Introduction
In September 1985 the City of Ithaca issued the Report on
Accessibility of City Programs, Activities, Services, and
Facilities to the Handicapped. Prepared by Planning Consultant
Carol Chock, under direction of the City's Section 504 Program
Coordinator H. M. Van Cort, the Report satisfied requirements of
The Revenue Sharing Act of 1972, as amended in 1976 and the
handicapped discrimination prohibitions of Section 504 of the
Federal Rehabilitation Act of 1983. Prepared after final
regulations were published by the Office of Revenue Sharing, (ORS),
(October 1983), the Report follows ORS suggested format.
Components include:
1) Designation of a responsible employee as Section 504 Program
Coordinator. (H.M. Van Cort, Director of Planning and
Development was appointed Program Coordinator, January 17,
1984.)
2) Public notice of a local policy against discrimination of
individuals with disabilities. (Notice was published in
Ithaca Journal on January 17, 1984.)
3) Adoption of a grievance procedure. ( A grievance procedure was
adopted by Common Council August 7, 1985.)
4) A self - evaluation concerning programs and activities, policies
and practices. (The self - evaluation was completed as part of
the 1985 Report.)
5) A transition plan identifying physical obstacles in
government facilities that limit the accessibility of programs
to people with disabilities and a detailed description of
methods to be employed to make facilities accessible. (The
transition plan was completed as part of 1985 Report).
The study that follows has been prepared under the direction of
Mayor Ben Nichols at the request of the Disability Advisory Council
and is meant to assess the extent of the City's follow -up to
recommendations in the 1985 transition plan, (pps. T1 - T12 of the
Report). The scope of this follow -up is limited.to accessibility
of City -owned property used by the public including buildings,
parking garages, ground -level lots, parks and all City streets,
sidewalks and curbs. Whereas ORS also requires that programs
provided by secondary recipients be made accessible to individuals
with disabilities, this information was not made part of the
original transition plan and is not part of this follow -up.
This study should be reviewed in conjunction with more detailed
information presented in the 1985 Report. The follow -up assessment
began with the preparation of a questionnaire and distribution to
staff responsible for City facilities. A copy of the 1985
transition plan was included with the mailing. Both the

questionnaire and the 1985 transition plan are in the Appendices.
Each questionnaire is keyed to an original survey number, 1 -13 *, as
presented in the transition plan. Following Survey #13, the
transition plan goes on to include general issues raised by the
public about Crosswalks and Walkways, Curb Cuts, Parking, Signage
for Visually Impaired, Telephone Service to Hearing Impaired,
Public Restrooms, and Aids for the Visually Impaired. These forms
are numbered 14 -20. While interpreting information presented in the
follow -up study please note the following:
Priority levels are defined in the 1985 transition plan as
follows:
(1) Top Priority -- required by Code, not a
major expense and /or a high usage area.
(2) Medium Priority -- situation presents
7 difficulty. May be required but presents
a major expense and /or is in a low -usage
area.
(3) Lower Priority - -not required by law, but
would ease accessibility. May have met
Code when built but is not up to new
standards.
(4) Implementation is extremely expensive.
Should be considered only if specifically
requested by residents. Desirable in the
future if funding is available.
The term "no response" indicates lack of any comment returned
on the questionnaire. The term "No action taken" indicates
that a recommendation was considered but not implemented.
Original responses to follow -up questionnaires are on file in the
Department of Planning and Development. In most cases, all
information given by respondents is included on the follow -up
survey form. The response from Lynn Gifford, Junior Engineer,
however, contains detailed information and is included as Appendix
iii. Copies of the 1985 Report on Accessibility of City Programs,
Activities, Services, and Facilities to the Handicapped and copies
of this follow -up study are available at the Department of Planing
and Development. Neither the Report or the study evaluate
potential new requirements accompanying the enactment of the
Americans with Disabilities Act of 1990.
* There was no response to Survey #12, Stewart Park. A needs
assessment, developed by the Disability Advisory Council in
' the summer of 1991 and submitted to Assistant Superintendent
of Public Works Rick Ferrell, is included as Appendix iv.

an extremely high liability risk for the City -- difficult to
defend in Court (mostly because it would be very unusual). Could
be evaluated for 4 -way stop intersections only.

paved path in the park along Adams St and building
all ramps at Auburn /Adams but one and all ramps at

Ithaca Falls Lake and Fall St

Owned by Cornell, maintained by City according to
Dan Schmohe
Could do ramp across from Falls St and ramp at NW
corner Falls /Lake- -but dangerous crossing. Could
pave path in park -- already well worn. 3 benches
near bridge. A handicapped parking space may work
well on the east side of Lake St-- fairly
expensive -- enforcement should be considered
Thompson between Casc. Creek, Cayuga and Madison
Accessible
All suggested ramps were built -- except at Madison
Bridge which is closed to pedestrians
Conway between Cascadilla St, Fourth and Madison
Accessible - -More improvements feasible
Don't know if ramp at west corner of park was
rebuilt since 1985 - -if not, need to know
specifically what's wrong with it. Curb cuts were
built to provide access across Cascadilla to Park
St. Two ramps are needed at Casc /Fourth.
Mid -block entrance proposed would be on Madison St
not Hancock -- however it's not feasible anyway - -a
mid -block crossing is generally hazardous and not
recommended. There's also a fence close to the
curb and no fence along Madison St.
Washington between Washington, Park, Court, and Buffalo

Only suggested improvement would be to provide

Current staffing levels do not allow time for every crosswalk to
be painted -- painting curbs without additional staff would result
in more unpainted crosswalks (not desirable). For estimated
cost, assume 50 intersections with 4 ramps per intersection, 30
bus stops, 10 benches, all inlets on Commons would be hand
painted yearly.
The work would require two seasonal laborers for 1 month every
year plus material costs.

Enclosed is a copy of a limited needs assessment of Stewart Park.
While I'm sure there will be some changes I would like you to have
this to give you some idea of what needs to be done to make the
park more accessible to all.

Stewart Park Needs Assessment
1. Parking (Appropriate number will will be determined by
scaling maps that have not arrived from the city.)
a) We suggest more appropriate parking in liew of
the more expensive alternative of building
sidewalks to connect all areas of the park.
b) Inclusion of more disabled parking along the east
and west drives of the park.
c) Parking at the tennis court area, and at lake front.
.. _ 2. Crew Dock Bathroom
a) At this time the ramp is not to code and there are
some design problems in the bathrooms.
3. Curb Cuts
a) At the present time access to all grassy areas is
limited /nonexistent. A large number of curb cuts will
need to be installed to make the park accessible.
4. Area between the big pavilion and the building to the east.
a) Telephone- Lowering of phone to the required height
and reach measurements. Provide curb cut to access
the phone.
b) Provide and mark with proper signage an accessible
route along the lakefront side of the big pavilion to the
accessible bathrooms. (The current route has some
severe surface condition problems.)
5. Snack Bar
a) Move soda machines to provide wheelchair access.
b) Limit reserved parking to15 minutes. (Make this area
for delivery only.) Doing this would keep people from
parking long term. Parking in this area blocks the only
wheelchair access to the snack bar.

6. Drinking Fountains
a) Provide smooth surface around drinking fountains.
b) Provide uniform height for fountains.
c) Provide handles to operate fountains that are
useable by all. �-
7. Provide wider entrances to tennis courts.
8. Foot Bridges
a) Re amp bridge approaches with appropriate
slopes.
9. Grill Heights
a) Grill heights were discussed. Two problems
occured: 1) Grill heights varied and, 2) How would
lowered grills be signed. The possibility of an
adjustable grill was mentioned.
