APPROVAL OF MINUTES Commissioner Richardson made a motion to approve the minutes from the April 10, 2013 meeting. Seconded by Commissioner Thompson. Motion carried 2-0. NEW BUSINESS New Position Duties Statement and Adoption of Job Description: GIAC – Hospitality Employment Training Program Coordinator The Commission reviewed and discussed a New Position Duties Statement from GIAC and the proposed job description for Hospitality Employment Training Program Coordinator. Discussion focused on the proposed qualifications for the position and whether prior experience in the hospitality industry should be required. After discussion, Commissioner Thompson made a motion to classify the position as Hospitality Employment Training Program Coordinator and adopt the job description as proposed. Seconded by Commissioner Richardson. Motion carried 2-0. New Position Duties Statement: Ithaca City School District – Wellness and Athletics Officer This item was withdrawn by the Ithaca City School District and will be resubmitted for the next Civil Service Commission meeting. Authorization to Direct Public Hearing This item pertains to the Wellness and Athletics Officer and will therefore be rescheduled for the next Civil Service Commission meeting. Residency Requirements for Civil Service Examinations The Commission reviewed and discussed the current residency requirements for civil service examinations which were adopted by the Civil Service Commission on September 9, 1991 and reaffirmed on March 1, 2006. The Commission continues to have difficulty in maintaining eligible lists for continuous recruitment positions and discussed expanding the residency requirements for some of the continuous recruitment exams. After discussion, Civil Service Commission June 12, 2013 Page 2 Commissioner Thompson made a motion to establish the residency requirements for civil service examinations as follows: Tompkins County Residency Requirement All City of Ithaca job titles, unless noted below. Contiguous County Residency Requirement 1. Job titles that are shared with the Ithaca City School District 2. Job titles that are shared with the Ithaca Housing Authority 3. All continuous recruitment exams, with the exception of information technology exams 4. Police Officer (required by Public Officers Law) No Residency Requirement 1. Promotional examinations 2. Managerial positions 3. All information technology exams Waivers: If an adequate pool of applicants does not result under the above residency requirements, a department head can request a waiver of the above residency requirements from the Commission. Seconded by Commissioner Richardson. Motion carried 2-0. Establishment of Application Fees The Commission discussed establishing application fees for the Police Officer and Firefighter civil service exams. The Police Officer and Firefighter exams are the two largest and mostly costly exams to administer. Application fees for these two exams would be established to achieve the following goals: 1. Offset the $12.50 per applicant fee charged by the NYSDSC. 2. Offset the administrative costs associated with the exams. 3. Screen out applicants who apply for the exam then fail to appear for it, and eliminate the corresponding expenses associated with their applications. 4. Screen out applicants from other counties who apply for the Ithaca exams to keep their options open, but subsequently drop out of the hiring process because they have no real interest in employment with the City of Ithaca, and eliminate the corresponding expenses associated with their applications. After discussion, Commissioner Richardson made the following motion: Whereas, Section 50.5(b) of New York State Civil Service Law allows for the establishment of application fees for civil service examinations, and Whereas, the Ithaca Civil Service Commission wishes to establish a schedule of application fees for the Police Officer and Firefighter examinations, and Civil Service Commission June 12, 2013 Page 3 Whereas, the implementation of application fees is subject to the approval of Common Council, now, therefore, be it Resolved, that the Ithaca Civil Service Commission hereby establishes the following schedule of application fees for the Police Officer and Firefighter examinations: Tompkins County residents: $15.00 All other applicants: $75.00 and be it further Resolved, that the above application fees shall be waived for residents of the City of Ithaca, and be it further Resolved, that pursuant to Section 50.5(b) of New York State Civil Service Law, the above application fees shall be waived for candidates who certify that they are unemployed and primarily responsible for the support of a household and for candidates who are receiving public assistance, and be it further Resolved, that no refunds of application fees shall be provided, and be it further Resolved, that applications submitted without the required application fee or waiver shall be disapproved, and be it further Resolved, that the above schedule of fees shall be implemented immediately. Seconded by Commissioner Thompson. Motion carried 2-0. EXECUTIVE SESSION Commissioner Richardson made a motion to go into executive session to discuss civil service examination matters. Seconded by Commissioner Thompson. Motion carried 2-0. During executive session, the Commission took the following actions: CONTINUING BUSINESS Approval of Rosters of Candidates for Examination Commissioner Richardson made a motion to approve the Rosters of Candidates for Examination listed below. Seconded by Commissioner Thompson. Motion carried 2-0. Director of Zoning Administration #72-557 Entry Level Water and Wastewater Treatment Plant Operations #22-013 Fire Lieutenant #72-643 Housing Inspector #69-246 Police Sergeant #72-644 Civil Service Commission June 12, 2013 Page 4 Establishment of Eligible Lists Commissioner Thompson made a motion to establish the eligible lists specified below for the time period indicated. Seconded by Commissioner Richardson. Motion carried 2-0. Entry Level Water and Wastewater Treatment Plant Operations #22-013 (1 year) Occupational Therapist #2013-2 (1 year) Addition of Candidates to Continuous Recruitment Eligible Lists Commissioner Thompson made a motion to add candidates to the continuous recruitment eligible lists. Seconded by Commissioner Richardson. Motion carried 2-0. Approval of Personnel Transactions Commissioner Richardson made a motion to approve the Personnel Transactions. Seconded by Commissioner Thompson. Motion carried 2-0. The next Civil Service Commission meeting will be held Wednesday, July 10, 2013 at 9:30 am. With no further business, the meeting was adjourned at 11:15 am.
