Blear hl!'UTES: The organizational meeting minutes of February 17, 1971 were reviewed and a copy given to Mr. Sullivan as he had not seen them. It was requested that copies C-' the minutes be sent to all members in the future. Fy il1r. Bach, Seconded by Rr. Sullivan FLOSOL&D, that the minutes of the organizational meeting of February 17, 1971 be approved, proceedings Carried The Clerk then read the p dings of the postponed meeting of March 16, 1971, due to a lack of quorum. BUDGET: The Clerk reported that the Common Council had approved a budget of w200.001 RICHARD HUGHES RESIGNATION: Mr. Giordano read a letter of resignation from Richard Hughes. He asked the members to submit names of those persons who might be receptive to the Commission. COUNTY ENVIRONMENTAL COMMISSION: Mr. Giordano reported on the County meeting he had attended on March 16th. The County presented a resolution which called for all -onals on the Commission. There was opposition to this as there was not enough representation. The resolution was withdrawn but would be presented at a later date. YOUTH COUEC' ACTIVITIES: Miss Corina reported that the Youth Council had designated the first week of Play as Clean Up Meek for them and had started a program of cleaning up the Fall Creek area with a Photo Contest showing the various areas of pollution. E14VIRONMEI4TAL LIBRARY: Miss Corina reported that an Environmental Library had been started. Mrs. Jones asked that the Clerk write to the Environmental Department and ask to be peat on their mailing list. PROCRE:DURE RULES: Mr. Giordano reported that a tentative set of proceedurea had been set up and were as follows: 1. Notice of the meetings to be sent to all of those concerned. 2. An agenda would be sent out in advance to all members if warranted. 3. The meetings would start at 7:30 p.m. and not go pass 9 :00 p.m. 4. A quorum would consist of four voting members. 5. An informal type of melting would be held. 6. Discussions wc�.ld be kept on the subjects involved. 7. Copies of all literature on Environmental to be requested. PROJECTS: Various projects were discussed that might fall in the Commission's juris- triction. It was decided that other organizations would be invited to submit their ideas to this committee. CITY ENVIRONMENT: Mr. Giordano reported that Jock T. Carpenter had a film and talk that would take about twenty minutes to present on City vironment and would try to get him to present this at the next meeting. It was felt that it would be desirable to invite other organizations to attend this meeting at the same time. A. Blean Stephanie Corina William Sullivan ABSENT: Henry Johnson MINUTES: By Mr. Sullivan, seconded by Miss Corina RESOLVED, that the minutes of the meetin¢ on April 20, 1971, be approved. C Carried GEORGE HERR9N: Mr. Giordano introduced Mr. George Herren to those present as the `Rayor's appointee to replace Richard Hughes, resigned. J JOT D. CARPENTER: Mr. Giordano reported that Mr. Carpenter was unable to make this meeting due to exams but would contact him in time for a presentation at the next meeting. YOUTH COUNCIL: Miss Corina introduced Steve Loehr, president of the Ithaca High School Youth Council. Mr. Loehr spoke of the program of recycling of tin cans , aluminum cans and paper. He felt that this could tie in with the environmental committee's pro;rrams. GLASS PICK UP: Mrs. Jones reported that the glass pickups at the super markets were a success and were being continued. Mrs. James Tallman was in charge of this and would probably hVIcomp any help in connection with this. COUNTY ENVIRONMENTAL COMMISSION: Mr. Giordano passed around a copy of the Tompkins County Environmental Commission's charter. He pointed out that a member of the City's Environmental Committee would be appointed by the County to set on their committee. PUBLIC INFORMATION: Mrs. Jones pointed out that the commission should have more publicity and t ought this could be accomplished by putting news releases in the news- papers and on the radio concerning projects that were being done and legislation that was appearing in Albany in- regards to environment. She felt that the commission should go on record as being for or against the varous legislations. As this tied in with what Miss Corina had been discussing, Mr. Giordano appointed Miss Corina as chairman to look into this. OPEN LAND AREAS: Mrs. Jones reported on the conditions of the various small parks in the City. She felt that the City was doing the best they could with a limited budget and thought that other organizations could possibly help out by cleaning up some of the worst areas