Adjournment Item 04a MEETING OF THE ITHACA TOWN BOARD August 9, 2021 TB Resolution 2021 - : SEQR Forest Home Walkway Improvement Project Whereas, this action is the Forest Home Walkway Improvement Project(Town of Ithaca Tax Parcel No.66.-2-15), and Whereas, over the years, the Forest Home Walkway has fallen into disrepair and deterioration, with failed storm drainage systems, failed stabilization efforts, deteriorated handrails, and a misalignment of the path from pedestrian use, and Whereas, the Forest Home Walkway Improvement Project will provide the Town of Ithaca's residents with an improved and safe walkway, connecting Warren Road with Forest Home Drive, within the Forest Home Area, and Whereas, the above-described action is an Unlisted Action,pursuant to the State Environmental Quality Review Act, 6 NYCRR Part 617, and Town of Ithaca Code, Chapter 148 —Environmental Quality Review, for which the Town of Ithaca Town Board is acting as Lead Agency in an environmental review with respect to the Forest Home Walkway Improvement Project, and Whereas, the Town Board, on August 9, 2021, has reviewed and accepted as adequate the Short Environmental Assessment Form, Parts 1, 2, and 3 prepared by Town staff for this action; now, therefore, be it Resolved, that the Ithaca Town Board hereby makes a negative determination of environmental significance based on the information in the Short EAF Part 1 and for the reasons set forth in the Short EAF Parts 2 and 3 in accordance with the New York State Environmental Quality Review Act and Chapter 148 of the Town of Ithaca Code for the above referenced action as proposed and, therefore, neither a Full Environmental Assessment Form, nor an Environmental Impact Statement will be required. The existing walkway is 4-5 feet in width with a crushed gravel base and has a very steep slope. Over years of use, pedestrians have truncated the path off of Town-owned land, portions of the storm drainage systems appear to be failing, and several attempts to install steps and other means of stabilization have failed. Additionally,the existing handrail system is deteriorated and in need of replacement. The Town will need to obtain trail easements from adjacent property owners to make the necessary improvements to the walkway. The Town Board's approval of the project(including acceptance of these easements)requires a review and analysis of potential adverse environmental impacts. Part 3 should also explain how the lead agency determined that the impact may or will not be significant.Each potential impact should be assessed considering its setting, probability of occurring,duration,irreversibility,geographic scope and magnitude. Also consider the potential for short- term,long-term and cumulative impacts. The Town of Ithaca is proposing to improve the existing Forest Home Walkway,which runs between Warren Road and Forest Home Drive in the Town of Ithaca. The existing walkway is 4-5 feet in width with a crushed gravel base and has a very steep slope. The main elements of the improvement project include: reconstructing the walkway along its current alignment, upgrading and installing new drainage and stormwater facilities, resurfacing the walkway, and replacing the handrail system.The project requires obtaining two easements from adjacent property owners-one area on the upper part of the walkway off of Warren Road and the other at the lower end of the walkway at the Pleasant Grove Road/Forest Home Drive intersection. Redesigning the walkway to follow the current alignment is the least environmentally impactful option, as it will result in a shorter walkway that requires minimal grading and minimal impact on existing trees and vegetation.The improvements will allow the public much safer access and enjoyment of the Forest Home Walkway.The project is consistent with the Town's Park, Recreation and Open Space Plan and Comprehensive Plan. Regarding Part 1,questions 12a& 12b-The walkway is located within the Forest Home Historic District, and could also be in a location that contains archaeologically sensitive materials. However, given that the land in this area has been highly disturbed (walkway, golf course, residential development), it is presumed that any archaeologically sensitive materials would have been discovered with prior disturbances. Regarding Part 1,question 13a-Fall Creek is located approximately 160 feet away on Forest Home Drive.The project will require minor grading for portions of the walkway and for stormwater facilities. Sedimentation &erosion control plans will be implemented as necessary as part of the reconstruction to ensure that Fall Creek and surrounding properties will be unaffected. Regarding Part 1,question 15-The DEC's EAF Mapper program has identified Lake Sturgeon that might be located on the site. Lake Sturgeon is a protected fish species that is found within rivers and lakes, e.g. Cayuga Lake. It is nearly impossible that Lake Sturgeon would be located on the Forest Home Walkway, or on any of the properties within the area of the walkway. There are no anticipated short-term, long-term or cumulative adverse environmental impacts related to the proposed action.
