The meeting was called to order by Chairman Baker in
the Conference Room of the Streets and Facilities Building.
Road Salting Policy
Supt. of Public Works Jack Dougherty presented the DPW's
road salting policy in detail as to priorities, use of
salt, use of cinders, plowing and rates of application.
He explained that the base of the city's present salting
Policy comes from five of six recommendations drawn up
in 1976 by the City Environmental Commission. The sixth
recommendation involves detailed record keeping of daily
salt use and was not adopted because it was felt that
it required too much documentation and record keeping
on the part of the DPW drivers and foremen.
Mr. Priore reported on a pilot project the DPW has undertaken
on Columbia Street between Turner Place and Aurora Street
involving an encapsulated calcium chloride called Verg Limit.
Under winter conditions, the calcium chloride is released,
forming a brine and eliminating the need for application
of road salt. The encapsulated calcium chloride is
applied in an asphalt mix.

EAF Report
Comm. Miller reported that the CAC's revisions to the
City's SEAF and LEAF were on the September agenda for
the Planning and Development Committee but since the
majority of its members seemed unfamiliar with it, it will
be taken up at its October meeting on October 23.
Wilcox Press
Comm. Miller reported on press coverage on the Syracuse
Post Standard, the Grapevine and the Ithaca Journal.
She has been in contact with four people who are keeping
logs of Wilcox emissions. Chairman Baker presented several
letters to the CAC from people bothered by the fumes.
NEW BUSINESS
Liaison Albanese will transmit our concerns to the Board
of Public Works; specifically 1) what records can be kept
so that amount of salt used is documented daily? and 2)
how can city plow more and salt less?

Council direct the Department of Public Works to begin
in 1985 -86 a record keeping procedure for use of Salt,

Minutes of the November 20, 1985 meeting were approved.
SHADE TREE COMMISSION
Pat Caprianca will call people named on the initial list to verify
their interest. The list is needed by January 8, 1986 by the Mayor.
Rick Borgash of Cornell Plantations is interested. A name is needed
from the Ithaca Garden Club.
EAF (Environmental Assessment Form)
The CACA asked Council Liaison Peterson to keep them informed on the
progress of updating the EAF's. Peterson said she hoped it would
be completed in February.
FALL CREEK BANK STABILIZATION PROJECT
The DPW has completed a short EAF on this project and are requesting
a negative delcaration from CAC. Gabion mattresses will be used on
Fall Creek banks at Stewart Park. The CAC felt more information was
needed and will take this up again during January.
1986 PLANNING
Suggested issues include completing the open spaces inventory in order
to make long range plans, review of Route 96 proposals, and a 1985
annual report.
COAL TAR
Liaison Peterson mentioned concerns of citizens over coal tar deposits
at the site of the Ithaca Area Wastewater Treatment Plant. She and
Bob Kurlander will research the issue for reporting in January.
NEW MEMBER
The following resolution passed unanimously:
"RESOLVED, recognizing her as a representative of the Ithaca Garden
Club and acknowledging her active interest in improving the environ-
ment of the City of Ithaca, we request that Common Council waive the
residency requirement for Patricia Caprainca so that she may be appointed
to the Conservation Advisory Council as a voting member.
