APPROVAL OF MINUTES Commissioner Thompson made a motion to approve the minutes of the March 1, 2006 meeting. Seconded by Commissioner Richardson. Motion carried 3-0. NEW BUSINESS New Position Duties Statement and Adoption of Job Description: DPW/Streets and Facilities – Working Supervisor – Parking, Buildings and Grounds The Commission reviewed and discussed a New Position Duties Statement from the Streets and Facilities Division of the Department of Public Works, and the proposed job description for Working Supervisor – Parking, Buildings and Grounds. Commissioner Richardson made a motion to classify the position as Working Supervisor – Parking, Buildings and Grounds and adopt the job description as proposed. Seconded by Commissioner Thompson. Motion carried 3-0. Authorization to Direct Public Hearing to Amend Civil Service Rules Commissioner Richardson made a motion to direct a public hearing for Wednesday, May 3, 2006 at 10:30 am for the purpose of amending the appendices of the Civil Service Rules by adding the position of Working Supervisor – Parking, Buildings and Grounds to the non- competitive class. Seconded by Commissioner Thompson. Motion carried 3-0. New Position Duties Statement: DPW/Water and Sewer – Financial Management Assistant The Commission reviewed and discussed a New Position Duties Statement from the Water and Sewer Division of the Department of Public Works. Commissioner Richardson made a motion to classify the position as Financial Management Assistant. Seconded by Commissioner Thompson. Motion carried 3-0. Civil Service Commission April 5, 2006 Page 2 Request to Waive Residency Requirement – Assistant Civil Engineer The Commission discussed a request to waive the Tompkins County residency requirement for the Assistant Civil Engineer position in the Water and Sewer Division of the Department of Public Works due to recruitment difficulties. After discussion, Commissioner Richardson made a motion to expand the residency requirement for the current Assistant Civil Engineer vacancy from Tompkins County residency to New York State residency. Seconded by Commission Eastman. Motion carried 3-0. New Position Duties Statement: Ithaca Youth Bureau – Youth Program Assistant (2) The Commission reviewed and discussed two New Position Duties Statements from the Ithaca Youth Bureau. Commissioner Thompson made a motion to classify both positions as Youth Program Assistants. Seconded by Commissioner Eastman. Motion carried 3-0. New Position Duties Statement: Ithaca City School District - Groundskeeper The Commission reviewed and discussed a New Position Duties Statement from the Ithaca City School District. Commissioner Richardson made a motion to classify the position as Groundskeeper. Seconded by Commissioner Thompson. Motion carried 3-0. EXECUTIVE SESSION Commissioner Richardson made a motion to enter into executive session to discuss civil service examination matters. Seconded by Commissioner Thompson. Motion carried 3-0. During executive session, the Commission took the following actions: CONTINUING BUSINESS Establishment of Eligible Lists Commissioner Richardson made a motion to establish the eligible lists specified below for the time period indicated. Seconded by Commissioner Thompson. Motion carried 3-0. Administrative Assistant #79-057 (1 year) Administrative Coordinator #79-059 (1 year) Assistant City Engineer #75-780 (1 year) Assistant Fire Chief #78-907 (2 years) GIAC Program Leader #60-017 (2 years) Recreation Facilities Director #78-392 (1 year) Recreation Maintenance Supervisor #78-880 (1 year) Recreation Program Coordinator #67-503 (2 years) Civil Service Commission April 5, 2006 Page 3 Addition of Names to Continuous Recruitment Eligibility Lists Commissioner Richardson made a motion to add names to the continuous recruitment eligible lists. Seconded by Commissioner Thompson. Motion carried 3-0. Approval of Personnel Transactions Commissioner Richardson made a motion to approve the Personnel Transactions. Seconded by Commissioner Eastman. Motion carried 3-0. With no further business, the meeting was adjourned at 11:42 am.
