APPROVAL OF MINUTES Commissioner Richardson made a motion to approve the minutes of the January 9, 2008 meeting. Seconded by Commissioner Abrams. Motion carried 2-0. NEW BUSINESS New Position Duties Statement and Adoption of Job Description: DPW – Bridge Maintainer The Commission reviewed and discussed a New Position Duties Statement from the Department of Public Works and the proposed job description for Bridge Maintainer. Commissioner Abrams questioned why a high school diploma or general equivalency diploma (GED) was not a minimum educational requirement for the position. Commissioner Abrams spoke in favor of establishing high school graduation or a GED as a minimum educational requirement for as many positions as feasible. The Commission discussed this issue, including its potential impact on promotional eligibility for the current workforce. Commissioner Abrams made a motion to table this item until the next meeting, to provide Assistant Superintendent of Public Works Rick Ferrel the opportunity to comment on the potential requirement of high school graduation or a GED for this position. Seconded by Commissioner Richardson. Motion carried 2-0. New Position Duties Statement and Adoption of Job Description: Ithaca Police Department – Custodian The Commission reviewed and discussed a New Position Duties Statement from the Ithaca Police Department and the proposed job description for Custodian. The Commission discussed the possibility of adding high school graduation or a GED as a minimum educational requirement for the position. Commissioner Abrams made a motion to classify the position as Custodian and to adopt the job description as proposed, with the exception of the minimum qualifications, which shall read as follows: Civil Service Commission February 19, 2008 Page 2 “MINIMUM QUALIFICATIONS: A. Graduation from high school or possession of a high school equivalency diploma and one (1) year of full-time paid experience, or its part-time paid equivalent, in one or more of the following areas: building cleaning, maintenance or repair, building construction or in a building trade, i.e., plumbing, electrical, carpentry, etc., or B. Three years of full-time paid experience, or its part-time paid equivalent, in one or more of the following areas: building cleaning, maintenance or repair, building construction or in a building trade, i.e., plumbing, electrical, carpentry, etc.” Seconded by Commissioner Richardson. Motion carried 2-0. Approval of Annual Report The Commission reviewed and discussed the 2007 Annual Report to the NYS Department of Civil Service. Commissioner Richardson made a motion to approve the annual report. Seconded by Commissioner Abrams. Motion carried 2-0. EXECUTIVE SESSION Commissioner Richardson made a motion to go into executive session to discuss civil service examination matters. Seconded by Commissioner Abrams. Motion carried 2-0. During executive session, the Commission took the following actions: Request to Approve Late Application The Commission reviewed and discussed a request to approve a late application for Microcomputer Technician Exam #65-281, due to erroneous information that was provided to the candidate. Commissioner Abrams made a motion to accept the late application. Seconded by Commissioner Richardson. Motion carried 2-0. CONTINUING BUSINESS Approval of Rosters of Candidates for Examination Commissioner Richardson made a motion to approve the Rosters of Candidates for Examination listed below. Seconded by Commissioner Abrams. Motion carried 2-0. Administrative Coordinator #66-060 Executive Assistant #66-345 Executive Assistant to the City Attorney #67-691 GIAC Program Coordinator #66-871 GIAC Program Leader #68-555 GIAC Program Leader #73-614 Recreation Program Coordinator #73-233 Specialist in Recreation for Individuals with Disabilities #65-526 Youth Program Leader #68-175 Civil Service Commission February 19, 2008 Page 3 Establishment of Eligible List Commissioner Abrams made a motion to establish Water/Wastewater Treatment Plant Operator Trainee Eligible List #2008-1 for a one year period. Seconded by Commissioner Richardson. Motion carried 2-0. Revision of Police Officer Eligible List Commissioner Richardson made a motion to amend Police Officer Eligible List #65-458 to add the name of a candidate whose exam score was received late. Seconded by Commissioner Abrams. Motion carried 2-0. Extension of Eligible List Commissioner Abrams made a motion to extend Supervisor of Water and Sewer Operations Eligible List #78-665 for one year (until March 1, 2009). Seconded by Commissioner Richardson. Motion carried 2-0. Addition of Names to Continuous Recruitment Eligibility Lists Commissioner Abrams made a motion to add candidates to the continuous recruitment eligible lists. Seconded by Commissioner Richardson. Motion carried 2-0. Approval of Personnel Transactions Commissioner Abrams made a motion to approve the Personnel Transactions. Seconded by Commissioner Richardson. Motion carried 2-0. The next Civil Service Commission meeting will be held Wednesday, March 5, 2008 at 9:30 am. With no further business, the meeting was adjourned at 10:48 am.
