HomeMy WebLinkAboutMN-CSC-2006-06-01CIVIL SERVICE COMMISSION Regular Meeting June 28, 2006 Commissioners Present: Commissioner Richardson Commissioner Eastman Commissioner Thompson (arrived late) Staff Present: Valerie Saul (Deputy Director of Human Resources), Schelley Michell- Nunn (Director of Human Resources), Phyllis Radke (Building Commissioner), Allen Green (Youth Bureau Director), Katie Foley (Youth Program Coordinator), Lauren Signer (Police Chief), Ed Vallely (Deputy Police Chief) Others Present: Members of the Ithaca Police Department Recruitment Team Commissioner Richardson called the meeting to order at 10:55 am. APPROVAL OF MINUTES Commissioner Eastman made a motion to approve the minutes of the May 3, 2006 meeting. Seconded by Commissioner Richardson. Motion carried 2-0. NEW BUSINESS New Position Duties Statement: Building Department – Building Inspector The Commission reviewed and discussed a New Position Duties Statement from the Building Department. Commissioner Richardson made a motion to classify the position as Building Inspector. Seconded by Commissioner Eastman. Motion carried 2-0. Revision of Building Inspector Job Description The Commission reviewed and discussed a request from Building Commissioner Phyllis Radke to update the Building Inspector job description to reflect current departmental procedures, assignments, and governing laws and ordinances. Commissioner Richardson made a motion to update the Building Inspector job description as requested. Seconded by Commissioner Eastman. Motion carried 2-0. New Position Duties Statement: Building Department – Deputy Building Commissioner The Commission reviewed and discussed a New Position Duties Statement from the Building Department. Commissioner Richardson made a motion to classify the position as Deputy Building Commissioner. Seconded by Commissioner Eastman. Motion carried 2-0. Civil Service Commission June 28, 2006 Page 2 Revision of Deputy Building Commissioner Job Description The Commission reviewed and discussed a request from Building Commissioner Phyllis Radke to update the Deputy Building Commissioner job description to reflect current departmental operations and work assignments. Commissioner Richardson made a motion to update the Deputy Building Commissioner job description as requested. Seconded by Commissioner Eastman. Motion carried 2-0. (Commissioner Thompson arrived) Request to Waive Residency Requirement – Building Inspector, Code Inspector, Housing Inspector, Permit Clerk, Senior Plan Examiner Building Commissioner Phyllis Radke presented a request to waive the Tompkins County residency requirement for the technical positions in her department. Recent recruitment efforts for the positions of Code Inspector, Permit Clerk and Senior Plan Examiner have yielded insufficient applicant pools. Similar results are expected for the Building Inspector and Housing Inspector vacancies. The Commission reviewed and discussed the application statistics for the recruitment efforts for Code Inspector, Permit Clerk and Senior Plan Examiner. After discussion, Commissioner Thompson made a motion to expand the residency requirement for all technical positions in the Building Department from residency within Tompkins County to residency within the contiguous counties, for the remainder of the 2006 calendar year. Seconded by Commission Eastman. Motion carried 3-0. Request to Waive Residency Requirement – Youth Program Coordinator Youth Bureau Director Allen Green presented a request to waive the Tompkins County residency requirement for the Youth Program Coordinator position that oversees the Big Brothers/Big Sisters Program. The Youth Bureau is hoping to identify candidates with prior experience in a Big Brothers/Big Sisters Program. The Commission reviewed and discussed the application statistics for the recruitment effort for the Youth Program Coordinator position. After discussion, Commissioner Richardson made a motion to deny the request for an expanded residency requirement due to a sufficient local applicant pool. Seconded by Commission Thompson. Motion carried 3-0. Request for Police Officer Exam Police Chief Lauren Signer presented a request to offer the Police Officer exam in December 2006. The exam is usually given every three years and is not scheduled to be offered again until December 2007. Civil Service Commission June 28, 2006 Page 3 The Commission discussed the request and the reasons for it at length with Chief Signer. After discussion, Commissioner Thompson made a motion to deny the request to offer the Police Officer exam in December 2006. Seconded by Commissioner Richardson. Motion carried 3-0. Executive Session Commissioner Richardson made a motion to go into executive session to discuss the requested disqualification of two candidates on Police Officer Eligible List #69-385. Seconded by Commissioner Thompson. Motion carried 3-0. Police