APPOINTMENT OF ACTING CHAIR
Commissioner Thompson made a motion to appoint Commissioner Abrams as Acting
Chair of the meeting. Seconded by Commissioner Abrams. Motion carried 2-0.
Commissioner Abrams called the meeting to order at 11:33 am.
APPROVAL OF MINUTES
Commissioner Abrams made a motion to approve the minutes of the November 14, 2012
meeting. Seconded by Commissioner Thompson. Motion carried 2-0.
NEW BUSINESS
New Position Duties Statement: City Clerk’s Office – Executive Assistant
City Clerk Julie Holcomb presented an overview of the organizational changes that will
take place in 2013 to increase the City’s public information function. Two positions will
transfer into the City Clerk’s Office from the Information Technology Department to
support this effort. The Commission reviewed and discussed a New Position Duties
Statement from the City Clerk’s Office for one of the positions that is being transferred.
Commissioner Thompson made a motion to classify the position as Executive Assistant.
Seconded by Commissioner Abrams. Motion carried 2-0.
Revision of Job Description and Change in Title: Manager of Electronic
Communications
Deputy Human Resources Director Valerie Saul highlighted revisions to the Manager of
Electronic Communications job description that correspond with the transfer of the position
to the City Clerk’s Office. Help desk responsibilities are being removed from the position,
while responsibilities for overseeing the email system, developing and overseeing an
intranet, and overseeing electronic document management systems are being added.
The recommended title change deletes the phrase “and Customer Services” from the
current title of Manager of Electronic Communications and Customer Services, as that
phrase represents the help desk responsibilities that will no longer be performed. The
Commission reviewed and discussed the proposed changes to the job description.
Commissioner Thompson made a motion to update the job description as requested and
to change the title of the position to Manager of Electronic Communications. Seconded by
Commissioner Abrams. Motion carried 2-0.

New Position Duties Statement: City Clerk’s Office – Manager of Electronic
Communications
The Commission reviewed and discussed a New Position Duties Statement from the City
Clerk’s Office. Commissioner Abrams made a motion to classify the position as Manager
of Electronic Communications. Seconded by Commissioner Thompson. Motion carried 2-
0.
New Position Duties Statement and Adoption of Job Description: Planning
Department – Director of Zoning Administration
Deputy Human Resources Director Valerie Saul presented an overview of the transfer of
function that will occur on January 1, 2013 when the Building Department is incorporated
into the Planning Department. The Commission reviewed and discussed the New Position
Duties Statement and the proposed job description for Director of Zoning Administration
that will be part of the implementation of this departmental merger. Commissioner
Thompson made a motion to classify the position as Director of Zoning Administration and
adopt the job description as proposed. Seconded by Commissioner Abrams. Motion
carried 2-0.
Reclassification Request: Ithaca City School District – Account Clerk-Typist to
Senior Account Clerk-Typist
The Commission reviewed a job duties questionnaire completed by an employee currently
classified as an Account Clerk-Typist at the Ithaca City School District. The Commission
determined that the employee was functioning at the level of Senior Account Clerk-Typist.
Given that the District supports the reclassification of the position, Commissioner
Thompson made a motion to reclassify the Account Clerk-Typist position to Senior
Account Clerk-Typist. Seconded by Commissioner Abrams. Motion carried 2-0.
Request to Waive Residency Requirement – Water Treatment Plant Operator
The Commission reviewed and discussed a request from Chief Water Treatment Plant
Operator Chuck Baker to expand the residency requirement for the upcoming Water
Treatment Plant Operator vacancy to include all of New York State. The pool of
candidates with the appropriate operator’s license who reside within Tompkins County is
very limited. After discussion, Commissioner Abrams made a motion to expand the
residency requirement for the Water Treatment Plant Operator position to include all of
New York State, through the completion of the next exam process. Seconded by
Commissioner Thompson. Motion carried 2-0.
Request to Waive Residency Requirement – Laboratory Technician
The Commission reviewed and discussed a request to expand the residency requirement
for Laboratory Technician Exam #66-458 to include contiguous counties. Previous
recruitment efforts have yielded limited numbers of qualified candidates due to the
academic requirements for the position. Commissioner Thompson made a motion to
expand the residency requirement for Laboratory Technician Exam #66-458 to include
contiguous counties. Seconded by Commissioner Abrams. Motion carried 2-0.

EXECUTIVE SESSION
Commissioner Abrams made a motion to go into executive session to discuss civil service
examination matters. Seconded by Commissioner Thompson. Motion carried 2-0. During
executive session, the Commission took the following actions:
CONTINUING BUSINESS
Authorization to Establish Eligible Lists During December 2012
Commissioner Abrams made a motion to authorize Executive Secretary Valerie Saul to
establish eligible lists during the month of December 2012 immediately upon the receipt of
examination marks. This will facilitate the immediate appointment of provisional
candidates. Ms. Saul will report the establishment of any such eligible lists to the
Commission at their January 2013 meeting. Seconded by Commissioner Thompson.
Motion carried 2-0.
Addition of Names to Continuous Recruitment Eligible Lists
Commissioner Thompson made a motion to add candidates to the continuous recruitment
eligible lists. Seconded by Commissioner Abrams. Motion carried 2-0.
Approval of Personnel Transactions
Commissioner Thompson made a motion to approve the Personnel Transactions.
Seconded by Commissioner Abrams. Motion carried 2-0.
The next Civil Service Commission meeting will be held Wednesday, January 9, 2013 at
9:30 am.
With no further business, the meeting was adjourned at 11:54 am.
