HomeMy WebLinkAboutMN-RHAC-2005-05-25Rental Housing Advisory Commission Meeting Minutes of May 25, 2005 Hi Folks, Enclosed please find the meeting notes from the Rental Housing Advisory Commission Meeting on 05/25/05 (I'm not positive about this date - -can anyone confirm this ?) RHAC Meeting 5/25/05 Announcements: Dave -Flora Sagan will be appointed as landlord rep Phyllis Radke was trying to make it but was having communication trouble with Dave Larry Beck, President of Landlord Association, was in attendance to respond to our 14 objectives. Likes the idea of putting all city rental data online, helpful for IPD and IFD, but is wary of putting to much detail online regarding complaints etc against landlords for fear that it could be the equivalent of a blacklist. Like the idea of more customer service positions in the building department -- -good for everyone. Opposed to repair and deduct legislation, thinks that it would have an effect of transferring liability to tenant who is unprepared for real consequences of making such repairs. Had a question as to whether the code requires a carbon monoxide detector. Breeden response to Beck: Most of those objectives are very far away from coming to fruition. Repair and deduct legislation only kicks in after City finds code violation and landlord does not respond to request to fix code violation. Online database not a blacklist!! Nicole - - -a landlord member of landlord association is considering joining, was at the meeting to get a feeler for the Commission. Commission members spoke on how important it was to have landlord representation on the Commission that is active. Discussion of housing forum: Commission members expressed their pleasure with how the public forum went, was considered a large overwhelming success. Great participation and great discussion. Highlights: Section 8 housing discrimination. Pairing section 8 tenants with section 8 friendly landlords Education of both landlords and tenants on section 8 related issues - - -- workshop on section 8 for landlord association Tenant Complaints: Process, Response from building department. Integrate Cooperative extension and its resources into a city plan. Education of public of tenant rights and responsibilities. Communication with Public on Landlord- Tenant issues. Comprehensive lists and data of local rental housing. Increase staffing in building department for better customer service and more inspections.
