APPROVAL OF MINUTES Commissioner Richardson made a motion to approve the minutes of the February 23, 2011 meeting. Seconded by Commissioner Abrams. Motion carried 3-0. Commissioner Abrams made a motion to approve the minutes of the March 11, 2011 meeting. Seconded by Commissioner Thompson. Motion carried 3-0. NEW BUSINESS Revision of Job Description: School District Clerk The Commission reviewed and discussed requested updates to the School District Clerk job description. Commissioner Thompson made a motion to update the job description as requested by the Ithaca City School District. Seconded by Commissioner Abrams. Motion carried 3-0. Review of Jurisdictional Classification: School District Clerk The Commission reviewed the appropriateness of continuing to jurisdictionally classify the School District Clerk position as an exempt class position. Based on Education Law §2503.15 and Civil Service Law §41.1(c), the Commission determined that the allocation of the School District Clerk position to the exempt class remains appropriate. Commissioner Abrams made a motion to retain the title of School District Clerk in the exempt class. Seconded by Commissioner Thompson. Motion carried 3-0. New Position Duties Statement: DPW – Water Plant – Water Treatment Plant Operator/Trainee The Commission reviewed and discussed a New Position Duties Statement from the Department of Public Works. Commissioner Abrams made a motion to classify the position as Water Treatment Plant Operator/Trainee. Seconded by Commissioner Thompson. Motion carried 3-0. Civil Service Commission April 6, 2011 Page 2 Revision of Job Description: Laboratory Technician The Commission reviewed proposed revisions to the Laboratory Technician job description. The revisions allow for the use of the title at the Water Treatment Plant. Currently, the title is only in use at the Wastewater Treatment Plant; the job description reflects this fact. Commissioner Richardson made a motion to revise the job description as proposed. Seconded by Commissioner Abrams. Motion carried 3-0. New Position Duties Statement: DPW – Water Plant – Laboratory Technician The Commission reviewed and discussed a New Position Duties Statement from the Department of Public Works. Commissioner Abrams made a motion to classify the position as Laboratory Technician. Seconded by Commissioner Thompson. Motion carried 3-0. New Position Duties Statement: Ithaca Youth Bureau – Youth Program Leader The Commission reviewed and discussed a New Position Duties Statement from the Ithaca Youth Bureau. Commissioner Thompson made a motion to classify the position as Youth Program Leader. Seconded by Commissioner Richardson. Motion carried 3-0. EXECUTIVE SESSION Commissioner Richardson made a motion to go into executive session to discuss civil service examination matters. Seconded by Commissioner Thompson. Motion carried 3-0. During executive session, the Commission took the following actions: CONTINUING BUSINESS Establishment of Eligible Lists Commissioner Thompson made a motion to establish the eligible lists specified below for the time period indicated. Seconded by Commissioner Abrams. Motion carried 3-0. Receptionist #61-591 (2 years) School Bus Dispatcher #78-750 (1 year) Transportation Supervisor #63-306 (2 years) Water Meter Technician #67-375 (2 years) Addition of Names to Continuous Recruitment Eligible Lists Commissioner Richardson made a motion to add names to the continuous recruitment eligible lists. Seconded by Commissioner Thompson. Motion carried 3-0. Civil Service Commission April 6, 2011 Page 3 Approval of Personnel Transactions Commissioner Thompson made a motion to approve the Personnel Transactions. Seconded by Commissioner Richardson. Motion carried 2-1, with Commissioner Abrams voting against the motion in objection to the Ithaca City School District’s lack of timeliness in reporting their personnel transactions. The next Civil Service Commission meeting will be held Wednesday, May 4, 2011 at 9:30 am. With no further business, the meeting was adjourned at 10:58 am.
