Commissioner Richardson called the meeting to order at 9:50 am.
APPROVAL OF MINUTES
Commissioner Richardson made a motion to approve the minutes of the June 6, 2012
meeting. Seconded by Commissioner Abrams. Motion carried 3-0.
NEW BUSINESS
Amendment of Special Requirements: Supervisor of Electrical Services
The Commission reviewed and discussed the requirement that the Supervisor of Electrical
Services be a licensed electrician. Less than 5% of the work done by the City electrical
crew involves new installations, which is the only work that requires a licensed electrician.
The position has been vacant for four years, despite repeated recruitment efforts, due to a
shortage of qualified candidates. The supervisory responsibilities of the position have
been performed internally by an employee on temporary assignment. The work that has
required a licensed electrician has been performed by a contractor who is on retainer.
The Department of Public Works is requesting that the special requirements be amended
by removing the license requirement so that the supervisory responsibilities of the position
can be fulfilled on a permanent basis by promotion from within. Any work requiring a
licensed electrician will continue to be performed by an outside contractor. Commissioner
Abrams made a motion to amend the special requirements to read as follows:
“SPECIAL REQUIREMENTS:
A. Possession of a valid New York State Class B Commercial Driver License (CDL)
or a valid Commercial Driver License equivalent to a New York State Class B
Commercial Driver License at the time of appointment and maintenance of said
license for the duration of employment.
B. Candidates must obtain a Traffic Signal Level 1 Certification issued by the
International Municipal Signal Association (IMSA) within two (2) years of
appointment and must maintain said certification for the duration of employment.”
Seconded by Commissioner Thompson. Motion carried 3-0.

Change in Title and Update of Job Description: Secretary to the Superintendent of
Schools to Administrative Assistant to the Superintendent of Schools
The Commission reviewed and discussed the Ithaca City School District’s request to
update the Secretary to the Superintendent of Schools job description, including changing
the title to the more contemporary title of Administrative Assistant to the Superintendent of
Schools. The position will continue to serve at the pleasure of the Superintendent of
Schools and will remain in the exempt class. Commissioner Thompson made a motion to
update the job description as requested and to change the title of the position to
Administrative Assistant to the Superintendent of Schools. Seconded by Commissioner
Abrams. Motion carried 3-0.
Authorization to Direct Public Hearing – Deletion of Secretary to the Superintendent
of Schools from the exempt class and Addition of Administrative Assistant to the
Superintendent of Schools to the exempt class
Commissioner Thompson made a motion to direct a public hearing for Wednesday,
September 12, 2012 at 10:00 am for the purpose of amending Appendix A – Exempt
Positions of the City of Ithaca Civil Service Rules by deleting the position of Secretary to
the Superintendent of Schools from the exempt class and adding the position of
Administrative Assistant to the Superintendent of Schools to the exempt class. Seconded
by Commissioner Richardson. Motion carried 3-0.
New Position Duties Statement and Adoption of Job Description: Ithaca City School
District – Audiovisual Media Engineer
The Commission reviewed and discussed a New Position Duties Statement from the
Ithaca City School District and the proposed job description for Audiovisual Media
Engineer. Commissioner Richardson made a motion to classify the position as
Audiovisual Media Engineer and adopt the job description as proposed. Seconded by
Commissioner Abrams. Motion carried 3-0.
Update of Job Description and Amendment to Minimum Qualifications: Wastewater
Treatment Plant Operator Trainee
The Commission reviewed the Wastewater Treatment Plant Operator Trainee job
description and the proposed revisions to it. The revisions include strengthening the
requirements for math and science knowledge and skills, and amending the minimum
qualifications to read as follows:
“MINIMUM QUALIFICATIONS:
A. Graduation from a NYS registered or regionally accredited college with an
Associate's Degree in Water/Wastewater Technology, Environmental Science,
Engineering Technology, physical sciences, chemistry, biological sciences, life
sciences or a closely related field with similar course curriculum; or

B. Graduation from high school or possession of a high school equivalency diploma
and successful completion of at least eighteen (18) college credit hours of math
and/or science coursework; or
C. Graduation from high school or possession of a high school equivalency diploma,
which shall have included the successful completion of at least three years of
high school mathematics and at least three years of high school science; or
D. An equivalent combination of training and experience as defined by the limits of
(A), (B) and (C) above.”
Commissioner Abrams made a motion to amend the job description and revise the minimum
qualifications as requested. Seconded by Commissioner Thompson. Motion carried 3-0.
Update of Job Description and Amendment to Minimum Qualifications: Water
Treatment Plant Operator Trainee
The Commission reviewed the Water Treatment Plant Operator Trainee job description
and the proposed revisions to it. The revisions include strengthening the requirements for
math and science knowledge and skills, and amending the minimum qualifications to read
as follows:
“MINIMUM QUALIFICATIONS:
A. Graduation from a NYS registered or regionally accredited college with an
Associate's Degree in Water/Wastewater Technology, Environmental Science,

Commissioner Richardson made a motion to amend the job description and revise the
minimum qualifications as requested. Seconded by Commissioner Abrams. Motion carried
3-0.

EXECUTIVE SESSION
Commissioner Richardson made a motion to go into executive session to discuss civil
service examination matters. Seconded by Commissioner Thompson. Motion carried 3-0.
During executive session, the Commission took the following actions:

Establishment of Eligible Lists
Commissioner Richardson made a motion to establish the eligible lists specified below for
the time period indicated. Seconded by Commissioner Thompson. Motion carried 3-0.
Motor Equipment Maintenance Supervisor #79-182 (1 year)
Motor Equipment Mechanic Supervisor #79-184 (1 year)
Motor Equipment Mechanic Supervisor #63-311 (2 years)
Addition of Names to Continuous Recruitment Eligible Lists
Commissioner Abrams made a motion to add candidates to the continuous recruitment
eligible lists. Seconded by Commissioner Thompson. Motion carried 3-0.
Approval of Personnel Transactions
Commissioner Thompson made a motion to approve the Personnel Transactions.
Seconded by Commissioner Richardson. Motion carried 3-0.
NEW BUSINESS – continued
New Position Duties Statement and Adoption of Job Description: Mayor’s Office –
Chief of Staff
The Commission reviewed and discussed a New Position Duties Statement from the
Mayor and the proposed job description for Chief of Staff. The Mayor provided an
overview of his vision for the position. The Commission and the Mayor discussed the
position’s duties, relationship to department heads, qualifications, funding and timeline for
creation and implementation. Commissioner Abrams made a motion to classify the
position as Chief of Staff and adopt the job description as proposed. Seconded by
Commissioner Thompson. Motion carried 3-0.

Commissioner Thompson made a motion to direct a public hearing for Wednesday,
