Ms. Olson called the meeting to order at 7:03pm.

PRESENTATION: Trumansburg Community Recreation
Mr. Edmunds shared some history of the organization, noting that it was created as a 501C3 to
address recreational needs in the community such as a shortage of fields, pool, community center,

and skate park. They currently promote social & recreational activities as well as send a monthly
newsletter.
In order to purchase recreational space in the town, the town’s zoning law needs to clarified to
include recreation as an allowable use.
The board discussed options for doing this, including formation of a development district versus a
zoning amendment. Mr. Goldman and Ms. Olson agreed to work together on possible solutions to
share with the town board.

2023 Tentative Budget Discussion
ADOPTION OF 2023 PRELIMINARY BUDGET AND SETTING OF PUBLIC HEARING
RESOLUTION 2022-157: CHANGES TO THE 2023 TENTATIVE BUDGET, ADOPTION OF 2023
PRELIMINARY BUDGET AND SETTING OF PUBLIC HEARING
WHEREAS the Town Budget Officer presented the 2023 Tentative Budget to the Town Clerk
and the Town Board at the September 27 Regular Town Board meeting, and
WHEREAS prior to the presentation of the Tentative Budget, there were four public sessions
to conduct line-by-line budget review on 9/13, 9/15, 9/20, and 9/22/22, and
WHEREAS the Town Board discussed and considered the 2023 Tentative Budget at meetings
on 9/27, 10/11 and 10/25/2022, and
WHEREAS the following changes were made to the Tentative Budget at the 10/11 and 10/25
Town Board meetings:
1. A Fund
1.1. Increase of $5,000 in A1440.5 for parking lot design
1.2. Decrease of $5,000 in A1990.4 to A1440.5
1.3. Decrease of $20,250 addition to A962-235 Repair Reserve in order to pay for the
Town Hallexterior painting and repair project from appropriated fund balance
1.4. Increase of $2,500 addition to A962-236.22 Rec (TC Rec) assigned fund
1.5. Decrease A4089 Federal Aid, Other (ARPA) of $20,250: this change reflects that
the Town Hall exterior painting and repair project will be paid for out of appropriated
fund balance via the decrease in the addition to the Repair Reserve referenced above
1.6. Increase of $2,500 in A599 Appropriated Fund Balance as referenced above for the
addition to the A962-236.22 Rec (TC Rec) assigned fund
2. SM Fund
2.1. Decrease of $10,000 in SM599 Appropriated Fund Balance
2.2. Increase of $10,000 in SM1001 Real Property Tax
3. B Fund
3.1. Decrease of $32,000 to B3902

3.2. Increase of $32,000 to B599 Appropriated Fund Balance to pay for expenses
related to the Comprehensive Plan update

RESOLVED that the Town Board accepts the Preliminary Budget for 2023 as presented at the
10/25/2022 regular meeting for the Ulysses Town Board, and further
RESOLVED that the Town Board hold a public hearing at 10 Elm Street, Trumansburg, NY, on
Tuesday, November 8, 2022 at 7p.m. for the purpose of hearing public comments on the
Town of Ulysses 2023 Preliminary Budget.

NEW BUSINESS:
CONSENT AGENDA FOR RESOLUTIONS #158-159:
DESIGNATED THE TOWN OF ULYSSES AS A BEE CITY USA AFFILIATE
RESOLUTION 2022-158: DESIGNATED THE TOWN OF ULYSSES AS A BEE CITY USA AFFILIATE
WHEREAS, the mission of BEE CITY USA is to galvanize communities to sustain pollinators,
responsible for the reproduction of almost 90% of the world's flowering plant species, by
providing them with healthy habitat, rich in a variety of native plants and free to nearly free of
pesticides; and
WHEREAS, thanks to the more than 3,600 species of native bees in the United States, along
with introduced honey bees, we have very diverse dietary choices rich in fruits, nuts, and
vegetables; and
WHEREAS, bees and other pollinators have experienced population declines due to a
combination of habitat loss, poor nutrition, pesticides (including insecticides, fungicides, and
herbicides), parasites, diseases, and climate change; and
WHEREAS, pollinator-friendly communities can benefit local and regional economies through
healthier ecosystems, increased vegetable and fruit crop yields, and increased demand for
pollinator-friendly plant materials from local growers; and
WHEREAS, ideal pollinator-friendly habitat (A) Is comprised of mostly native wildflowers,
grasses, vines, shrubs, and trees blooming in succession throughout the growing season to
provide diverse and abundant nectar and pollen, since many wild pollinators prefer or depend
on the native plants with which they co-adapted; (B) is free to nearly free of pesticides, as