and also vaca _te lots that were not kept up. She asked all members to take a good look around beforeihe next meeting and come up with various locations th at needed im- provements and also to come up with suggestions as to how to improve them. Giordano felt that it was the consensus of the commission in regards to the publicity. By Mr. Bach: seconded by Mr. Sullivan RESOLVED, that the minutes of the last meeting, be amended to remove p"rs. Jones name and insert commission and that as thus amended, they be approved. Carried OPEN SPACE PROGRAMS: Mr. Giordano spoke on brochure of Open Space Institute. He .felt this was a goo program but at this time we were not ready for it. will file it for future references. ENVIRONMENTAL WORKSHOP: Fir. Giordano passed around a letter pertaining to a workshop to el in any on my 13th. He asked all that could go to please make an effort to attend this. He would drive and take those with him who were interested. He felt that the budget could stand the cost of the registration of six dollars per person. The clerk was directed to contact all members of the commission in time to get the registration in be- fore June 29th. YOUTH COUNCIL: . Miss Coring reported on the recyclin P of glass bottles and cans and that Mere wa4--pick-up station at the Youth Bureau for this. She also reported that the Council had started a research of the pollution of Fall Creek area. LEGISLATIVE: Miss Cori.na reported that she had contacted Mrs. Cook's office and that they advised eT to stick to that material that pertained only to the city as the county would be taking care of the rest. DEWITT PARK AREA: Mrs. Jones reported that there was a-nublic hearins by the Landmarks Preservation Coi,.mittee on June 24th at 7 :30 p.m. This would be one of many held by this committee. ITHACA'S GORGES: Mr. Nordheimer reported that Professor McDaniels and a group were con- ed a out t e gorges in Ithaca. He suggested that we schedule a time for him and his group to discuss this problem. Mr. Giordano thought that the time to invite this group would be when Mr. Carpenter gave his presentation of city environment. STREET TREE PROGRAM: Mrs. Jones reported that Professor 71ahr had a class who looked into Me tree program 01 Ithaca and had discussed it with Robert 0. Dingman and Edwin Lynch. She suggested that we look into this for a possible presentation to this commission. JULY AND AUGUST MEETINGS: Mr. Giordano asked the members what they would like to do about the July and August Meetings as this was vacation time. By k r. Sullivan.: seconded by ' °x. Bach: seconded by Hr. Sullivan RESOLVED, that the minutes of the last meeting, June 15, 1971, be approved. Carried CHARLES W. BELL: Mr. Giordano welcomed Charles IV. Bell as a new member of the Environmental Commission, replacing Mr. Herron who has moved from the city. Mr. Bell's term will expire December 31, 1974. HENRY JOHNSON: Mr. Giordano reported that Henry Johnson had submitted his resignation to him verbally and asked that if any of the members had names —ai someone who could replace him to submit them to the Mayor for his consideration. RONALD NORDHEIMER: Mr. Nordheimer has resigned from the Common Council as alderman, effective September 17, 1971. A replacement from the Common Council should be made by the Mayor to complete his term ending December 31, 1971. COUNTY ENVIRONMENTAL COUNCIL: Mrs. Anne Jones has been recommended by the Common Council or appointment as a member of the Tompkins County Environmental Management Council. ENVIRONMENTAL WORKSHOP: Mr. Giordano reported on the workshop attended by the commission on July 13th. He felt that it was a step in the right direction as other commissions were still feeling their way along. He directed the clerk to make additional copies of the speech given by Arthur Godfrey at the workshop and have them ready for distribution to those who are interested. GLASS RECYCLING: Miss Coring reported that the Youth Council was collecting glass once a month and sending it to Elmira. Proceeds going to Youth Coucil. BEAUTIFICATION: Mr. Bach reported that the high school students were working on improving landscaping as their project. COMPLAINTS: Notice was given that oil was on top of the water on the six mile creek at South Cayuga Street. Twice it was looked at but each time it had disappeared. It would be appropriate to find out from the city what was causing it. VACANT LAND: It was reported that there was various pieces of land around the city that needed cleaning up. The Ithaca Hotel block, the First National Bank lot, the Thaylor lot in the 300 block of North Tioga