APPROVAL OF MINUTES Commissioner Richardson made a motion to approve the minutes of the July 7, 2010 meeting. Seconded by Commissioner Abrams. Motion carried 3-0. NEW BUSINESS REVISION TO DRIVER LICENSE REQUIREMENTS The Commission discussed the fact that the Human Resources Department receives a sizable number of applications each year from job applicants who meet position qualifications, with the exception that their driver licenses were not issued by New York State. Currently, the special requirements for driver licenses only acknowledge NYS- issued driver licenses as meeting the driver license requirement. The purpose of the driver license requirement is to ensure that the candidate is able to legally operate designated vehicles in New York State. If a candidate is able to legally operate a designated vehicle with an out-of-state or international license, the candidate should not be disqualified from consideration solely because the candidate’s driver license is issued by another state or country. Commissioner Abrams made a motion to replace the current language regarding driver license requirements on all job descriptions with the following: “Special Requirement: Possession of a valid New York State Class (insert appropriate class) driver license or a valid driver license equivalent to a New York State Class (insert appropriate class) driver license at the time of appointment and maintenance of said license for the duration of employment.” Seconded by Commissioner Richardson. Motion carried 3-0. SUBSTITUTION OF COLLEGE COURSEWORK FOR WORK EXPERIENCE The Commission discussed various options for crediting college coursework toward the minimum qualifications for positions that allow the substitution of college education for work experience, in situations in which the applicant’s college coursework did not result in the completion of a degree. Following discussion, Commissioner Richardson made a motion to adopt the following policy: Civil Service Commission September 15, 2010 Page 2 “POLICY ON SUBSTITUTION OF COLLEGE COURSEWORK FOR WORK EXPERIENCE If the minimum qualifications specified in a job description allow college coursework to be substituted for a portion of the required work experience, college coursework that did not result in the attainment of a degree will be credited toward the required work experience at the rate of: thirty (30) credit hours of job-related college coursework shall be the equivalent of one (1) year of full-time work experience Provided, however, that if a job description expressly states that another formula is to be used for the substitution of college coursework for work experience, the formula expressly stated in the job description shall apply, and further Provided, that in no event shall college coursework toward an Associate’s degree be substituted for more than eighteen months of work experience if the Associate’s degree has not been obtained; nor shall college coursework toward a Bachelor’s degree be substituted for more than forty-two (42) months of work experience if the Bachelor’s degree has not been obtained; nor shall college coursework toward a Master’s degree be substituted for more than six (6) months of work experience if the Master’s degree has not been obtained. “ Seconded by Commissioner Thompson. Motion carried 3-0. EXECUTIVE SESSION Commissioner Richardson made a motion to go into executive session to discuss civil service examination matters. Seconded by Commissioner Abrams. Motion carried 3-0. During executive session, the Commission took the following actions: CONTINUING BUSINESS Approval of Rosters of Candidates for Examination Commissioner Thompson made a motion to approve the Rosters of Candidates for Examination listed below. Seconded by Commissioner Abrams. Motion carried 3-0. Chief Wastewater Treatment Plant Operator #61-809 Industrial Wastewater Pretreatment Coordinator #76-309 Police Lieutenant #77-430 Water Treatment Plant Operator #62-301 Establishment of Eligible List Commissioner Richardson made a motion to establish Police Officer Eligible List #65-229 for a period of three years. Seconded by Commissioner Abrams. Motion carried 3-0. Civil Service Commission September 15, 2010 Page 3 Addition of Names to Continuous Recruitment Eligible Lists Commissioner Abrams made a motion to add names to the continuous recruitment eligible lists. Seconded by Commissioner Thompson. Motion carried 3-0. Approval of Personnel Transactions Commissioner Thompson made a motion to approve the Personnel Transactions. Seconded by Commissioner Abrams. Motion carried 3-0. The next Civil Service Commission meeting will be held Wednesday, October 13, 2010 at 9:30 am. With no further business, the meeting was adjourned at 11:00 am.
