Commissioner Richardson called the meeting to order at 9:48 am.
APPROVAL OF MINUTES
Commissioner Abrams made a motion to approve the minutes of the September 11, 2013
meeting. Seconded by Commissioner Richardson. Motion carried 2-0.
NEW BUSINESS
New Position Duties Statement: DPW – Utilities Systems Location Technician
The Commission reviewed and discussed a New Position Duties Statement from the
Department of Public Works. Commissioner Abrams made a motion to classify the
position as Utilities Systems Location Technician. Seconded by Commissioner
Richardson. Motion carried 2-0.
Revision of Special Requirements: Registered Professional Nurse (School)
The Commission reviewed and discussed the requirement that applicants for Registered
Professional Nurse (School) positions possess certifications in first aid and CPR prior to
employment, in addition to their nursing licenses. After discussion, the Commission
decided that it was more appropriate for the Ithaca City School District to establish any
requirements for these certifications as internal job requirements, and to allow applicants
the opportunity to seek the training and certification within a reasonable time period of
being hired. Commissioner Abrams made a motion to eliminate first aid and CPR
certifications as special requirements for appointment as a Registered Professional Nurse
(School). Seconded by Commissioner Richardson. Motion carried 2-0.
EXECUTIVE SESSION
Commissioner Richardson made a motion to go into executive session to discuss civil
service examination matters. Seconded by Commissioner Abrams. Motion carried 2-0.

CONTINUING BUSINESS
Appeal of Disqualification
The Commission reviewed and discussed an appeal from an applicant who was
disqualified from Police Officer Examination #60-677 for failing to pay the application fee
by the application deadline. Commissioner Abrams made a motion to deny the appeal.
Seconded by Commissioner Richardson. Motion carried 2-0.
Addition of Candidates to Continuous Recruitment Eligible Lists
Commissioner Richardson made a motion to add candidates to the continuous recruitment
eligible lists. Seconded by Commissioner Abrams. Motion carried 2-0.
Approval of Personnel Transactions
Commissioner Richardson made a motion to approve the Personnel Transactions.
Seconded by Commissioner Abrams. Motion carried 2-0.
The next Civil Service Commission meeting will be held Wednesday, November 20, 2013
at 9:30 am.
With no further business, the meeting was adjourned at 10:42 am.
