Commissioner Richardson called the meeting to order at 9:56 am.
ELECTION OF CHAIRPERSON
Commissioner Thompson made a motion to elect Commissioner Richardson as
Chairperson of the Civil Service Commission. Seconded by Commissioner Abrams.
Motion carried 3-0.
APPROVAL OF MINUTES
Commissioner Abrams made a motion to approve the minutes of the December 3, 2008
meeting. Seconded by Commissioner Thompson. Motion carried 3-0.
NEW BUSINESS
New Position Duties Statement and Adoption of Job Description – DPW – Water and
Sewer Division: Water System Maintenance Mechanic
The Commission reviewed and discussed a New Position Duties Statement from the
Water and Sewer Division of the Department of Public Works and the proposed job
description for Water System Maintenance Mechanic. Commissioner Thompson made a
motion to classify the position as Water System Maintenance Mechanic and adopt the job
description as proposed. Seconded by Commissioner Abrams. Motion carried 3-0.
Authorization to Direct Public Hearing
Commissioner Thompson made a motion to direct a public hearing for Wednesday,
February 25, 2009 at 9:30 am for the purpose of amending Appendix B – Non-Competitive
Class of the City of Ithaca Civil Service Rules by adding the title of Water System
Maintenance Mechanics to the non-competitive class. Seconded by Commissioner
Abrams. Motion carried 3-0.
Revision of Minimum Qualifications – Tenant Relations Assistant
The Commission reviewed and discussed a request from the Ithaca Housing Authority to
expand the minimum qualifications for Tenant Relations Assistant to include Education as
a qualifying degree field and teaching experience as qualifying work experience.
Commissioner Richardson made a motion to revise the minimum qualifications to read as
follows:

“MINIMUM QUALIFICATIONS:
A. Graduation from a regionally accredited or New York State registered college with an
Associate's Degree in Human Services, Psychology, Sociology, Education or a
closely related field with similar course curriculum; or
B. Graduation from high school or possession of a high school equivalency diploma and
two years of full-time paid experience, or its part-time volunteer equivalent, working in
a human service agency, community agency, financial institution, or financial agency
in a capacity involving interviewing, examining, evaluating or investigating claims or
applications for financial assistance, benefits, loans or similar programs operating
under established criteria for eligibility; or
C. Graduation from high school or possession of a high school equivalency diploma and
two years of full-time paid experience, or its part-time or volunteer equivalent, working
in a human services agency or educational environment in a capacity which involves
interviewing, counseling, mentoring, teaching, tutoring or similar direct service work;
or
D. Graduation from high school or possession of a high school equivalency diploma and
two years of full-time paid experience, or its part-time or volunteer equivalent, working
in rental property management or housing placement in a capacity which involves the
approval, evaluation or coordination of rental agreements, leases, assessments of
habitability or similar work; or
E. An equivalent combination of training and experience as defined by the limits of (A),
(B) and (C) above.”
Seconded by Commissioner Thompson. Motion carried 3-0.
Revision of Minimum Qualifications – Administrative Coordinator
Deputy Human Resources Director Valerie Saul asked the Commission to revise the
minimum qualifications for Administrative Coordinator to clarify that non-supervisory clerical
experience is creditable as qualifying experience. Administrative Coordinator is not a
supervisory position, so prior supervisory experience is not required. Commissioner
Richardson made a motion to revise the minimum qualifications to read as follows:
“MINIMUM QUALIFICATIONS:
a. Graduation from a regionally accredited or New York State registered college or
university with a Bachelor's Degree in a financial, administrative or office support
field and two (2) years of full-time paid clerical, administrative or office
management experience, or its part-time paid equivalent, which shall have
included the preparation or maintenance of financial records or accounts; or
b. Graduation from a regionally accredited or New York State registered two-year
college with an Associate's Degree in a financial, administrative or office support

field and four (4) years of full-time paid clerical, administrative or office
management experience, or its part-time paid equivalent, at least two (2) years of
which shall have included the preparation or maintenance of financial records or
accounts; or
c. Graduation from high school or possession of a high school equivalency diploma
and six (6) years of full-time paid clerical, administrative or office management
experience, or its part-time paid equivalent, at least two (2) years of which shall
have included the preparation or maintenance of financial records or accounts; or
d. An equivalent combination of training and experience as defined by the limits of
(a) (b) and (c).”
Seconded by Commissioner Thompson. Motion carried 3-0.
New Position Duties Statement: DPW - Streets and Facilities – Custodian
The Commission reviewed and discussed a New Position Duties Statement from the
Streets and Facilities Division of the Department of Public Works. The position is being
transferred from the Ithaca Police Department. Commissioner Thompson made a motion
to classify the position as Custodian. Seconded by Commissioner Abrams. Motion
carried 3-0.
New Position Duties Statement: DPW - Streets and Facilities – Custodial Worker (2)
The Commission reviewed and discussed a New Position Duties Statement for two new
positions in the Streets and Facilities Division of the Department of Public Works. The
positions are being transferred from the Ithaca Police Department. Commissioner
Thompson made a motion to classify the positions as Custodial Workers. Seconded by
Commissioner Abrams. Motion carried 3-0.
New Position Duties Statement: DPW - Streets and Facilities – Working Supervisor
The Commission reviewed and discussed a New Position Duties Statement from the
Streets and Facilities Division of the Department of Public Works. Commissioner Abrams
made a motion to classify the position as Working Supervisor. Seconded by
Commissioner Thompson. Motion carried 3-0.
Request to Expand Residency Requirement – Chief Wastewater Treatment Plant
Operator
The Commission reviewed and discussed a request from Assistant Superintendent of
Public Works Erik Whitney to expand the residency requirement for the upcoming Chief
Wastewater Treatment Plant Operator vacancy to include all of New York State. The pool
of candidates with the appropriate operating license and experience who reside within
Tompkins County is very limited. After discussion, Commissioner Abrams made a motion
to expand the residency requirement for the Chief W astewater Treatment Plant Operator
position to include all of New York State, through the completion of the next exam
process. Seconded by Commissioner Thompson. Motion carried 3-0.

EXECUTIVE SESSION
Commissioner Richardson made a motion to go into executive session to discuss civil
service examination matters. Seconded by Commissioner Thompson. Motion carried 3-0.

Addition of Names to Continuous Recruitment Eligible Lists
Commissioner Thompson made a motion to add names to the continuous recruitment
eligible lists. Seconded by Commissioner Abrams. Motion carried 3-0.
Approval of Personnel Transactions
Commissioner Abrams made a motion to approve the Personnel Transactions. Seconded
by Commissioner Thompson. Motion carried 3-0.
The next Civil Service Commission meeting will be held Wednesday, February 25, 2009 at
9:30 am.
With no further business, the meeting was adjourned at 10:40 am.
