CALL TO ORDER: Ms. Olson called the meeting to order at 7pm. Ms. Marino requested further discussion of the comp plan. This was seconded by Ms. Bouchard and passed unanimously. PUBLIC HEARING: 2023 PRELIMINARY BUDGET FOR THE TOWN OF ULYSSES (See separate minutes). PRIVILEGE OF THE FLOOR: (3 minute limit) (none) LIAISON/CHAIR REPORTS: 2 Ms. Koreman shared the following: • The county has finished the budget with a 0% increase but the bill will increase about $82 for the median house due to home value increases. • Airport- Delta flights will now go to JFK rather than Detroit. • Passed law to merge public and mental health departments to reduce stigma and provide better care. • Legislator Granison passed away due to cancer on Sunday. • Recovery Grants- 200 applications rec’d. The committee has 3 meetings scheduled to review. OLD BUSINESS: ADOPTION OF 2023 BUDGET RESOLUTION 2022-163: CHANGES TO THE 2023 TENTATIVE BUDGET, ADOPTION OF 2023 PRELIMINARY BUDGET AND SETTING OF PUBLIC HEARING WHEREAS the Town Budget Officer presented the 2023 Tentative Budget to the Town Clerk and the Town Board at the September 27, 2022 Regular Town Board meeting, and WHEREAS prior to the presentation of the Tentative Budget, there were four public sessions to conduct line-by-line budget review on 9/13, 9/15, 9/20, and 9/22/22, and WHEREAS the Town Board discussed and considered the 2023 Tentative Budget at meetings on 9/27, 10/11 and 10/25/2022, and WHEREAS, the Town Board accepted the Preliminary Town Budget for 2023 on October 25, 2022 and, in accordance with New York State Town Law Section 108, set the Public Hearing date for November 8, 2022 at 7:00PM in person and via ZOOM, and WHEREAS, notice of the Public Hearing was in the newspaper on November 1, 2022 and also posted on the Town’s website on and included in the Town newsletter on October 28 and November 4, 2022, and WHEREAS, the 2023 Preliminary Budget was posted on the Town’s website on November 1, 2022, and WHEREAS, a Public Hearing was held on November 8, 2022 where all members of the public were able to comment on the Preliminary Budget in person, via ZOOM, telephone, or in writing, and WHEREAS, the tax levy limit set by the New York State Office of the State Comptroller for the Town of Ulysses for the year 2023 is 3.29%, NOW, THEREFORE, BE IT RESOLVED that the Town Board accepts the 2023 Preliminary Budget presented to become the Final Budget for 2023 for the Town of Ulysses with a resulting 3.03% increase in the overall tax levy, which is within the tax cap, with a 5.85% tax rate decrease and an overall final tax rate to 2.4670/$1,000 taxable assessed value (TAV) for Town residents outside the Village of Trumansburg, a 4.85% tax rate decrease, an overall final tax rate to 1.2082/$1,000 taxable assessed value (TAV), for Village of Trumansburg residents, and be it further RESOLVED that the Town Clerk shall submit a certified copy of the adopted 2023 Town Budget to Tompkins County. 3 Moved: Ms. Marino Seconded: Ms. Bouchard Olson aye Boggs aye Bouchard aye Goldman aye Marino aye Vote: 5-0 Date Adopted: 11/8/22 Ms. Wright was excused at this time (7:20pm). NEW BUSINESS: AUTHORIZATION TO INCLUDE A SUMMARY OF THE 2023 TOWN BUDGET IN THE 2023 TAX BILLS RESOLUTION #164 OF 2022: AUTHORIZATION TO INCLUDE A SUMMARY OF THE 2023 TOWN BUDGET IN THE 2023 TAX BILLS WHEREAS, the Real Property Tax Law section 922 (1) (d) permits municipalities to include a summary of the 2023 adopted budget with the tax bills if the Town Board approves such action by resolution, and WHEREAS, all taxpayers deserve a clear and transparent explanation of how their taxes are used and the structure and changes in the Town of Ulysses 2023 budget; NOW, THEREFORE, BE IT RESOLVED, that the Ulysses Town Board authorizes the Supervisor and Clerk to prepare a brief summary of the 2023 Town Budget for inclusion with the 2023 tax bill. Moved: Mr. Boggs Seconded: Ms. Bouchard Olson aye Boggs aye Bouchard aye Goldman aye Marino aye Vote: 5-0 Date Adopted: 11/8/22 AUTHORIZATION TO PURCHASE RADIO HEAD METER READER RESOLUTION # 165 of 2022: AUTHORIZATION TO PURCHASE RADIO HEAD METER READER WHEREAS, the Ulysses Town Board authorized the purchase of a radio head meter reader in the 2023 Town Budget on November 8, 2022, and WHEREAS, supply chain issues have resulted in a six-month delay between ordering the reader and anticipated delivery, and payment will not be made until 2023; 4 NOW, THEREFORE, BE IT RESOLVED that the Ulysses Town Board approves the Water Supervisor to purchase a radio head meter reader from Ti-Sales for $10,833. Moved: Mr. Goldman Seconded: Ms. Bouchard Olson aye Boggs aye Bouchard aye Goldman aye Marino aye Vote: 5-0 Date Adopted: 11/8/22 REFERRAL OF REZONING REQUEST TO PLANNING BOARD FOR TAX PARCELS 14.