Street, the Moose lot on 'Vest State Street, the City Parking lot on East State Street next to Millers, the Giordano lot on South Plain Street in the 400 block, and the alleyway alongside the Home Dairy. It was felt that the Commission should go on record to clean these lots up. By Mr. Bell: seconded by Mr. Sullivan RESOLVED, that the Environmental Commission go on record to clean these lots up and the clerk be directed to draft a form letter to be sent to the property owners. Carried POWERS OF THE COMMISSION: Mr. Bell asked what the power of the commission was to enforce any requests or directives that the Commission put out. After much discussion on this it was decided that the Local Law establishing the Commission put them in an advisory capacity only and that the enforcement of any directives was in the hands of the Common Council. Carried NOISE POLLUTION: The Clerk read a letter from Anne Jones saying she had a previous commitment but that she had asked the Clerk to write to the State Environmental Com�,iss4.on for a copy of their Noise Ordinance and also the City of Chicago for a copy of their ordinance which they had just adopted. She asked that a committee be formed to study these ordinances when received. HENRY JOHNSON RESIGNATION: The Clerk read a letter from Henry Johnson resigning from the ommission ue to previous commitments. Mr. Giordano asked that the members who knew of anybody interested in the Commission to submit his name to the Mayor for his consideration. BENCHES AT FALL CREEK: The Clerk reported that the benches purchased by the Kiwanis lu for Fa Cres ark were received by the city but had not been installed as yet. They want to put in concrete to set the benches on and bolt them fast so that they could not be removed by anybody. Mr. Bell reported that the Kiwanis Club would install them in order to put theft into use. VANCANT LAND: The Clerk reported he had sent out eight letters to owners to clean up vacant and. The Urban Renewal Agency had reported to him that they were cleaning up their vacant lots; Giordano had cleaned up his; the Superintendent of the Board of Public. Works felt that the Commission was overstepping its jurisdiction. He had not received replys from the four others. TOMPKINS COUNTY BEAUTIFICATION' COUNCIL: Mr. Giordano reported that Miss Corina had ome ice Presideb t o the anti ivation Council. Miss Corina thought this wry -!A lie workable as the two Commissions were working toward the same purpose. ENVIRONMENTAL WORKSHOP: Mr. Giordano reported that the State was having an Environmental Wor s op on Novem r 9th and 20th. He thoughtthis would be helpful for any of the members as the last workshop in July was beneficial. By Mr. Bell: seconded by !sir. Bach RESOLVED, that Miss Corina be authorized to attend the Environmental Workshop on November 19th and 20th, 1971, to be held at Tarrytown, New York, and the cost to be taken from the Environmental budget. Carried CITY ENVIRONMENT: Mr. Giordano reported that Joel T. Carpenter had agreed to present his film- and talk on City Environment at the November 16th meeting. He advised the members to contact other gropps who might be interested in this presentation. He felt that the Tompkins County Environmental Commission should also be invited to this. NOISE POLLUTION: The Clerk reported that he had received from the City o£ Chicago their ordinance on oise Pollution. It was available to those who would like to see it. SEMINAR: Mr. Giordano reported that the New York State Environmental Council and the en�tr 1 New York Home Builders were having a seminar on November 17, 1971 at the Shera o Inn at Syracuse, New York. This is opened to those who are interested, t n LOUIS 67ha CACCIOTTI: the Clerk reported that Louis Cacciotti, of 401 Richard Place, Ithaca �+'�Orha��ieen appointed to the Environmental Commission to replace Henry Johnson who had resigned. His term will end on December 31, 1972, STEPHANIE CORINA: The Clerk reported that Miss Stephanie Corina had been appointed to t e Tompkins County Environmental Commission to replace Anne Jones who was ineligible to serve, as the appointee had to be a voting member of the Ithaca Environmental Commission. STATE BUDGET: Mr. Giordano reported that the state had set aside a sum of $300,000.00 or Environmental Commission work. It would be a matching budget. If the local budget was $500.00 the state would match the amount upon presentation of the advised that it would bear looking into. proper forms. He CITY BUDGET: Mr. Giordano reported that the Environmental Commission should submit its u gd`et for next year to the City.
