A. Blean MINUTES: By Mr. Bach: seconded by 'Ir. Sullivan RESOLVED, that the minutes of the meeting of December 21, 1971, be approved. Carried CAYUGA HEIGHTS PUBLIC HEARING: Miss Corina reported on a public hearing held by Cayuga Heights on the secondary Sewage Treatment Plant. She asked that the Commission give her direction on what they would like to do on this as a letter was presented from Henry L. Diamond, Commissioner of the Department of Environmental Conservation, approving their plan for this plant. She did not feel that the City Environmental Commission could go on record as opposing this when the Commissioner of Environmental approved it. Comments on this were as follows: Nancy Me er - Questioned states right to do this without the City's involvement. We should look into the Federal laws on this. Anne Jones - County allocated $15,000.00 for a study to be made by the County Sewer Agency and we should find out what has happended to this. Cayuga Heights claims their spillage moves faster into the lake, when it is the City's spillage that moves the fastest. She felt that we should talk to the City representatives on the County Sewer District and get more information. Lawrence Bach - Felt that report should be gotten from the County Health department in regards to the Primary and Secondary treatment of the Cayuga Heights Plant affecting the water. William Sullivan - He has lived here all his life and as a child swam in Stewart Park but would not let his children swim in Cayuga Lake as the turbidity has stopped all swimmina and did not feel that the spillage of a sewage treatment plant was going to help it any, but to the contrary would add to its pollution. By '1r. Bach: seconded by Hy. Sullivan RESOLVED, that the Clerk be directed to write a letter to the County Sewer Agency and re- quest a copy of their study when completed. Carried At this point in the proceedings, -1ayor Conley arrived. COUNCIL DIRECTION: Mayor Conley spoke to the Commission and said that he hoped for closer co- operation between the Council and Commission. He regretted the lack of direction by the Council and hoped to rectify this in the future.and to bring items of interest to this Commission. . He thought that the Commission could be utilized more by the City and the Community. Miss Corina felt that there would be closer co- operation between the Commission and the Council in the future. -2- January 18, 11=72 PUBLICATIONS- "iss Corina reported or. various publications that coul(? be had. Some were free and others had fees attached to them. One in particular "Environmental Action Publication," published bi- weekly she thought would be particulary interesting. By Ar. Bach: seconded by '4r. Cacciotti RESOLVED, that the Environmental Action Publication be subscribed to at a cost of :710.00. After much discussion on the cost and merits of this magazine the motion and the second was withdrawn as r. Bach received copies of this through the school and would bring some of them to the next meeting so everyone could look them over. COUNTY ENVIRONMENTAL '+EETING: Hiss Corina reported that the County Environmental Commission would hold their first meeting on January 26, 1972. SIG14 ORDINANCE: Hiss Corina reported that the Charter and Ordinance Committee would hold a committee meeting on January 24, 1972, at 8 :00 p.m. Anyone interested would be welcomed and the committee needs more input. This committee was trying to arrive at an ordinance for the people, not at the people. UNUSED LMD: Mhyor Conley informed the Board that the Planning Board was working on a list of unused land development. He felt that various committees could be looking into this. There was a "Walk for Development of Local Projects" coming up in the future and felt that this could be utilized by the various commissions. NOISE POLLUTION: Mrs. Jones reported that a copy of the Chicago Noise Pollution ordinance was in the Clerk's hands and thought that it would be advisable to look into it. NATURAL BEAUTIES IN ITHACA: It was felt that people who lived in the area took for granted the natural eauties of the City such as Cascadilla Gorge, Fall Creek, Six -Mile Creek and some of the old streets which the City grew from. It was felt that with the co- operation that the Landmarks should be preserved in some way and would bear looking into. Sullivan Res— olved, that the minutes of the meeting of February 15, 1972, be approved. Carried ENVIRONMENTAL PRIORITIES: '9iss Corina reported on the meeting held with various organizations and individuals for trying to co- ordinate environmental projects. She passed around a list of those who were interested in doing this, showing the name of the organization or individual and their address. ENVIRONMENTAL PAGE IN THE ITHACA JOURNAL: Miss Corina reported that the Ithaca Journal was going to run a page on environment. This would appear monthly and if it proved satisfactory it might be run more often. PITKO: Miss Corina reported she had a call from WTKO and they were interested in the proceedings of the Environmental