HomeMy WebLinkAboutMN-RHAC-2014-09-17RENTAL HOUSING ADVISORY COMMISSION MEETING MINUTES September 17, 2014 Present: Larry Beck, Carole Fisher, Monica Moll, Julie Paige, Sean Hllson and public Guests:Robert Saracan, Gino Leonardi, Martin Love We discussed the impact of EPMO on tenants and property owners. 1 - Changes to EPMO were made in 2000, eliminating a first warning and increasing fines to an escalating range up to $300 for the third and subsequent violations. 2 - Two years ago the escalating fines no began at $25 with escalation to $300 and property owners must inform tenants of fines passed to them by lease, must do so in three weeks 3 - 50% of inspections leading to citations are from complaints, many coming from or through Common Council 4 - There can be as many as 30 to 70 citations per day, with 2000 citations by Sept in 2014 Gino Leonardi described an initiative by the Building Division to crreate a program which would allow citations and photos of alleged violations to be emailed to the property owner or agent in order to stream line the response time to an allegation, and /or avoid numerous daily citations for the same situation. Further discussion included; 1 - Returning to a first warning before a fine is imposed 2 - Creating a single fee per violation ($25 to $50 was discussed) 3 - Creating a range for the Court to assess, based on the severity of the situation ( $0 - $300 was suggested.)
