HomeMy WebLinkAboutMN-CSC-2012-02-01CIVIL SERVICE COMMISSION Regular Meeting February 29, 2012 Commissioners Present: Commissioner Thompson Commissioner Abrams Excused: Commissioner Richardson Staff Present: Valerie Saul (Deputy Director of Human Resources) APPOINTMENT OF ACTING CHAIR Commissioner Thompson made a motion to appoint Commissioner Abrams as Acting Chair of the meeting. Seconded by Commissioner Abrams. Motion carried 2-0. Commissioner Abrams called the meeting to order at 9:48 am. APPROVAL OF MINUTES Commissioner Thompson made a motion to approve the minutes of the January 4, 2012 meeting. Seconded by Commissioner Abrams. Motion carried 2-0. NEW BUSINESS Revision of Job Description and Minimum Qualifications: Systems Administrator The Commission reviewed the Systems Administrator job description and the proposed revisions to it. The revisions include updates to the supervisory relationships, the software used by the Ithaca City School District, and a revision of the minimum qualifications to read as follows: “MINIMUM QUALIFICATIONS: A. Graduation from a regionally accredited or NYS registered college or university with a Bachelor's Degree in Computer Science, Information Science or a closely related field with similar course curriculum and three (3) years of full-time paid experience, or its part-time paid equivalent, in systems support or applications development; or B. Graduation from a regionally accredited or NYS registered college or university with an Associate's Degree in Computer Science, Information Science, or a closely related field with similar course curriculum and five (5) years of full-time paid experience, or its part-time paid equivalent, in systems support or applications development; or C. Graduation from high school or possession of a high school equivalency diploma and seven (7) years of full-time paid experience, or its part-time paid equivalent, in systems support or applications development; or D. An equivalent combination of training and experience as defined by the limits of (A), (B) and (C) above. “ Civil Service Commission February 29, 2012 Page 2 Commissioner Thompson made a motion to revise the job description as proposed and to adopt the minimum qualifications specified above. Seconded by Commissioner Abrams. Motion carried 2-0. Extension of Temporary Position – Energy Sustainability Project Manager In 2011, the Commission authorized the creation of a temporary position of Energy Sustainability Project Manager for one year, for the period April 1, 2011 through March 31, 2012. The Planning Department has funding available to continue the position for one additional month and is requesting that the position be extended through April 30, 2012. Commissioner Abrams made a motion to extend the authorized end date for the temporary Energy Sustainability Project Manager position to April 30, 2012, to allow the Planning Department to make full use of its grant funding. Seconded by Commissioner Thompson. Motion carried 2-0. Revision of Job Description, Minimum Qualifications and Special Requirements: City Forester The Commission reviewed the City Forester job description and the proposed revisions to it. The revisions include an update to the names of committees with which the City Forester interacts, the addition of a special requirement for an ISA Certified Arborist certification to be obtained within one year of appointment, and the revision of the minimum qualifications to read as follows: “MINIMUM QUALIFICATIONS: A. Graduation from a regionally accredited or NYS registered university with a Master’s Degree in Forestry, Arboriculture, Horticulture, Plant Science or a closely related field with similar course curriculum, and two (2) years of full-time paid professional or practical experience, or its part-time paid equivalent, in urban forestry or arboriculture; or B. Graduation from a regionally accredited or NYS registered four-year college or university with a Bachelor's Degree in Forestry, Arboriculture, Horticulture, Plant Science or a closely related field with similar course curriculum and four (4) years of full-time paid professional or practical experience, or its part-time paid equivalent, in urban forestry or arboriculture; or C. Graduation from a regionally accredited or NYS registered two-year college with an Associate's Degree in Forestry, Forest Technology, Horticulture, Arboriculture, Plant Science or a closely related field with similar course curriculum and six (6) years of full-time paid professional or practical experience, or its part-time paid equivalent, in urban forestry or arboriculture; or D. Graduation from high school or possession of a high school equivalency diploma and eight (8) years of full-time paid professional or practical experience, or its part-time paid equivalent, in urban forestry or arboriculture; or Civil Service Commission February 29, 2012 Page 3 E. An equivalent combination of training and experience as defined by the limits of (A), (B), (C) and (D) above. SPECIAL NOTE: Paid experience as a teacher or instructor in forestry or arboriculture may be credited toward the experiential requirement; provided, however, that such teaching experience must have included workshop, laboratory or field instruction involving the actual planting, growth, maintenance or removal of plants, trees or shrubs.” Commissioner Thompson made a motion to revise the job description as proposed and to adopt the minimum qualifications and special requirements specified above. Seconded by Commissioner Abrams. Motion carried 2-0. New Position Duties Statement and Adoption of Job Description: Ithaca City School District – Data Systems Coordinator The Commission reviewed and discussed a New Position Duties Statement from the Ithaca City School District and the proposed job description for Data Systems Coordinator. Commissioner Thompson made a motion to classify the position as Data Systems Coordinator and adopt the job description as proposed. Seconded by Commissioner Abrams. Motion carried 2-0. Approval of Annual Report The Commission reviewed and discussed the 2011 Annual Report to the NYS Department of Civil Service. Commissioner Abrams made a motion to approve the annual report. Seconded by Commissioner Thompson. Motion carried 2-0. EXECUTIVE SESSION Commissioner Abrams made a motion to go into executive session to discuss civil service examination matters. Seconded by Commissioner Thompson. Motion carried 2-0. During executive session, the Commission took the following actions: CONTINUING BUSINESS Approval of Rosters of Candidates for Examination Commissioner Thompson made a motion to approve the Rosters of Candidates for Examination listed below. Seconded by Commissioner Abrams. Motion carried 2-0. Seconded by Commissioner Abrams. Motion carried 2-0. Electrical Inspector #67-977 (2 years) Tenant Relations Assistant #67-840 (1 year) Addition of Names to Continuous Recruitment Eligible Lists Commissioner Thompson made a motion to add candidates to the continuous recruitment eligible lists. Seconded by Commissioner Abrams. Motion carried 2-0. Approval of Personnel Transactions Commissioner Thompson made a motion to approve the Personnel Transactions. Seconded by Commissioner Abrams. Motion carried 2-0. The next Civil Service Commission meeting will be held Wednesday, April 4, 2012 at 9:30 am. With no further business, the meeting was adjourned at 10:22 am.