-1-11, 14.-3-18.1, AND 14.-3-18.2 Ms. Olson and Mr. Tygesen gave some background on the issue. The board will need to decide tonight whether the issue merits further consideration by referring it to the planning board for more analysis and review. Mr. VanWhy noted that re-zoning is a local law change at the discretion of the town board. The town code identifies criteria that the Planning Board and Town Board should consider. The board discussed. Ms. Marino questioned including a FEAF (full environmental assessment form) in the resolution at this stage. Mr. Van Why noted that the FEAF will provide additional information on the environmental impact. RESOLUTION #166 OF 2022: REFERRAL OF REZONING REQUEST FOR TAX PARCELS 14.-1-11, 14.-3-18.1, AND 14.-3-18.2 TO PLANNING BOARD WHEREAS a rezoning application was submitted by Jason Demarest on behalf of TFI Landco, LLC to rezone 2030 Gorge Rd., 2031 Gorge Rd., and 2051 Gorge Rd. (tax map numbers 14.-1- 11, 14.-3-18.1, and 14.-3-18.2) from Business Zone (B1) to Development District (DD) (the “Proposed Action”); and WHEREAS, pursuant to § 212-20 of the Town Code, the Town Board has reviewed the application and all related materials; NOW, THEREFORE BE IT RESOLVED that the Town Board hereby determines that the Proposed Action merits further consideration; and be it further RESOLVED that the applicant is directed to proceed with a sketch plan conference as required by the Town Code; and be it further 5 RESOLVED that this matter is hereby referred to the Planning Board of the Town of Ulysses for further review and recommendation; and be it further RESOLVED that the Town Board (a) Preliminarily classifies this matter as a Type 1 action; (b) declares itself lead agency; (c) directs preparation of Part 1 of the FEAF; and (d) directs all interested and/or involved agencies be notified of its intent to act as lead agency, and that they be provided with Part 1 of the FEAF upon its completion; and be it further RESOLVED that based upon its preliminary review of the Proposed Action, the Town Board determines that due to its proximity to important historical and natural features located within the Town, that the Proposed Action includes the potential for at least one significant adverse environmental impact, and therefore directs that the applicant prepare an Environmental Impact Statement; and be it further RESOLVED that this resolution is effective immediately. Moved: Mr. Goldman Seconded: Mr. Boggs Olson aye Boggs aye Bouchard aye Goldman aye Marino aye Vote: 5-0 Date Adopted: 11/8/22 APPRECIATION OF ETHAN CRAMPTON, RURAL YOUTH SERVICES COORDINATOR RESOLUTION #167 OF 2022: APPRECIATION OF ETHAN CRAMTON WHEREAS, Ethan Cramton has been an invaluable member of the Town of Ulysses team for seven years as our Rural Youth Services Coordinator, and WHEREAS, the Ulysses Town Board is grateful for his service, dedication, and passion for connecting with middle and high school youth in the Trumansburg School District, and WHEREAS, the closure of the Trumansburg Central School District facilities in March 2020 due to the COVID-19 pandemic resulted in students and families confronting the challenges of isolation and social restrictions, and WHEREAS, Ethan showed tremendous ingenuity and creativity in developing online and safe in-person opportunities to continue to serve and engage students throughout school closures and support our youth during a period of intense social and emotional needs; NOW, THEREFORE, BE IT RESOLVED that the Ulysses Town Board extends our deep appreciation and gratitude to Ethan Cramton and wishes him the very best on his future pursuits. FINANCIAL REPORT: $7043.70 TOTAL Clerk fees & licenses collected $6357.51 stays in the town $686.19 goes to the state Town of Ulysses November 2022 Bookkeeper Board Report November 8, 2022 Town Board Meeting Prepared by Blixy Taetzsch, 11/3/2022 1 Balance Sheet As detailed in the Supervisor’s Report, total cash balances as of 10/31/2022 were $1,982,684.88 a decrease of $171,1821.53 from last month. The decrease in cash is primarily due to highway spending for road improvements. A few notable items this month:  Investments in Securities – you will now note on the balance sheet “Investments in Securities”, which represents our new Treasury Bond investment portfolio. Amounts are currently shown at cost basis.  