Chief Signer, Deputy Police Chief Vallely and one of the candidates were invited to participate in the executive session discussion. During executive session, the Commission took the following actions: Request to Disqualify Candidate Commissioner Richardson made a motion to temporarily restrict a candidate from Police Officer Eligible List #69-385 pending further investigation into the circumstances surrounding the candidate’s separation from a prior public sector employment. The Commission requested that the candidate submit a notarized, written statement explaining the details of his separation from employment, as well as copies of all written documentation surrounding his separation from employment. The requested documents are to be submitted prior to the next Commission meeting on September 6, 2006. Seconded by Commissioner Thompson. Motion carried 3-0. Request to Disqualify Candidate The Commission reviewed and discussed a request to disqualify a candidate from Police Officer Eligible List #69-385 pursuant to Rule IX, Disqualification, of the City of Ithaca Civil Service Rules. After discussion, Commissioner Richardson made a motion to remove the candidate’s name from the specified eligible list as requested. Seconded by Commissioner Thompson. Motion carried 3-0. Commissioner Richardson made a motion to adjourn the executive session. Seconded by Commissioner Thompson. Motion carried 3-0. New Position Duties Statement: GIAC – GIAC Program Assistant The Commission reviewed and discussed a New Position Duties Statement from GIAC. Commissioner Richardson made a motion to classify the position as GIAC Program Assistant. Seconded by Commissioner Eastman. Motion carried 3-0. Civil Service Commission June 28, 2006 Page 4 Authorization to Direct Public Hearing – Amendment of Probationary Term Rule The Commission reviewed and discussed a request from the Ithaca Police Department to amend Rule XIV, Probationary Term, by amending the probationary period for police officers to be not less than eight (8) weeks nor more than seventy-eight (78) weeks. Commissioner Thompson made a motion to direct a public hearing for September 6, 2006 at 10:30 am to receive public comment on the proposal. Seconded by Commissioner Richardson. Motion carried 3-0. New Position Duties Statement and Adoption of Job Description: GIAC – CDL Program Coordinator The Commission reviewed and discussed a New Position Duties Statement from GIAC and the proposed job description for CDL Program Coordinator. Commissioner Thompson made a motion to classify the position as CDL Program Coordinator and adopt the job description as proposed. Seconded by Commissioner Richardson. Motion carried 3-0. New Position Duties Statement and Adoption of Job Description: ICSD – Braille Transcriber The Commission reviewed and discussed a New Position Duties Statement from the Ithaca City School District and the proposed job description for Braille Transcriber. Commissioner Richardson made a motion to classify the position as Braille Transcriber and adopt the job description as proposed. Seconded by Commissioner Thompson. Motion carried 3-0. Authorization to Direct Public Hearing to Amend Civil Service Rules Commissioner Richardson made a motion to direct a public hearing for Wednesday, September 6, 2006 at 10:30 am for the purpose of amending the appendices of the Civil Service Rules by adding the position of Braille Transcriber to the non-competitive class. Seconded by Commissioner Thompson. Motion carried 3-0. EXECUTIVE SESSION Commissioner Richardson made a motion to enter into executive session to discuss civil service examination matters. Seconded by Commissioner Eastman. Motion carried 3-0. During executive session, the Commission took the following actions: CONTINUING BUSINESS Civil Service Commission June 28, 2006 Page 5 Approval of Rosters of Candidates for Examination Commissioner Thompson made a motion to approve the Rosters of Candidates for Examination listed below. Seconded by Commissioner Richardson. Motion carried 3-0. Code Inspector #70-016 Exterior Property Maintenance Inspector #63-462 Senior Code Inspector #70-356 Establishment of Eligible Lists Commissioner Richardson made a motion to establish Motor Equipment Mechanic Supervisor Eligible List #78-832 for a two year period. Seconded by Commissioner Thompson. Motion carried 3-0. Addition of Names to Continuous Recruitment Eligibility Lists Commissioner Thompson made a motion to add names to the continuous recruitment eligible lists. Seconded by Commissioner Richardson. Motion carried 3-0. Approval of Personnel Transactions Commissioner Thompson made a motion to approve the Personnel Transactions. Seconded by Commissioner Richardson. Motion carried 3-0. The next Civil Service Commission meeting will be held Wednesday, September 6, 2006 at 10:30 am. With no further business, the meeting was adjourned at 1:13 pm.
