Inspector, Exterior Property Maintenance Inspector, Housing and Land Use Supervisor, Housing Inspector, Senior Code Inspector, Senior Plan Examiner The Commission reviewed additional proposed updates to the job descriptions for Code Inspector, Director of Code Enforcement, Director of Zoning Administration, Electrical Inspector, Exterior Property Maintenance Inspector, Housing and Land-Use Supervisor, Housing Inspector, Senior Code Inspector and Senior Plan Examiner to reflect the merger of the former Building Department into the Planning Department. The updates are for clarification purposes only; none are substantive in nature. Commissioner Richardson made a motion to amend the job descriptions as proposed. Seconded by Commissioner Abrams. Motion carried 3-0. Civil Service Commission February 19, 2014 Page 2 Request to Expand Residency Requirement – Entry Level Water and Wastewater Treatment Plant Operations Exam #2014-5 Deputy Human Resources Director Saul requested that the Commission expand the residency requirement for Entry Level Water and Wastewater Treatment Plant Operations Exam #2014-5 to include contiguous counties, to correlate with the residency requirement that was used for recruitment for the provisional appointment. Commissioner Abrams made a motion to expand the residency requirement for the Entry Level Water and Wastewater Treatment Plant Operations Exam #2014-5 to include the contiguous counties. Seconded by Commissioner Thompson. Motion carried 3-0. Approval of Annual Report The Commission reviewed and discussed the 2013 Annual Report to the NYS Department of Civil Service. Commissioner Abrams made a motion to approve the annual report. Seconded by Commissioner Richardson. Motion carried 3-0. EXECUTIVE SESSION Commissioner Richardson made a motion to go into executive session to discuss civil service examination matters. Seconded by Commissioner Abrams. Motion carried 3-0. During executive session, the Commission took the following actions: CONTINUING BUSINESS Approval of Rosters of Candidates for Examination Commissioner Abrams made a motion to approve the Roster of Candidates for Firefighter Examination #60-679. Seconded by Commissioner Thompson. Motion carried 3-0. Establishment of Eligible Lists Commissioner Richardson made a motion to establish the eligible lists specified below for the time period indicated. Seconded by Commissioner Thompson. Motion carried 3-0. Data Systems Coordinator #63-266 (1 year) Financial Management Assistant #68-340 (2 years) Police Officer #60-677 (3 years) School Lunch Manager #71-875 (1 year) Senior Account Clerk-Typist #72-551 (1 year) Addition of Candidates to Continuous Recruitment Eligible Lists Commissioner Abrams made a motion to add candidates to the continuous recruitment eligible lists. Seconded by Commissioner Thompson. Motion carried 3-0. Civil Service Commission February 19, 2014 Page 3 Approval of Personnel Transactions Commissioner Thompson made a motion to approve the Personnel Transactions. Seconded by Commissioner Abrams. Motion carried 3-0. The next Civil Service Commission meeting will be held Wednesday, April 2, 2014 at 9:30 am. With no further business, the meeting was adjourned at 11:25 am.
