Public Hearing on Proposed Amendment to Appendix B – Non-Competitive Class of the City of Ithaca Civil Service Rules Commissioner Thompson made a motion to open the public hearing on the proposal to amend Appendix B – Non-Competitive Class of the Civil Service Rules by adding the title of “Water System Maintenance Mechanics”. Seconded by Commissioner Richardson. Motion carried 3-0. No one appeared to speak on the proposed amendment. Commissioner Thompson made a motion to close the public hearing. Seconded by Commissioner Richardson. Motion carried 3-0. PUBLIC COMMENT Donna Redsicker addressed the Commission regarding the Tompkins County residency requirement for open-competitive examinations and its impact on current City employees who reside outside Tompkins County. While there are no residency requirements for promotional exams, a Tompkins County residency requirement does exist for open- competitive exams. If a current City employee is interested in taking an exam to transition to a position that is not in direct line of promotion, the employee would be prevented from doing so if the employee lives outside of Tompkins County. Ms. Redsicker asked that the Commission consider expanding the residency requirement to allow current City employees who reside outside Tompkins County to participate in open-competitive examinations. RESPONSE TO THE PUBLIC The Commission asked Deputy Human Resources Director Saul to gather data regarding (1) current residency requirements of other City civil service agencies in NYS; (2) recruitment statistics for open-competitive examinations for the past three years; and (3) current residency statistics for the City workforce. The Commission will discuss the issue more in depth once they have reviewed the above information. Civil Service Commission February 25, 2009 Page 2 APPROVAL OF MINUTES Commissioner Thompson made a motion to approve the minutes of the January 21, 2009 meeting. Seconded by Commissioner Abrams. Motion carried 3-0. NEW BUSINESS Amendment to Appendix B (Non-Competitive Class) of the City of Ithaca Civil Service Rules Commissioner Richardson made the following motion: WHEREAS, the City of Ithaca Civil Service Commission duly advertised and held a public hearing on February 25, 2009 for the purpose of amending Appendix B – Non-Competitive Class of the City of Ithaca Civil Service Rules by adding the title of “Water System Maintenance Mechanics”, and WHEREAS, the Ithaca Civil Service Commission took public comment on the proposed amendment into consideration, and WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment, NOW, THEREFORE, BE IT RESOLVED, that the title of “Water System Maintenance Mechanics” be added to Appendix B – Non-Competitive Class. Seconded by Commissioner Abrams. Motion carried 3-0. New Position Duties Statement: Ithaca Fire Department – Fire Alarm Electrician (part-time, temporary position) The Commission reviewed and discussed a New Position Duties Statement from the Ithaca Fire Department. The Fire Department is requesting a temporary, nine (9) month, part-time Fire Alarm Electrician position. The previous Fire Alarm Electrician retired last fall, and additional training is desired for the current Fire Alarm Electrician. The Ithaca Fire Department would like to temporarily rehire the retired Fire Alarm Electrician to provide training for his successor. The total authorized work hours of the temporary appointment will not exceed 240 work hours (30 work days). Commissioner Abrams made a motion to authorize a temporary, part-time Fire Alarm Electrician position for the period February 25, 2009 through November 25, 2009. Seconded by Commissioner Richardson. Motion carried 3-0. Change in Title and Update of Job Description: Public Housing Manager to Property Manager The Commission reviewed and discussed a request to change the title of the Public Housing Manager job classification to “Property Manager”, to correlate with current HUD regulations. The typical work activities of the job description are being updated at the Civil Service Commission February 25, 2009 Page 3 same time. Commissioner Thompson made a motion to change the title of the Public Housing Manager classification to Property Manager. Seconded by Commissioner Abrams. Motion carried 3-0. Approval of Annual Report The Commission reviewed and discussed the 2008 Annual Report to the NYS Department of Civil Service. Commissioner Richardson made a motion to approve the annual report. Seconded by Commissioner Thompson. Motion carried 3-0. New Position Duties Statement: DPW – Wastewater Treatment Plant – Wastewater Treatment Plant Operator (Trainee) (3) The Commission reviewed and discussed a New Position Duties Statement from the Wastewater Treatment Plant for three new positions. Commissioner Thompson made a motion to classify the positions as Wastewater Treatment Plant Operators, which may be filled as either Wastewater Treatment Plant Operators or Wastewater Treatment Plant Operator Trainees. Seconded by Commissioner Abrams. Motion carried 3-0. EXECUTIVE SESSION Commissioner Richardson made a motion to go into executive session to discuss civil service examination matters. Seconded by Commissioner Thompson. Motion carried 3-0. During executive session, the Commission took the following actions: CONTINUING BUSINESS Approval of Rosters of Candidates for Examination Commissioner Thompson made a motion to approve the Rosters of Candidates for Examination listed below. Seconded by Commissioner Thompson. Motion carried 3-0. Approval of Personnel Transactions Commissioner Thompson made a motion to approve the Personnel Transactions. Seconded by Commissioner Abrams. Motion carried 3-0. The next Civil Service Commission meeting will be held Wednesday, April 1, 2009 at 9:30 am. With no further business, the meeting was adjourned at 10:53 am.
