HomeMy WebLinkAbout2022-09-13-STB-FINAL-minutes1 SPECIAL TOWN BOARD MEETING Discussion on 2023 Tentative Budget Draft Town of Ulysses Sept. 13, 2022 The meeting was held in person at the Town Hall at 10 Elm St., Trumansburg NY as well as via Zoom videoconference. Notice of Town Board meetings are posted on the Town’s website and Clerk’s board. Video recordings of meetings are available on Youtube at https://www.youtube.com/channel/UCWVIs--g9CpHIxdk9YxZyPw. CALL TO ORDER: Ms. Olson called the meeting to order at 9:04am. ATTENDANCE: TOWN OFFICIALS In person: Supervisor- Katelin Olson (stepped out from 10-11am) Board members- Michael Boggs (excused at 11am), Roxanne Marino, Rich Goldman Town Clerk- Carissa Parlato Budget Officer- Michelle E. Wright APPROVAL OF AGENDA: Mr. Boggs moved to approve the agenda. This was seconded by Ms. Marino and passed unanimously. NEW BUSINESS: Discussion highlights from 2023 Tentative Budget draft: Fire budget: • Increased costs due to transition to an assessment-based model rather than a multi-year call average. Will be 75% assessment /25% call average • Other options for fire protection include using Ithaca or setting up our own company but neither seems better than current contract with Trumansburg • The village is still discussing getting a fire boat • The town is mandated to provide fire but not EMS • The staff is all volunteer, which keeps costs down EMS budget: • Continue to be billed based on call avg. • The Village is considering whether costs can be kept down by billing in-house • Due to lack of services in neighboring municipalities, Trumansburg ambulance has provided service. Concern about having enough equipment to service such a wide area • Question on what type of reimbursement the village gets when driving to far areas but not transporting 2 • Goals of increasing revenue and keeping costs to taxpayers low– discussion on increasing fees A fund : • Consideration of 4% increase for Town Board salary line • Clerk budget • Central communication- related to IT update- includes new annual subscription for Microsoft 365 • Contingency funds vs. the acct lines it may be spent out of o Possible creation of new acct line for transparency: a contingency benefits line • Several Rec PS lines moving to CE lines as they are stipends rather than wages • Reserve increases due to Town Hall improvements • Sales tax • Mortgage tax • Fund balance • Creation of a Town Hall facilities manager for improvements ADJOURN Ms. Olson made a motion to adjourn at 11:39am.
