APPROVAL OF MINUTES Commissioner Abrams made a motion to approve the minutes from the January 9, 2013 meeting. Seconded by Commissioner Richardson. Motion carried 2-0. NEW BUSINESS New Position Duties Statement and Adoption of Job Description: DPW – Director of Engineering The Commission reviewed and discussed a New Position Duties Statement from the Department of Public Works and the proposed job description for Director of Engineering. Commissioner Abrams made a motion to classify the position as Director of Engineering and adopt the job description as proposed. Seconded by Commissioner Richardson. Motion carried 2-0. Update of Job Descriptions to reflect Departmental Merger: Planning, Building and Development Department The Commission reviewed proposed updates to the job descriptions for Code Inspector, Electrical Inspector, Exterior Property Maintenance Inspector, Housing and Land-Use Supervisor, Housing Inspector, Senior Code Inspector and Senior Plan Examiner. The updates involve changing the name of the department from the Building Department to the Planning, Building and Development Department, and amending the supervisory chain of command to reflect the fact that the positions now report to the Director of Planning and Development. Commissioner Richardson made a motion to amend the job descriptions as proposed. Seconded by Commissioner Abrams. Motion carried 2-0. New Position Duties Statement: Planning, Building and Development Department – Housing Inspector The Commission reviewed and discussed a New Position Duties Statement from the Planning, Building and Development Department. Commissioner Richardson made a motion to classify the position as Housing Inspector. Seconded by Commissioner Abrams. Motion carried 2-0. Civil Service Commission February 20, 2013 Page 2 Update of Job Description and Revision of Minimum Qualifications: Golf Course Manager The former Golf Course Manager position has been funded for the 2013 fiscal year. The Commission reviewed proposed updates to the job description and a proposal to amend the minimum qualifications to read as follows: “MINIMUM QUALIFICATIONS: A. Graduation from a NYS registered or regionally accredited college or university with a Bachelor’s Degree in parks or recreation management, agronomy, business administration or a related field and two (2) years of full-time paid experience, or its part-time paid equivalent, in the operation or maintenance of a golf course, at least one (1) year of which must have been in a supervisory capacity that included responsibility for customer relations; or B. Graduation from a NYS registered or regionally accredited community college with an Associate’s Degree in parks or recreation management, agronomy, business administration or a related field and four (4) years of full-time paid experience, or its part-time paid equivalent, in the operation or maintenance of a golf course, at least one (1) year of which must have been in a supervisory capacity that included responsibility for customer relations; or C. Graduation from high school or possession of a high school equivalency diploma and six (6) years of full-time paid experience, or its part-time paid equivalent, in the operation or maintenance of a golf course, at least one (1) year of which must have been in a supervisory capacity that included responsibility for customer relations; or D. An equivalent combination of training and experience as defined by the limits of (A), (B) and (C) above.” Commissioner Abrams made a motion to update the job description as proposed and adopt the new minimum qualifications. Seconded by Commissioner Richardson. Motion carried 2- 0. New Position Duties Statement: DPW – Golf Course Manager The Commission reviewed and discussed a New Position Duties Statement from the Department of Public Works. Commissioner Richardson made a motion to classify the position as Golf Course Manager. Seconded by Commissioner Abrams. Motion carried 2- 0. Approval of Annual Report The Commission reviewed and discussed the 2012 Annual Report to the NYS Department of Civil Service. Commissioner Abrams made a motion to approve the annual report. Seconded by Commissioner Richardson. Motion carried 2-0. Civil Service Commission February 20, 2013 Page 3 New Position Duties Statement: DPW – Civil Engineer (temporary) The Commission reviewed and discussed a New Position Duties Statement from the Department of Public Works. DPW is requesting a temporary, nine (9) month position to assist with the Ithaca Commons reconstruction project. Commissioner Abrams made a motion to classify and authorize a temporary Civil Engineer position for the period March 1, 2013 through November 30, 2013. Seconded by Commissioner Richardson. Motion carried 2-0. EXECUTIVE SESSION Commissioner Richardson made a motion to go into executive session to discuss civil service examination matters. Seconded by Commissioner Abrams. Motion carried 2-0. During executive session, the Commission took the following actions: CONTINUING BUSINESS Approval of Rosters of Candidates for Examination Commissioner Abrams made a motion to approve the Roster of Candidates for Laboratory Technician Examination #66-458. Seconded by Commissioner Richardson. Motion carried 2-0. Establishment of Eligible Lists Commissioner Richardson made a motion to establish the eligible lists specified below for the time period indicated. Seconded by Commissioner Abrams. Motion carried 2-0. Microcomputer Technician #63-909 (1 year) Recreation Maintenance Supervisor #71-815 (1 year) Extension of Eligible Lists Commissioner Richardson made a motion to extend the eligible lists specified below until the date indicated. Seconded by Commissioner Abrams. Motion carried 2-0. Firefighter #63-287 – extended until June 2, 2014 or the establishment of a new list, whichever comes first. Police Officer #65-229 – extended until September 15, 2014 or the establishment of a new list, whichever comes first. Approval of Personnel Transactions Commissioner Abrams made a motion to approve the Personnel Transactions. Seconded by Commissioner Richardson. Motion carried 2-0. Civil Service Commission February 20, 2013 Page 4 The next Civil Service Commission meeting will be held Wednesday, April 10, 2013 at 9:30 am. With no further business, the meeting was adjourned at 11:20 am.
