The guide evaluates the down- town environment, including parking, curb cuts, sidewalks, buildings, public telephones, and public bathrooms. Where buildings were found to be less than completely accessible, the guide pro- vides information on any accommodations that may be available. The Americans with Disabilities Act (1990) requires businesses to remove architectural and communication barriers where alterations are "readily achievable" or can be accomplished with little difficulty or expense. Where removal of barriers is not readily achievable, businesses must provide alter- nate methods of accommodating individu- als with disabilities, such as bringing prod- ucts to customers or providing services at other accessible locations. The information provided in this guide was based on physical surveys of each build- ing. This group engages in programs and activities that support the community and the downtown businesses, such as festivals and concerts. Downtown Ithaca, Inc. also runs a parking validation program whereby customers receive stickers for free parking in municipal lots with a qualified purchase. For more information call 277 -6333. The Special Children's Center provides a wide range of services to address the indi- vidual and often complex needs of people with disabilities and their families. Programs include: early intervention and preschool special education for children with devel- opmental delays and disabilities from birth to five years of age; health clinics for people of all ages; family services for families with a member who has a developmental disabil- ity; and residential services for children and young adults with developmental disabili- ties.
