Wade called the meeting to order at 12:35PM
Miscellaneous Plant Improvements – Tim Carpenter, Stearns & Wheler
Tim reported that the design phase of the Septage Receiving Facility is 90% complete and ready
to put out to bid. He distributed a description of the project and the new building. This includes
adding a third tank to the existing two tanks and a 16 x 80 foot building w ith natural lighting and
a contained chemical odor control system . The estimated cost is $1.92M - $2.1M.
At this time a resolution is needed to proceed to the bid process within a 1-2 month timeline.
The authorized amount of $135,000 for the design phase has been exhausted.
The Town’s of Ithaca and Dryden are required to br ing the details of the project and its cost to
their respective boards. The budge t numbers are needed to accomp any the resolution to be voted
on by the SJC.
Headworks Loading – Bill Davis, MRB Consultants
Bill presented an update on the progress of the headworks loading study and reported that the
hard copy of the draft report will be ready in the next 2 weeks. The first round of sampling took
place in May 2009 and the second round of sampling took place in October 2009.

The general param eters are very good with nothing of concern entering the plant. Everything is
within OSHA standards for worker safety.
The final report should be done by the May meeting.
There is no concern regarding the receivi ng of hydrolysate waste from Cornell.
Another update will be presen ted at the May SJC meeting.
Approval of March 2010 minutes – Moved by MaryAnn and seconded by Pat, Carolyn asked
to add “highly successful” Pharmaceutical Waste Collection to Ed Gottlieb’s presentation. The
motion passed without dissent.
Hank Spencer, an operator trainee at the plant, pr esented his idea of a entering a walking float in
the Ithaca Festival parade to promote public awar eness of the environmental impact the plant has
on the community. The idea was very well received by the members.
Energy Audit Study – Chris Kalwara, Johnson Controls
Chris was present as support for the Operator/Engineering Report.
Litigation – The board entered Executive Session to discuss current litigation.
The meeting resumed upon completion of Executive Session with no action taken.
Financial Report – Steve Thayer
Steve distributed the current financ ial activity for the past month.
The first quarter payments have been received fr om the partners. The second quarter payment is
due April 15 th .
The numbers for 2009 are nearly complete. The final fuel activity has not yet been received.
Expenses for 2010 are within budget. Curre ntly, revenues over expenses total $80,000

Excess revenues over expenses are $335,000 for 2009.
The only Capital Project expenditure for the pa st month is $35,000 to Stearns & Wheler for
CP416J (Miscellaneous Plant Improvements).
Operator and Engineering Report Summary – Dan Ramer/Scott Gibson
A notice of Violation was issued to Ice Builders, Inc. for an unauthorized discharge of ammonia
hydroxide from renovations at the Cass Park Ice Rink. We are recommending that we seek a
fine and reimbursement of attorney fees.

Staffing – One of our Operator Trainee’s resign ed and has accepted another position with
another municipality who offere d a substantially higher salary.
Energy Reduction Study – Johnson Controls has revised their cash flow projection to reflect the
impact of the $406,000 grant award anticipated fr om NYSERDA via the Town of Ithaca. The 5-
year capital plan should be discussed as it is relative to the JCI project.
Cornell Hydrolysate – Cornell has completed the work on the alkaline steam hydolysis unit and
will begin decommissioning the incinerator. Sta ff will be meeting with Cornell Environmental
Safety to discuss other pretreatment issues.
