APPOINTMENT OF ACTING CHAIR Commissioner Abrams made a motion to appoint Commissioner Thompson as Acting Chair of the meeting. Seconded by Commissioner Thompson. Motion carried 2-0. NEW BUSINESS Request to Waive Residency Requirement for 2010 Firefighter Exam The Commission reviewed and discussed a request from the Ithaca Fire Department’s Recruitment and Diversity Committee to waive the Tompkins County residency requirement for the upcoming Firefighter examination. Deputy Fire Chief Tom Parsons outlined the Ithaca Fire Department’s recruitment strategies for diversifying the candidate pool for the Firefighter exam. IFD is requesting that the residency requirement be waived in its entirety. After discussion, Commissioner Abrams made a motion to waive the residency requirement for the 2010 Firefighter examination. Seconded by Commissioner Thompson. Motion carried 2-0. APPROVAL OF MINUTES Commissioner Abrams made a motion to approve the minutes of the September 9, 2009 meeting. Seconded by Commissioner Thompson. Motion carried 2-0. NEW BUSINESS - continued New Position Duties Statement: DPW – Water Treatment Plant Operator/Trainee (2) The Commission reviewed and discussed a New Position Duties Statement from the Water and Sewer Division of the Department of Public Works for two new positions at the Water Treatment Plant. Commissioner Thompson made a motion to classify the positions as Water Treatment Plant Operators and/or Water Treatment Plant Operator Trainees. Seconded by Commissioner Abrams. Motion carried 2-0. Revision of Job Description: Water Treatment Plant Operator Civil Service Commission October 14, 2009 Page 2 The Commission reviewed the Water Treatment Plant Operator job description and the proposed updates to it. The updates include a more comprehensive description of the position’s responsibilities and duties, and a revision of the minimum qualifications and special requirements to read as follows: “MINIMUM QUALIFICATIONS: A. Graduation from a NYS registered or regionally accredited college with an Associate's Degree in Water/Wastewater Technology, Environmental Science, Engineering Technology, physical sciences, chemistry, biological sciences, life sciences or a closely related field with similar course curriculum; or B. Graduation from high school or possession of a high school equivalency diploma and two (2) years of full-time paid experience, or its part-time paid equivalent, in the operation of a water treatment plant; or C. An equivalent combination of training and experience as defined by the limits of (A) and (B) above. SPECIAL REQUIREMENTS: 1. Possession of a Grade II-A "Assistant Operator" certificate issued under the provisions of Section 5-4.2 of the New York State Sanitary Code at the time of appointment and maintenance of said certification for the duration of employment. 2. Possession of a valid drivers license equivalent to a New York State Class D drivers license at the time of appointment and maintenance of said license for the duration of employment.” Commissioner Thompson made a motion to revise the job description as proposed and to adopt the minimum qualifications and special requirements specified above. Seconded by Commissioner Abrams. Motion carried 2-0. EXECUTIVE SESSION Commissioner Thompson made a motion to go into executive session to discuss civil service examination matters. Seconded by Commissioner Abrams. Motion carried 2-0. During executive session, the Commission took the following actions: Request to Accept Late Application Commissioner Thompson made a motion to deny a request to accept a late application for Head Building Maintenance Mechanic Examination #60-393. Seconded by Commissioner Abrams. Motion carried 2-0. Civil Service Commission October 14, 2009 Page 3 CONTINUING BUSINESS Approval of Rosters of Candidates for Examination Commissioner Abrams made a motion to approve the Rosters of Candidates for Examination listed below. Seconded by Commissioner Thompson. Motion carried 2-0. Head Building Maintenance Mechanic #76-321 Head Building Maintenance Mechanic #60-393 Tenant Relations Assistant #62-221 Wastewater/Water Treatment Plant Operator/Trainee #27-709 Establishment of Eligible Lists Commissioner Abrams made a motion to establish Wastewater/Water Treatment Plant Operator/Trainee Eligible List #27-709 for a one (1) year period. Seconded by Commissioner Thompson. Motion carried 2-0. Addition of Names to Continuous Recruitment Eligible Lists Commissioner Abrams made a motion to add names to the continuous recruitment eligible lists. Seconded by Commissioner Thompson. Motion carried 2-0. Approval of Personnel Transactions Commissioner Abrams made a motion to approve the Personnel Transactions. Seconded by Commissioner Thompson. Motion carried 2-0. The next Civil Service Commission meeting will be held Thursday, November 5, 2009 at 9:30 am. With no further business, the meeting was adjourned at 10:22 am.
