APPROVAL OF MINUTES Commissioner Abrams made a motion to approve the minutes of the June 3, 2009 meeting. Seconded by Commissioner Thompson. Motion carried 3-0. NEW BUSINESS Revision of Physical Performance Assessment Assistant Fire Chief Lee LaBuff provided an overview of the pre-employment Physical Performance Assessment (PPA) for Firefighters, its purpose and goals, and the proposed revision. The Ithaca Fire Department is proposing a revision to the manner in which the “Victim Rescue” station (Station 3) is performed. The revision brings the PPA into closer alignment with the way the actual task is performed on the job, and the way that the task is performed during the Candidate Physical Ability Test (CPAT) that is required of newly hired Firefighters at the State Fire Academy. After discussion, Commissioner Richardson made a motion to revise Station 3 “Victim Rescue” of the Physical Performance Test as recommended by the Ithaca Fire Department. Seconded by Commissioner Thompson. Motion carried 3-0. New Position Duties Statement: Youth Bureau – Recreation Program Leader The Commission reviewed and discussed a New Position Duties Statement from the Ithaca Youth Bureau. Commissioner Abrams made a motion to classify the position as Recreation Program Leader. Seconded by Commissioner Richardson. Motion carried 3- 0. Revision of Job Description: Director of Human Resources and Labor Relations The Commission discussed a request from the Ithaca City School District to amend the Director of Human Resources and Labor Relations job description to include responsibility for serving as the chief negotiator of ICSD labor contracts. Commissioner Abrams made a motion to revise the job description as requested. Seconded by Commissioner Thompson. Motion carried 3-0. Civil Service Commission July 15, 2009 Page 2 Revision of Special Requirements: Maintainer Deputy Human Resources Director Saul advised the Commission that, when the Maintainer job description was last revised, the requirement that candidates possess a valid NYS Class D drivers license at the time of appointment was inadvertently omitted. Commissioner Richardson made a motion to revise the special requirements for Maintainer to read as follows: “Special Requirements: Applicants must possess a valid NYS Class D drivers license at the time of appointment, must obtain a NYS Class B Commercial Drivers License within twelve (12) months of appointment, and must maintain said license(s) for the duration of employment.” Seconded by Commissioner Thompson. Motion carried 3-0. Authorization to Direct Public Hearing Commissioner Abrams made a motion to direct a public hearing for Wednesday, September 9, 2009 at 9:30 am for the purpose of amending the appendices of the Civil Service Rules by adding the title of Electrical Inspectors PT to the non-competitive class. Seconded by Commissioner Thompson. Motion carried 3-0. EXECUTIVE SESSION Commissioner Richardson made a motion to go into executive session to discuss civil service examination matters. Seconded by Commissioner Abrams. Motion carried 3-0. During executive session, the Commission took the following actions: CONTINUING BUSINESS Extension of Eligible List Commissioner Abrams made a motion to extend Housing Inspector Eligible List #72-990 until August 6, 2011. Seconded by Commissioner Richardson. Motion carried 3-0. Addition of Names to Continuous Recruitment Eligible Lists Commissioner Thompson made a motion to add candidates to the continuous recruitment eligible lists. Seconded by Commissioner Abrams. Motion carried 3-0. Approval of Personnel Transactions Commissioner Richardson made a motion to approve the Summary of Personnel Transactions. Seconded by Commissioner Abrams. Motion carried 3-0. Civil Service Commission July 15, 2009 Page 3 The next Civil Service Commission meeting will be held Wednesday, September 9, 2009 at 9:30 am. With no further business, the meeting was adjourned at 10:48 am.
