SPECIAL TOWN BOARD MEETING #1
Discussion of Draft 2023 Tentative Budget
Town of Ulysses
Sept. 20, 2022
The meeting was held in person at the Town Hall at 10 Elm St., Trumansburg NY as well as via Zoom
videoconference. Notice of Town Board meetings are posted on the Town’s website and Clerk’s board.

CALL TO ORDER:
Ms. Olson called the meeting to order at 9:01am.
ATTENDANCE:
TOWN OFFICIALS
In person:
Town Clerk- Carissa Parlato
Budget Officer- Michelle E. Wright
Board members- Michael Boggs
Via Zoom (under extraordinary circumstances as per Ulysses remote attendance policy):
Supervisor- Katelin Olson
Board members- Rich Goldman
Highway Superintendent- Scott Stewart
APPROVAL OF AGENDA:
Mr. Boggs moved to approve the agenda with the addition of Water District discussions. This was
seconded by Mr. Goldman and passed unanimously.
NEW BUSINESS:
Water Districts budget highlights
Water Districts 1, 2, and 4:
• No major changes from the 2022 budget
Water District 3:
• Slight contingency increase
• Water Admin PS increase for supervision of water workers from Highway Superintendent as
well as discussions regarding formation of other districts
• Increased admin & transportation/distribution lines to upgrade items below which will be paid
for with a combination of reserves and ARPA funds:
o Meters
o Meter reader
o Meter reader software
o Billing software
(Agreement from Ms. Olson, Mr. Goldman and Mr. Boggs to use ARPA funding for this project).

• Increased cost for service contract for the aerator
• Increased cost for inventory of lead service lines
• Discussion of the town mandating meter pits rather than for liability purposes
• Mr. Boggs suggests quarterly chlorine and TTHM testing at the end of Cold Springs Rd due to it
being a dead end
• Formula created for determining water loss and user costs
ADJOURN
Ms. Olson adjourned the meeting at 10:13am.
