HomeMy WebLinkAbout2022-09-15-STB-FINAL-minutes1 SPECIAL TOWN BOARD MEETING Discussion of Draft 2023 Tentative Budget Town of Ulysses Sept. 15, 2022 The meeting was held in person at the Town Hall at 10 Elm St., Trumansburg NY as well as via Zoom videoconference. Notice of Town Board meetings are posted on the Town’s website and Clerk’s board. Video recordings of meetings are available on Youtube at https://www.youtube.com/channel/UCWVIs--g9CpHIxdk9YxZyPw. CALL TO ORDER: Ms. Olson called the meeting to order at 9:02am. ATTENDANCE: TOWN OFFICIALS In person: Town Clerk- Carissa Parlato Budget Officer- Michelle E. Wright Highway Superintendent- Scott Stewart (excused at 10am) Via Zoom (under extraordinary circumstances as per Ulysses remote attendance policy): Supervisor- Katelin Olson Board members- Michael Boggs (excused at 10:10am), Rich Goldman APPROVAL OF AGENDA: Mr. Goldman moved to approve the agenda as presented. This was seconded by Mr. Boggs and passed unanimously. NEW BUSINESS: Discussion Regarding Highway Funds A Fund highlights: • New line: Town Hall PS- for highway staff helping with town hall projects • Agreement to use $30k from fund balance into A fund reserves for salt shed rebuild in 2028 DA and DB Fund highlights: • Lines account for potential grant funding for non-point source pollution and culvert upgrades • Better control of overtime hours so lower numbers (by almost 50%) • Brush & weeds lines used for maintenance around signs and roadsides • Mower parts and chainsaws updated this year • Additions to reserves for bridge & capital equipment • 2023 retirement increase includes a new hire for next year • Additions to repair reserve for emergency road wash-outs, etc. Recreation Lines Discussion 2 • Decrease in # of hours for Director as program becomes more streamlined • Increase in camp staff PS due to minimum wage increase and additional staff to cover increased camp enrollment • Change in PS lines as those costs are actually paid as a stipend and come out of CE lines • NYS Health Dept increased background check requirements but a cheaper company will be used next year • New- Adult Community Rec program (taking this over from the school). Expenses will be minimal • Rec program fees do not cover the Rec director salary but do cover all other expenses ADJOURN Ms. Olson made a motion to adjourn at 11:39am.
