SUBJECT: 1998 City Appropriation and Contract Issues
City payments for 1998 to Ithaca Fire Department volunteer fire companies are being processed. We will
let you know as soon as the checks are ready. As you know, the payment for 1998 will be$1,500 per
company.
You will recall that under the volunteer company agreements implemented last year submission of certain
items by the companies are required (Section 11 -page 4 of the contract.) In a memo dated December
12, 1997,the Board of Fire Commissioners reminded the companies of the need for the following items
(in addition to the required Annual Report of City Budget Money), as follows:
• Names,addresses and phone numbers of all company officers
• Copies of articles of incorporation (if any)and tax exempt identification number(if any)
• Quarterly reports of meetings and members(due at end of March, June, September and
December)
Below is a summary of the items that have or been received or currently are lacking from your company:

Submission of any items lacking will be required to receive your payment. You must submit this material to
Administrative Secretary Chris Wilbur prior to receiving your company's 1998 allocation. If your company
does not have a tax exempt number, please indicate that in writing so that it can be included in the Board
of Fire Commissioners records. Regarding the meeting/member report requirement, this time you may
submit one report for 1998 through the end of September, in lieu of three quarterly reports. (Another of
these quarterly reports will be due at the end of December.)
The Board of Fire Commissioners also has asked me to remind the companies of some of the key
provisions of the volunteer company agreements, particularly since there may be some confusion since
the timetable was delayed by a year from the earlier schedule. These items are explained on the next
page.

Contract reminders for 1998-99:
Contract year: Beginning this year,the contract year is from July 1 through June 30(consistent with the
BFC fiscal year). Your next annual report(submitted in the format contained in"Appendix A"of the
contract)will be required no later than the regular BFC meeting in June of 1999, preceding distribution of
the funds in July.
Allocations: Based on a proposed$12,000 total City appropriation for 1999(based on the current status
of the city budget process), each volunteer company which succeeds in meeting the requirements of this
agreement would be eligible to receive a maintenance payment of$750 for 1999, with an equal share
distributed on a prorated basis according to the number of active members of that company providing
service. This number will be determined by averaging the number of active members(Class I, 11 and 111)in
the company each month, information to be presented to the BFC monthly.
Minimum Activity: Beginning in the 1998-99 year, a company must achieve a minimum active
membership of 4 members to receive the maintenance payment mentioned above. (See Section 5-
page 3 of the contract for further details). Under provisions of the contract, attendance also is required
by a Captain or designee at Company Captains meetings(at least ten meetings per year-see Section 8-
page 4 of the agreement). Since the Captains Group has been meeting jointly with the Ithaca Volunteer
Firefighters Unit over the past several months, a similar level of active company presence at these
sessions would appear to be required, under the spirit of this agreement.
Reporting Requirements: Remember that companies must file updated reports of officers and the
quarterly report of meetings and members attending, certif ied by the company secretary or other
designated officer and due at the end of March, June September and December each year.

Administrative Secretary Chris Wilbur prior to receiving your company's 1998 allocation. If your company
does not have a tax exempt number,please indicate that in writing so that it can be included in the Board
of Fire Commissioners records. Regarding the meeting/member report requirement, this time you may
submit one report for 1998 through the end of September, in Neu of three quarterly reports. (Another of
these quarterly reports will be due at the end of December.)
The Board of Fire Commissioners also has asked me to remind the companies of some of the key
provisions of the volunteer company agreements, particularly since there may be some confusion since
the timetable was delayed by a year from the earner schedule. These items are explained on the next
page.

Contract reminders for 1998-99:
Contract year: Beginning this year,the contract year is from July 1 through June 30(consistent with the
BFC fiscal year). Your next annual report(submitted in the format contained in "Appendix A" of the
contract)Witt be required no taterthan the regular BFC meeting in Jane of 1999,preceding distribution of
the funds in July.
Allocations: Based on a proposed$12,000 total City appropriation for 1999(based on the current status
of the city budget process), each volunteer company which succeeds in meeting the requirements of this
agreement would be eligible to receive a maintenance payment of$750 for 1999, with an equal share
distributed on a prorated basis according to the number of active members of that company providing
service. This number will be determined by averaging the number of active members(Class 1, 11 and tt1)in
the company each month, information to be presented to the BFC monthly.
Minimum Activity: Beginning in the 1998-99 year, a company must achieve a minimum active
membership of 4 members to receive the maintenance payment mentioned above. (See Section 5-
page 3 of the contract for further details). Under provisions of the contract, attendance also is required
by a Captain or designee at Company Captains meetings(at least ten meetings per year-see Section 8-
page 4 of the agreement). Since the Captains Group has been meeting jointlywith the Ithaca Volunteer
Firefighters Unit over the past several months, a similar level of active company presence at these
sessions would appear to be required, tender the spirit of this agreement.
Reporting Requirements: Remember that companies must file updated reports of officers and the
quarterly report of meetings and members attending, certif ied by the company secretary or other
designated officer and due at the end of March, June September and December each year.

City payments for 1998 to Ithaca Fire Department volunteer fire companies are being processed. We will
let you know as soon as the checks are ready. As you know,the payment for 1998 will be$1,500 per
company.
You will recall that under the volunteer company agreements implemented last year submission of certain
items by the companies are required (Section 11 -page 4 of the contract.) In a memo dated December
12, 1997, the Board of Fire Commissioners reminded the companies of the need€or the following items
(in addition to the required Annual Report of City Budget Money), as follows:
• Names, addresses and phone numbers of all company officers
• Copies of articles of incorporation (if any)and tax exempt identification number(if any)
• Quarterly reports of meetings and members(due at end of March, June, September and
December)
