APPROVAL OF MINUTES Commissioner Abrams made a motion to approve the minutes of the October 13, 2010 meeting. Seconded by Commissioner Richardson. Motion carried 3-0. NEW BUSINESS Revision of Minimum Qualifications: Transportation Supervisor The Commission reviewed and discussed a request from the Ithaca City School District to revise the minimum qualifications for Transportation Supervisor by eliminating the option of allowing individuals without transportation-related experience to qualify for the position. Commissioner Richardson made a motion to revise the minimum qualifications to read as follows: “MINIMUM QUALIFICATIONS: Graduation from high school or possession of a high school equivalency diploma and five years of experience in one or more components of a large scale transportation system (e.g., operations, scheduling, dispatching, driving, automotive repairs or maintenance, etc.), two years of which must have been in a supervisory position.” Seconded by Commissioner Abrams. Motion carried 3-0. Request to Expand Residency Requirement – Electrical Inspector The Commission reviewed and discussed a request from Building Commissioner Phyllis Radke to expand the residency requirement for the current Electrical Inspector vacancy to include all of New York State. The recruitment pool of licensed electricians with inspection experience or certifications who reside within Tompkins County is very limited. The special requirements allow for the acceptance of reciprocal electrician licenses from other NYS municipalities, and a greater pool of applicants will be available if the residency requirement is expanded statewide. After discussion, Commissioner Richardson made a motion to expand the residency requirement for the Electrical Inspector position to include all of New York State, through the completion of the next exam process. Seconded by Commissioner Thompson. Motion carried 3-0. Civil Service Commission December 8, 2010 Page 2 New Position Duties Statement and Adoption of Job Description: Ithaca City School District – Assistant Director of Human Resources and Labor Relations The Commission reviewed and discussed a New Position Duties Statement from the Ithaca City School District and the proposed job description for Assistant Director of Human Resources and Labor Relations. Commissioner Thompson made a motion to classify the position as Assistant Director of Human Resources and Labor Relations and adopt the job description as proposed. Seconded by Commissioner Abrams. Motion carried 3-0. Authorization to Direct Public Hearing Commissioner Thompson made a motion to direct a public hearing for Wednesday, January 5, 2011 at 9:30 am for the purpose of amending Appendix B – Non-Competitive Class of the City of Ithaca Civil Service Rules by adding the position of Assistant Director of Human Resources and Labor Relations to the non-competitive class and designating the position as requiring the performance of functions influencing policy. Seconded by Commissioner Abrams. Motion carried 3-0. Revision of Job Description: City Clerk The Commission reviewed and discussed proposed changes to the responsibilities of the City Clerk. The changes reflect the creation of a Public Information Division in the City Clerk’s Office and the assignment of responsibilities for managing that function to the City Clerk. Commissioner Thompson made a motion to revise the City Clerk job description as proposed. Seconded by Commissioner Richardson. Motion carried 3-0. EXECUTIVE SESSION Commissioner Richardson made a motion to go into executive session to discuss civil service examination matters. Seconded by Commissioner Abrams. Motion carried 3-0. During executive session, the Commission took the following actions: CONTINUING BUSINESS Establishment of Eligible Lists Commissioner Abrams made a motion to establish the eligible lists specified below for the time period indicated. Seconded by Commissioner Thompson. Motion carried 3-0. Chief Wastewater Treatment Plant Operator #61-809 (1 year) Industrial Wastewater Pretreatment Coordinator #76-309 (1 year) Occupational Therapist #2010-6 (1 year) Police Lieutenant #77-430 (2 years) Water Treatment Plant Operator #62-301 (1 year) Civil Service Commission December 8, 2010 Page 3 Authorization to Establish Eligible Lists During December 2010 Commissioner Abrams made a motion to authorize Executive Secretary Valerie Saul to establish eligible lists during the month of December 2010 immediately upon the receipt of examination marks. This will facilitate the immediate appointment of provisional candidates. Ms. Saul will report the establishment of any such eligible lists to the Commission at their January 2011 meeting. Seconded by Commissioner Thompson. Motion carried 3-0. Addition of Names to Continuous Recruitment Eligible Lists Commissioner Thompson made a motion to add names to the continuous recruitment eligible lists. Seconded by Commissioner Richardson. Motion carried 3-0. Approval of Personnel Transactions Commissioner Thompson made a motion to approve the Personnel Transactions. Seconded by Commissioner Richardson. Motion carried 3-0. The next Civil Service Commission meeting will be held Wednesday, January 5, 2011 at 9:30 am. With no further business, the meeting was adjourned at 12:19 pm.
