Appointment of Acting Chairperson Commissioner Abrams made a motion to appoint Commissioner Thompson as Acting Chair for the meeting. Seconded by Commissioner Thompson. Motion carried 2-0. Public Hearing on Proposed Amendment to Appendix B – Non-Competitive Class of the City of Ithaca Civil Service Rules Commissioner Thompson made a motion to open the public hearing on the proposal to amend Appendix B – Non-Competitive Class of the Civil Service Rules by adding the title of “Wastewater System Maintenance Mechanics”. Seconded by Commissioner Abrams. Motion carried 2-0. No one appeared to speak on the proposed amendment. Commissioner Thompson made a motion to close the public hearing. Seconded by Commissioner Abrams. Motion carried 2-0. APPROVAL OF MINUTES Commissioner Thompson made a motion to approve the minutes of the September 12, 2007 meeting. Seconded by Commissioner Abrams. Motion carried 2-0. NEW BUSINESS Resolution for Amendment to Appendix B (Non-Competitive Class) of the City of Ithaca Civil Service Rules Commissioner Thompson made the following motion: WHEREAS, the City of Ithaca Civil Service Commission duly advertised and held a public hearing on October 3, 2007 for the purpose of amending Appendix B – Non-Competitive Civil Service Commission October 3, 2007 Page 2 Class of the City of Ithaca Civil Service Rules by adding the title of “Wastewater System Maintenance Mechanics”, and WHEREAS, the Ithaca Civil Service Commission took public comment on the proposed amendment into consideration, and WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment, NOW, THEREFORE, BE IT RESOLVED, that the title of “Wastewater System Maintenance Mechanics” be added to Appendix B – Non-Competitive Class. Seconded by Commissioner Abrams. Motion carried 2-0. Revision of Minimum Qualifications – Executive Assistant to the City Attorney The Commission reviewed and discussed City Attorney Dan Hoffman’s request to expand the minimum qualifications for Executive Assistant to the City Attorney by eliminating the requirement that qualifying clerical experience be legal clerical experience. While such experience is desirable, it is not mandatory for success in the position. Requiring prior legal clerical experience limits the recruitment pool. Commissioner Abrams made a motion to amend the minimum qualifications for Executive Assistant to the City Attorney to read as follows: “MINIMUM QUALIFICATIONS: A. Graduation from a New York State registered or regionally accredited two-year college with an Associate's Degree in secretarial science, office management, office technology, business administration, paralegal science or a closely related field and two (2) years of full-time paid (or the equivalent part-time and/or volunteer) clerical experience; or B. Graduation from high school or possession of a high school equivalency diploma and four (4) years of full-time paid (or the equivalent part-time and/or volunteer) clerical experience; or C. An equivalent combination of training and experience as defined by the limits of (A) and (B) above.” Seconded by Commissioner Thompson. Motion carried 2-0. OLD BUSINESS Jurisdictional Classification of Executive Assistant to the City Attorney The Commission reviewed and discussed City Attorney Dan Hoffman’s request to retain the position of Executive Assistant to the City Attorney in the competitive class. The benefits of competitive class status make the position more desirable to some potential Civil Service Commission October 3, 2007 Page 3 candidates and will generate a broader pool of applicants. Competitive class status will also provide for continuity of staffing in the City Attorney’s Office during periods of staff changeover associated with mayoral elections. Commissioner Thompson made a motion to retain the position of Executive Assistant to the City Attorney in the competitive class. Seconded by Commissioner Abrams. Motion carried 2-0. EXECUTIVE SESSION Commissioner Thompson made a motion to go into executive session to discuss civil service examination matters. Seconded by Commissioner Abrams. Motion carried 2-0. During executive session, the Commission took the following actions: CONTINUING BUSINESS Approval of Rosters of Candidates for Examination Commissioner Abrams made a motion to approve the Rosters of Candidates for Examination listed below. Seconded by Commissioner Thompson. Motion carried 2-0. Assistant Chief Wastewater Treatment Plant Operator #72-335 Tenant Relations Assistant #65-973 Wastewater/Water Treatment Plant Operator Trainee #20-071 Water Treatment Plant Operator #65-279 Approval of Personnel Transactions Commissioner Thompson made a motion to approve the Personnel Transactions. Seconded by Commissioner Abrams. Motion carried 2-0. The next Civil Service Commission meeting will be held Wednesday, November 7, 2007 at 9:30 am. With no further business, the meeting was adjourned at 10:45 am.