many pesticides can harm pollinators and/or their habitat; (C) comprises undisturbed spaces
(leaf and brush piles, unmown fields or field margins, fallen trees and other dead wood) for
nesting and overwintering; and (D) provides connectivity between habitat areas to support
pollinator movement and resilience; and
WHEREAS, Integrated Pest Management (IPM) is a long-term approach to maintaining healthy
landscapes and facilities that minimizes risks to people and the environment by: identifying
and removing the causes of pest problems rather than only attacking the symptoms (the
pests); employing pests' natural enemies along with cultural, mechanical, and physical
controls when prevention is not enough; and using pesticides only when no other method is
feasible or effective; and
WHEREAS, supporting pollinators fosters broad-based community engagement in
environmental awareness and sustainability; and
WHEREAS, the Town of Ulysses should be certified a BEE CITY USA community because has
formed a Bee Friendly Community Committee, which will guide the fulfillment of the required
steps to becoming a Bee City USA community, and
NOW, THEREFORE, in order to enhance understanding among local government staff and the
public about the vital role that pollinators play and what each of us can do to sustain them,
the Town of Ulysses chooses to support and encourage healthy pollinator habitat creation and
enhancement,
BE IT RESOLVED THAT:
1. The Town of Ulysses Town Council is hereby designated as the BEE CITY USA sponsor.
2. One council member (initially, Mary Bouchard) is designated as the BEE CITY USA
Liaison and Chair.
3. Facilitation of the Town of Ulysses’ BEE CITY USA program is assigned to the Bee
Friendly Community Committee.
4. The Bee Friendly Community Committee is authorized to and shall:
a. Celebration: Host at least one educational event or pollinator habitat planting or
restoration each year to showcase the Town of Ulysses’ commitment to raising awareness of
pollinator conservation and expanding pollinator health and habitat.
b. Publicity & Information: Install and maintain at least one authorized BEE CITY USA
street sign in a prominent location, and create and maintain a webpage on the Town of
Ulysses website which includes, at minimum a copy of this resolution and links to the national
BEE CITY USA website; contact information for your BEE CITY USA Liaison and Committee;
reports of the pollinator-friendly activities the community has accomplished the previous
year(s); and your recommended native plant species list and integrated pest management
plan (explained below).
c. Habitat: Develop and implement a program to create or expand pollinator-friendly
habitat on public and private land, which includes, but is not limited to: identifying and
inventorying Ulysses real property that can be enhanced with pollinator-friendly plantings;
creating a recommended locally native plant list to include wildflowers, grasses, vines, shrubs,

and trees and a list of local suppliers for those species; and, tracking (by square footage
and/or acreage) annual area of pollinator habitat created or enhanced.
d. Pollinator -Friendly Pest Management: Create and adopt an integrated pest
management (IPM) plan designed to prevent pest problems, reduce pesticide use, and expand
the use of non-chemical pest management methods.
e. Policy & Plans: Establish, through the Town of Ulysses, a policy in the Town of Ulysses
Comprehensive Plan to acknowledge and commit to the BEE CITY USA designation and review
the Comprehensive Plan and other relevant documents to consider improvements to pest
management policies and practices as they relate to pollinator conservation, identify
appropriate locations for pollinator-friendly plantings, and consider other appropriate
measures.
f. Renewal: After completing the first calendar year as a BEE CITY USA affiliate, each
February, apply for renewal of the Town of Ulysses’ BEE CITY USA designation following the
format provided by BEE CITY USA, including a report of the previous year’s BEE CITY USA
activities, and paying the renewal fee based on the Town of Ulysses population; and
BE IT FURTHER RESOLVED that the Ulysses Town Board approves the designation of Ulysses as
a Bee City USA Affiliate.
RESOLUTION 2022-159: RELEVY OF WATER DISTRICT 3 DELINQUENT WATER FEES
WHEREAS, Town Code Chapter 200-10(C)(2) provides for delinquent water bills, taxes,
assessments, fees, rents, or other service charges of Water District 3 to be placed on the
ensuing year's tax roll as a re -levy; and
WHEREAS, Town Code Chapter 200-10(C)(2) defines delinquent as "a period of at least 60
calendar days as of October 1 of any year"; and
WHEREAS, customers were notified that they could make payments on delinquent amounts
through Sept. 30, 2021,
NOW THEREFORE BE IT RESOLVED, that the Ulysses Town Board approves the re-levy of
unpaid delinquent water charges in the amount of $3337.22 to the 2023 Town and County
Tax Roll; and be it further
RESOLVED, that a certified copy of this resolution along with a listing of the properties with re-
levied water charges will be sent to the Tompkins County Assessment Department for the
purpose of adding these delinquent charges to the 2023 Town and County Tax Roll.

