HomeMy WebLinkAbout2022-09-22-STB-FINAL-minutes1 SPECIAL TOWN BOARD MEETING Discussion of 2023 Draft Tentative Budget Town of Ulysses Sept. 22, 2022 The meeting was held in person at the Town Hall at 10 Elm St., Trumansburg NY as well as via Zoom videoconference. Notice of Town Board meetings are posted on the Town’s website and Clerk’s board. Video recordings of meetings are available on Youtube at https://www.youtube.com/channel/UCWVIs--g9CpHIxdk9YxZyPw CALL TO ORDER: Ms. Olson called the meeting to order at 9:01am. ATTENDANCE: TOWN OFFICIALS In person: Town Clerk- Carissa Parlato Budget Officer- Michelle E. Wright Board members- Michael Boggs Building/Code Officer- Mark Washburn Via Zoom (under extraordinary circumstances as per Ulysses remote attendance policy): Supervisor- Katelin Olson Board member- Rich Goldman (excused at 9:56am), Roxanne Marino (arrived 9:19am) APPROVAL OF AGENDA: Mr. Boggs moved to approve the agenda as presented. This was seconded by Mr. Goldman and passed unanimously. NEW BUSINESS: Code budget discussion highlights: • 4% salary increase • New lines: Enforcement officer EQ & EQ Electric Vehicle Reserve- difficulty in procuring an electric vehicle so will continue to watch for one o Discussion of revenue lines for this expense- Mr. Goldman suggests leasing an electric vehicle due less capital outlay and quickly-changing technology • No changes expected to building permit revenue • Ms. Olson noted that there are plans to investigate the fee structure as soon as we have adequate staff to do so • Mr. Boggs wants to make sure that there is adequate time for enforcement in the budget • Discussion of comprehensive plan funds in the B Fund (not yet allocated to specific lines) Other B Fund line discussion: 2 • Water Admin lines: associated with paying the Highway Superintendent/Water Supervisor to participate in conversations about Water District 1 trouble-shooting as well as new water requests and water studies o Mr. Boggs questioned the calculation of reimbursement for more duties but not more time. Ms. Olson believes that it will be additional time needed. • Water study- engineering needs from water committee/study finds • Contingency fund line includes: o comp plan update if we do not get grant award o health insurance changes for current employees (will mirror the way this is budgeted for in the A fund) • Planning CE- funding for comp plan needs- in the revenue line under B3902 • Planning /Zoning Clerk PS- increased due to new admin position • Planning Internship for a Cornell masters program student potentially in the summer • Increase for training/subscriptions • Reserves in good shape • Ms. Wright noted that changes from the last few discussions are not yet shown in this draft. • B1120 line will be reduced due to a decrease in sales tax prediction for 2023 • Fund balance used as revenue for one-time expenses rather than on-going expenses28 ADJOURN Mr. Boggs moved to adjourn at 10:28am.
