APPOINTMENT OF ACTING CHAIR Commissioner Abrams made a motion to appoint Commissioner Thompson as Acting Chair of the meeting. Seconded by Commissioner Thompson. Motion carried 2-0. Public Hearing on Proposed Amendment to Appendix B – Non-Competitive Class of the City of Ithaca Civil Service Rules Commissioner Thompson made a motion to open the public hearing on the proposal to amend Appendix B – Non-Competitive Class of the Civil Service Rules by adding the title of “Bias Prevention Officer” and designating the position as requiring the performance of functions influencing policy. Seconded by Commissioner Abrams. Motion carried 2-0. No one appeared to speak on the proposed amendment. Commissioner Thompson made a motion to close the public hearing. Seconded by Commissioner Abrams. Motion carried 2-0. Public Hearing on Proposed Amendment to Appendix B – Non-Competitive Class of the City of Ithaca Civil Service Rules Commissioner Thompson made a motion to open the public hearing on the proposal to amend Appendix B – Non-Competitive Class of the Civil Service Rules by adding the title of “Director of Human Resources and Labor Relations” and designating the position as requiring the performance of functions influencing policy. Seconded by Commissioner Abrams. Motion carried 2-0. No one appeared to speak on the proposed amendment. Commissioner Thompson made a motion to close the public hearing. Seconded by Commissioner Abrams. Motion carried 2-0. Civil Service Commission September 3, 2008 Page 2 Public Hearing on Proposed Amendment to Appendix B – Non-Competitive Class of the City of Ithaca Civil Service Rules Commissioner Thompson made a motion to open the public hearing on the proposal to amend Appendix B – Non-Competitive Class of the Civil Service Rules by adding the title of “Human Resource Specialist for Recruitment and Retention” and designating the position as requiring the performance of functions influencing policy. Seconded by Commissioner Abrams. Motion carried 2-0. No one appeared to speak on the proposed amendment. Commissioner Thompson made a motion to close the public hearing. Seconded by Commissioner Abrams. Motion carried 2-0. APPROVAL OF MINUTES Commissioner Abrams made a motion to approve the minutes of the August 6, 2008 meeting. Seconded by Commissioner Thompson. Motion carried 2-0. NEW BUSINESS Resolution for Amendment to Appendix B (Non-Competitive Class) of the City of Ithaca Civil Service Rules Commissioner Abrams made the following motion: WHEREAS, the City of Ithaca Civil Service Commission duly advertised and held a public hearing on September 3, 2008 for the purpose of amending Appendix B (Non-Competitive Class) of the City of Ithaca Civil Service Rules by adding the title of Bias Prevention Officer to the Non-Competitive Class and designating the position of Bias Prevention Officer as requiring the performance of functions influencing policy, and WHEREAS, the Ithaca Civil Service Commission took public comment on the proposed amendment into consideration, and WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment, NOW, THEREFORE, BE IT RESOLVED, that the title of Bias Prevention Officer be added to Appendix B (Non- Competitive Class) of the City of Ithaca Civil Service Rules and be it further RESOLVED, that pursuant to Section 42(2)(a) of the New York State Civil Service Law, the position of Bias Prevention Officer be designated as a position which requires the performance of functions influencing policy. Seconded by Commissioner Thompson. Motion carried 2-0. Civil Service Commission September 3, 2008 Page 3 Resolution for Amendment to Appendix B (Non-Competitive Class) of the City of Ithaca Civil Service Rules Commissioner Abrams made the following motion: WHEREAS, the City of Ithaca Civil Service Commission duly advertised and held a public hearing on September 3, 2008 for the purpose of amending Appendix B (Non-Competitive Class) of the City of Ithaca Civil Service Rules by adding the title of Director of Human Resources and Labor Relations to the Non-Competitive Class and designating the position of Director of Human Resources and Labor Relations as requiring the performance of functions influencing policy, and WHEREAS, the Ithaca Civil Service Commission took public comment on the proposed amendment into consideration, and WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment, NOW, THEREFORE, BE IT RESOLVED, that the title of Director of Human Resources and Labor Relations be added to Appendix B (Non-Competitive Class) of the City of Ithaca Civil Service Rules and be it further RESOLVED, that pursuant to Section 42(2)(a) of the New York State Civil Service Law, the position of Director of Human Resources and Labor Relations be designated as a position which requires the performance of functions influencing policy. Resolution for Amendment to Appendix B (Non-Competitive Class) of the City of Ithaca Civil Service Rules Commissioner Abrams made the following motion: WHEREAS, the City of Ithaca Civil Service Commission duly advertised and held a public hearing on September 3, 2008 for the purpose of amending Appendix B (Non-Competitive Class) of the City of Ithaca Civil Service Rules by adding the title of Human Resource Specialist for Recruitment and Retention to the Non-Competitive Class and designating the position of Human Resource Specialist for Recruitment and Retention as requiring the performance of functions influencing policy, and WHEREAS, the Ithaca Civil Service Commission took public comment on the proposed amendment into consideration, and WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment, NOW, THEREFORE, BE IT Civil Service Commission September 3, 2008 Page 4 RESOLVED, that the title of Human Resource Specialist for Recruitment and Retention be added to Appendix B (Non-Competitive Class) of the City of Ithaca Civil Service Rules and be it further RESOLVED, that pursuant to Section 42(2)(a) of the New York State Civil Service Law, the position of Human Resource Specialist for Recruitment and Retention be designated as a position which requires the performance of functions influencing policy. Seconded by Commissioner Thompson. Motion carried 2-0. Revision of Minimum Qualifications – GIS Map Technician The Commission reviewed and discussed the impact of the revisions to the minimum qualifications for GIS Map Technician that they approved last month. The college credit requirement that was approved was based upon the premise that most GIS college courses are four credit hour courses. Based on the transcripts that have been provided by candidates, the vast majority of GIS college courses are actually three credit hour courses. As a result, candidates who have completed the appropriate coursework are not qualifying for the position, because they do not meet the college credit hour requirement. After discussion, Commissioner Thompson made a motion to amend subsections (a) and (b) of the minimum qualifications for GIS Map Technician by replacing the requirement of sixteen (16) credit hours of GIS coursework with a requirement of nine (9) credit hours of GIS coursework. Seconded by Commissioner Abrams. Motion carried 2-0. EXECUTIVE SESSION Commissioner Thompson made a motion to go into executive session to discuss civil service examination matters. Seconded by Commissioner Abrams. Motion carried 2-0. During executive session, the Commission took the following actions: Request to Accept Late Application The Commission reviewed and discussed a request to approve a late application for Police Lieutenant Exam #73-997. Commissioner Thompson made a motion to accept and approve the late application. Seconded by Commissioner Abrams. Motion carried 2-0. CONTINUING BUSINESS Approval of Rosters of Candidates for Examination Commissioner Abrams made a motion to approve the Rosters of Candidates for Examination listed below. Seconded by Commissioner Thompson. Motion carried 2-0. Police Lieutenant Exam #73-997 Water Treatment Plant Operator Exam #61-978 Civil Service Commission September 3, 2008 Page 5 Approval of Personnel Transactions Commissioner Abrams made a motion to approve the Personnel Transactions. Seconded by Commissioner Thompson. Motion carried 2-0. The next Civil Service Commission meeting will be held Wednesday, October 1, 2008 at 9:30 am. With no further business, the meeting was adjourned at 10:12 am.