Commission. She felt this would be a help to the Commission and that a Publicity Chairman could handle this. Mrs. Meyer felt that the Commission should define its coals as the areas of environment were many. She felt that the Commission should take a stand and publicize it, such as the Zoning Ordinance for junk yards or the Sig various businesses. n Ordinance affecting the NOISE POLLUTION AND TREES: The Clerk reported that he had sent to the Common Council as per their request a letter asking for an increase in the Tree Replacement budget and also a letter in regards to snowmobiling, mini bikes, etc. Both letters were referred to the Proper Committee of the Common Council. PUBLICATIONS: The Clerk reported that he had sent for various publications on environment and they had started to come in. PUBLIC INTEREST RESEARCH GROUP: Mr. Steve Lahr spoke on the forming of this group whose purpose was to handle the problems of the complex society we live in by hiring professionals to come up with the answers that were needed. Needed areas such as job safety, property taxes, price comparison on groceries are but a few of the leading problems. Environmentalism enters into this also with such items as cleaning up Cayuga Lake & Fall Creek but to go further than most and study to find out why these areas are pollutdd. The public interest group is in operation in Oregon, Minnesota and now was branching out in the eastern section. The group now being formed would include the area from Syracuse to Binghamton and would be considered as Central New York. -2- March 21, 1972 Financing is a problem but they had a plan to charge each student in college either $2 „00 per semester or $4.00 a school year. It is estimated that it takes $70,000.00 a year to run this operation. Fifty percent of the students would donate to this cause but this would not cover the needed monies to hire pro- fessionals. This is why the various organizations are bein.q contacted now so that in May a more thorough approach to this problem would be presented and a request for helping of the funding; be also presented. RECYCLING: James G. Miller presented a plan for recycling of glass, paper and cans. The basic idea would be to have the garbage separated so that the lass could be picked up separately, paper the same also cans. The public would have to be oriented on this and it would take the co- operation of the Department of Public Works, as it would involve extra trucks and men to pick up. The cost of an average trip to the dump.by a regular garbage truck is $40.00. This cost could be cut to about .$25.00 by picking up separately as the income from the paper, cans and bottles would offset the cost of operation, and cut down on the garbage packers trips to the dump. It was felt that a proposed ordinance, stating that the bottles, cans, and papers be put into separate containers should be had. The other alternative would be to change the laws to have a different pick up each week of the various items in question. There is federal .funds available for sorting of this kind. Challenge Industries has a glass crushing machine and is getting another one. It might be possible to work them into this operation. Mr. "diller is going to check with Challenge Industries to find out how much they could handle and let the Commission know. On motion the meeting was adjourned at 9 :45 p.m. 1� ert G. Carried CHAIRMAN: Due to the resignation of Miss Corina and due to a lack of a quorum at the last meeting ice Chairman Bach said he would open the meeting for the purpose of electing a Chairman. Mr. Giordano nominated Mr. Bach for Chairman, and it was seconded by Mr. Bell. There being no further nominations, the nominations were closed; the clerk was ordered to cast one ballot for Mr. Bach for Chairman. Carried VICE CHAIRMAN: Mr. Giordano nominated Mr. Miller as Vice Chairman and it was seconded by Bell.--Were being no further nominations, the nominations were closed and the clerk was ordered to cast one ballot for Mr. Miller for the office of Vice Chairman. Carried CASCADILLA GORGE CLEAN UP: Mr. Miller brought to the attention of the commission that the asca i la Gorge -area was in dire need of a clean up. BY Imo'. Miller: seconded by Mr. Bell RESOLVED, that the clerk write a letter to the Cornell the commission. Plantation and express the wishes of Carried SUMMER MEETINGS: Sumner meetings as to vacations and other committments were discussed and it was the consenus of opinion that June, July and August meetings should be suspended. By Mr. Bell; seconded by Mr. Giordano RESOLVED, that the June, July and August meetings be suspended and if a meeting was necessary the secretary would be notified so that the members would be informed. Carried Mrs. Nancy Meyer entered at this point of the meeting. SOLID WASTE LANDFILL: Mrs. Meyer felt that the commission should become acquainted with the soli waste as tfi 'was becoming quite a problem. Eventually all areas would be involved into solid waste landfill and she felt this would fall under the commissions jurisdiction.
