The meeting was held at the Ulysses Town Hall at 10 Elm Street, Trumansburg.
PRESENT:
Supervisor- Liz Thomas
Board members- Rich Goldman, John Hertzler, Nancy Zahler
Clerk- Carissa Parlato
Greater Tompkins County Municipal Health Insurance Consortium (GTCMHIC) chairperson, Don
Barber
ABSENT:
Board member David Kerness
Notice of Town Board meetings are posted on the website and clerk's board.
Ms. Thomas called the meeting to order at 8:12am.
DISCUSSION WITH MR. BARBER:
Mr. Barber discussed consortium policies and responded to questions from board members regarding
the following:
• Retiree coverage- the consortium is waiting for approval from the state to offer a supplemental
policy.
• Wellness pilot programs that are starting up in a few municipalities.
• A federal "Cadillac tax", which will be imposed in 2018.
• Getting an actuarial analysis on the cost of offering a 2 -person plan from Mr. Locey (as
compared to single or family plans).
• Exploring the concept of healthcare allowances. (The town would not be a part of the
consortium if it chose to do this).
• Raising employees' salaries instead of the town paying more for healthcare.
• The spectrum of plans offered by the consortium.
• Retirees need to be covered through the consortium unless there is approval by the consortium.
EXECUTIVE SESSION:
RESOLUTION 2014-104:
RESOLVED that the Ulysses Town Board move into executive session for matters relating to
the appointment, employment, promotion, demotion, discipline, suspension, dismissal or
removal of a particular person.