BUILDING RESILIENT INFRASTRUCTURE AND COMMUNITIES (BRIC)
RESOLUTION #160 OF 2022: GATEKEEPER RESOLUTION FOR BUILDING RESILIENT
INFRASTRUCTURE AND COMMUNITIES (BRIC)
WHEREAS, funds have been made available to municipalities for projects related to insuring
continuity of operations in the event of natural and manmade disasters through Building
Resilient Infrastructure and Communities (BRIC) funding stream; and
WHEREAS, the Town of Ulysses identified the need for generators in Town Hall and the Town
Barn campus in 2020 to provide temporary power in the advent of a service disruption and
added it to the Multi-Year Capital Improvement Plan in 2021; and
WHEREAS, the Town of Ulysses desires to apply for funding to design and install generators in
Town Hall and the Town Barn; and
WHEREAS, the grant requires a maximum of 25% local match; such funds are available in the A
(town-wide) fund
NOW, THEREFORE, BE IT RESOLVED that the Ulysses Town Board approves the submission of a
grant request for up to $100,000 for the Building Resilient Infrastructure and Communities
(BRIC) funding source.

RESOLUTION #161 of 2022: SUPPORTING THE CLEAN WATER, CLEAN AIR, GREEN JOBS
ENVIRONMENTAL BOND ACT OF 2022
Whereas, providing clean drinking water and protecting our local rivers, bays, lakes, streams
and waterfronts from pollution is paramount to quality of life in New York State and the Town
of Ulysses; and
Whereas, modernizing water infrastructure will safeguard clean water, reduce flooding,
reduce lead exposure and other public health threats, and create jobs; and
Whereas, the Town of Ulysses is vulnerable to extreme weather including deadly heat from
rising temperatures and flooding from severe storms that put people, properties and public
assets across the County at risk; and
Whereas, upgrading transportation and stormwater infrastructure, restoring natural
resources, growing urban forests, building green roofs and upgrading cooling centers will
reduce the impact of extreme weather, saving lives and money; and

Whereas, the COVID-19 pandemic demonstrated the importance of outdoor recreation and
access to fresh, local food, as people flocked to local parks and sought out healthy foods for
their families; and
Whereas, upgrades to facilities at state and local parks and preserves and the creation of new
outdoor recreational areas will benefit our region by protecting wildlife habitat, providing
more people access to nature, and creating jobs in the outdoor recreation economy; and
Whereas, the Clean Water, Clean Air, Green Jobs Environmental Bond Act of 2022 would
authorize the four billion, two hundred million dollars of bonds to finance critical
environmental restoration, clean water, and infrastructure projects across New York State;
and
Whereas, the funds would be targeted towards protecting clean water, reducing flood risk,
restoring natural resources, protecting open space and farmland, and reducing the pollution
that causes climate change; and
Whereas, the Clean Water, Clean Air, Green Jobs Environmental Bond Act of 2022 was passed
by the New York State Legislature as part of the 2022-23 New York State Budget and will
appear on the November 8, 2022, New York State General Election Ballot for voter approval;
and
Whereas, the Clean Water, Clean Air, Green Jobs Environmental Bond Act of 2022 includes
strong labor provisions and will support more than 84,000 family-sustaining jobs for New
Yorkers; and
Whereas, the Clean Water, Clean Air, Green Jobs Environmental Bond Act of 2022 would
enable New York State and Tompkins County to address pollution and public health threats in
disadvantaged communities by directing at least 35% with a goal of 40% of the measure’s
funding to address hazardous conditions in such communities; now, therefore, be it
Resolved, that the Town Board of the Town of Ulysses supports passage of the Clean Water,
Clean Air, Green Jobs Environmental Bond Act of 2022.
