Commissioner Richardson called the meeting to order at 9:55 am.
APPROVAL OF MINUTES
Commissioner Abrams made a motion to approve the minutes of the July 11, 2012
meeting. Seconded by Commissioner Thompson. Motion carried 3-0.
NEW BUSINESS
New Position Duties Statement: DPW – Water Treatment Plant Operator/Trainee
The Commission reviewed and discussed a New Position Duties Statement from the
Department of Public Works. Commissioner Abrams made a motion to classify the
position as Water Treatment Plant Operator/Trainee. Seconded by Commissioner
Thompson. Motion carried 3-0.
Public Hearing on Proposed Amendment to Appendix A – Exempt Positions of the
City of Ithaca Civil Service Rules
Commissioner Richardson made a motion to open the public hearing on the proposal to
amend Appendix A – Exempt Positions of the City of Ithaca Civil Service Rules by deleting
the position of Secretary to the Superintendent of Schools from the exempt class and
adding the position of Administrative Assistant to the Superintendent of Schools to the
exempt class. Seconded by Commissioner Abrams. Motion carried 3-0.
No one appeared to speak on the proposed amendment.
Commissioner Richardson made a motion to close the public hearing. Seconded by
Commissioner Abrams. Motion carried 3-0.
Resolution to Amend Appendix A – Exempt Positions of the City of Ithaca Civil
Service Rules
Commissioner Richardson made the following motion:
WHEREAS, the Ithaca Civil Service Commission deems it necessary to make certain
changes to the Appendices of the City of Ithaca Civil Service Rules; and

WHEREAS, the City of Ithaca Civil Service Commission duly advertised and held a public
hearing on September 12, 2012 for the purpose of amending Appendix A (Exempt
Positions) of the City of Ithaca Civil Service Rules by adding the title of Administrative
Assistant to the Superintendent of Schools and deleting the title of Secretary to the
Superintendent of Schools, and
WHEREAS, the Ithaca Civil Service Commission took public comment on the proposed
amendment into consideration, and
WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment,
NOW, THEREFORE, BE IT
RESOLVED, that subject to the approval of the State Civil Service Commission, the title of
Administrative Assistant to the Superintendent of Schools be added to Appendix A
(Exempt Positions) of the City of Ithaca Civil Service Rules, and be it further
RESOLVED, that subject to the approval of the State Civil Service Commission, the title of
Secretary to the Superintendent of Schools be deleted from Appendix A (Exempt
Positions) of the City of Ithaca Civil Service Rules.
Seconded by Commissioner Thompson. Motion carried 3-0.
Public Hearing on Proposed Amendment to Appendix A – Exempt Positions of the
City of Ithaca Civil Service Rules
Commissioner Richardson made a motion to open the public hearing on the proposal to
amend Appendix A – Exempt Positions of the City of Ithaca Civil Service Rules by adding
the position of Chief of Staff to the exempt class. Seconded by Commissioner Abrams.
Motion carried 3-0.
Alderperson Cynthia Brock asked for clarification regarding the proposed structural
changes in City government that may result from the creation of the Chief of Staff position.
The Commission answered Alderperson Brock’s questions and clarified the Commission’s
responsibilities to classify the position and allocate it to a jurisdictional class, and Common
Council’s responsibilities to determine whether the position should be funded and
implemented.
No one spoke specifically for or against the proposed amendment.
Commissioner Richardson made a motion to close the public hearing. Seconded by
Commissioner Abrams. Motion carried 3-0.

Seconded by Commissioner Thompson. Motion carried 3-0.
EXECUTIVE SESSION
Commissioner Richardson made a motion to go into executive session to discuss civil
service examination matters. Seconded by Commissioner Thompson. Motion carried 3-0.
During executive session, the Commission took the following actions:
CONTINUING BUSINESS
Approval of Roster of Candidates for Examination
Commissioner Richardson made a motion to approve the Roster of Candidates for Tenant
Relations Assistant Examination #61-496. Seconded by Commissioner Thompson.
Motion carried 3-0.
Establishment of Eligible List
Commissioner Thompson made a motion to establish Senior Code Inspector Eligible List
#60-846 for a one year period. Seconded by Commissioner Abrams. Motion carried 3-0.
Addition of Names to Continuous Recruitment Eligible Lists
Commissioner Richardson made a motion to add candidates to the continuous recruitment
eligible lists. Seconded by Commissioner Thompson. Motion carried 3-0.
Approval of Personnel Transactions
Commissioner Thompson made a motion to approve the Personnel Transactions.
Seconded by Commissioner Abrams. Motion carried 3-0.

The next Civil Service Commission meeting will be held Wednesday, October 3, 2012 at
9:30 am.
With no further business, the meeting was adjourned at 10:46 am.