We have received payment from Tompkins County for the local share of the Cemetery Bridge project.  This month we paid for road improvements that are funded by CHIPS and other highway state aid. However, funding won’t be received until later in the year. You may note that there are amounts due to the B fund from the DB and SW1 funds to cover expenditures in excess of cash available, with funding to cover such expenditures anticipated in the future. In the DB fund, this is due to the timing of CHIPS funding. In the SW1 fund, this is due to the large bill paid to the Village of Trumansburg, but not yet paid by the water user. Amounts due to the A fund from the HB fund have been reduced by the $73,628 received from the County. Other than cash and inter-fund transactions (due to/due from other funds), there are no significant assets or liabilities in the Town’s operational financial statements, with the exception of funds due from the State and County for capital projects. In the September financial statements, you will note that the WD3 capital project has now been closed out (HA Fund) and the SW3 fund has been repaid the inter-fund loan. The Cemetery Bridge capital project will be closed out when final payment from the DOT is received. Income Statement Last month, I included a detailed analysis of revenue and expenditure activities through the 3rd quarter of the year. Not much has changed since then. No further sales tax payments have been received, nor have we yet received our second mortgage tax payment. Expenditures continue to be as expected, with larger payments this month for highway improvements as mentioned earlier. Bookkeeper Activities Below is a brief overview of my activities for the month:  Finance Committee: I continue to support the work of the finance committee, and attend monthly meetings. Included with my Board report this month are the notes from the most recent finance committee meeting.  Personnel: I continue to support hiring needs and processes as well as the administration of employee benefits. I have communicated to all employees and retirees regarding 2023 benefits and I am preparing for a hopefully smooth transition in January.  Budget Preparation: I continued to work with Michelle to support the 2023 budget process and attended two Board meetings where the budget was discussed. Runners attended from Groton and our own program. The race included both a 2k and 3k race. Fall Programming (Adult) ●Adult recreation opportunities ○The adult recreation programming for soccer, volleyball, and basketball has started. Currently there are a total of 112 registered participants. ○Program takes place on Sun, Tue, Wed, & Thurs. ○Pickleball has been scheduled to begin November 6th and will continue on Sunday afternoons from 2:30-4:30 pm. An initial instructional clinic will take place on November 6th for players new to the game. Winter Programming (Youth) ●Winter programming scheduling has begun. Reservations for space with the school have already been submitted for the basketball season. The team based program scheduling has started for the January/February basketball season. ●Basketball teams are planning to participate in the Candor end of season tournament in Candor. ●Winter youth programming registration is open for team and clinic basketball for grades 1-6. Currently we have a total of 62 registered participants for both programs. Administrative ●The Tompkins County grant has been submitted led by Katelin. ●Planning for proposed addition of one week of summer camp and an increase in the summer camper cap from 72-84. ●The recreation department took part in a jobs fair on October 20th at TC3 to recruit for summer camp staff and new programming. This event did not have the success that I was looking for in recruitment. ●The recreation department will take part in the SUNY Cortland camp jobs fair in February. ●Attending the keynote speaker for the SUNY Cortland Recreation Conference on Nov. 4th. ●Meeting with TCSD about taking on additional TCEP programming. The former TCEP administrator/coordinator is leaving the position and the recreation department will be taking over fully for all programs.
