APPROVAL OF MINUTES Commissioner Thompson made a motion to approve the minutes of the February 1, 2006 meeting. Seconded by Commissioner Eastman. Motion carried 3-0. NEW BUSINESS New Position Duties Statement: DPW/Water and Sewer – Financial Management Assistant (2) Commissioner Richardson made a motion to table this item because the New Position Duties Statement has not yet been submitted. Seconded by Commissioner Thompson. Motion carried 3-0. EXECUTIVE SESSION Commissioner Richardson made a motion to enter into executive session to discuss a potential disqualification of a candidate. Seconded by Commissioner Thompson. Motion carried 3-0. Disqualification of Candidate During executive session, the Commission reviewed the information submitted by the candidate in response to their request. After discussion, the Commission determined that there was no reasonable cause to remove the candidate from the eligible lists on which her name appears or to disqualify her from future examination. Commissioner Richardson made a motion to remove any restrictions placed on the candidate and to notify the Ithaca City School District accordingly. At the request of the candidate’s attorney, the Commission will also send a copy of the candidate’s affidavit to the Ithaca City School District. Seconded by Commissioner Thompson. Motion carried 3-0. Civil Service Commission March 1, 2006 Page 2 NEW BUSINESS – continued Residency Requirements for Civil Service Examinations The Commission reviewed and discussed the current residency requirements for civil service examinations which were adopted by the Civil Service Commission on September 9, 1991. Those requirements are: 1. Promotional examinations – no residency requirement; 2. Managerial positions – no residency requirement; 3. Job titles used exclusively by the City of Ithaca – restrict to Tompkins County residents only; 4. Job titles shared with the Ithaca City School District and/or the Ithaca Housing Authority – Tompkins County and six contiguous counties; 5. If there is not an adequate pool of applicants, a department head can request a waiver of the above residency requirements from the Commission. Commissioner Richardson spoke in favor of retaining the current residency requirements and continuing to give local residents preference for local municipal jobs. Commissioner Thompson stated that she felt it was important that the Commission support the community residents in this manner. No motion was made to amend the current residency requirements. Approval of Annual Report The Commission reviewed and discussed the 2005 Annual Report to the NYS Department of Civil Service. Commissioner Richardson made a motion to approve the annual report. Seconded by Commissioner Thompson. Motion carried 3-0. OLD BUSINESS New Position Duties Statement: DPW – Engineering Technician The Commission reviewed and discussed a New Position Duties Statement from the Department of Public Works. Commissioner Richardson made a motion to classify the position as Engineering Technician. Seconded by Commissioner Thompson. Motion carried 3- 0. New Position Duties Statement: Ithaca Police Department – Custodial Worker The Commission reviewed and discussed a New Position Duties Statement from the Ithaca Police Department. Commissioner Richardson made a motion to classify the position as Custodial Worker. Seconded by Commissioner Thompson. Motion carried 3-0. Civil Service Commission March 1, 2006 Page 3 EXECUTIVE SESSION Commissioner Richardson made a motion to enter into executive session to discuss civil service examination matters. Seconded by Commissioner Thompson. Motion carried 3-0. During executive session, the Commission took the following actions: CONTINUING BUSINESS Approval of Rosters of Candidates for Examination Commissioner Richardson made a motion to approve the Roster of Candidates for Examination for Community Service Officer Examination #69-030. Seconded by Commissioner Eastman. Motion carried 3-0. Establishment of Eligible Lists Commissioner Richardson made a motion to establish the eligible lists specified below for the time period indicated. Seconded by Commissioner Eastman. Motion carried 3-0. GIAC Program Leader #78-755 (1 year) Receptionist #67-502 (2 years) Supervisor of Water and Sewer Operations #78-665 (2 years) Supervisor of Water and Wastewater Systems #76-951 (2 years) Youth Program Leader #67-501 (2 years) Addition of Names to Continuous Recruitment Eligibility Lists Commissioner Thompson made a motion to add names to the continuous recruitment eligible lists. Seconded by Commissioner Eastman. Motion carried 3-0. Approval of Personnel Transactions Commissioner Thompson made a motion to approve the Personnel Transactions. Seconded by Commissioner Eastman. Motion carried 3-0. With no further business, the meeting was adjourned at 11:50 am.
