Working Town Board Meeting
October 22 , 2013

Supervisor Thomas called the meeting to order at 7 : 05 PM .
Ms . Zahler moved, seconded by Ms . Thomas the following :
BE IT RESOLVED that the Town Board of the Town of Ulysses approves the agenda as
presented .

Ms . Thomas introduced Customer Relations Manager Barbara Blanchard from Municipal
Electric and Gas Alliance (MEGA) .
Ms . Blanchard gave some back ground on how MEGA was established and said that MEGA' s
mission is to achieve the most competitive prices for electricity and natural gas for its members
in order to minimize the cost of energy . MEGA also supports energy cost savings in the long-
term through promotion of energy conservation and development of alternative energy resources.
Ms . Blanchard gave more detail on how MEGA would benefit the Town. Ms . Blanchard
provided information for the Board to review and a list of counties, towns, villages, school
districts and other participants in MEGA .
Ms . Blanchard said that she would love to see the Town of Ulysses join.
Budget 2014
The Board continued to review the Budget for 2014 . Ms . Thomas provided copies of the most
recent version of the budget after the meeting of October 15 , 2013 . The general consensus of
the Board was that most areas were fine but the Health Insurance had some questions .
Ms . Tyler would like to see that line item reduced and pass a resolution to charge the employees
a larger percentage for their contribution .
Ms . Tyler moved, seconded by Mr. Romer the following :
IBE IT RESOLVED that the Town Board of the Town of Ulysses charge an additional 5 %
for employees that carry family coverage .

Defeated
Ms . Zahler proposed an alternative resolution; Ms . Zahler moved, seconded by Ms . Tyler the
following :
BE IT RESOLVED that the Town Board of the Town of Ulysses reduce A9060 Health
Insurance by $ 7139 and increase A1990 . 4 Contingency by $ 7139 .

The Board continued discussion of other areas in the budget. Hearing no further changes Ms.
Thomas moved, seconded by Mr. Kerness the following :
BE IT RESOLVED that the Town Board of the Town of Ulysses
adopts the tentative 2014 Budget and moves it to Preliminary.

The Board discussed dates for a public hearing to hear comments on the 2014 Preliminary
Budget; October 30 , 2014 at 6 : 30 PM was set for the public hearing . Ms . Georgia will advertise
the hearing .
Ms . Thomas feels that the Board should have one additional meeting before the Regular Town
Board meeting scheduled November 12 , to finalize the budget. November 7, 2013 was
scheduled for a Town Board Working meeting at 1 : 30 PM.
Hearing no further business Ms . Thomas moved, seconded by Mr. Kerness to adjourn the
meeting . Unanimously approved; meeting adjourned at 9 : 20 PM.

Brown, Mike Kamarck, Barbara and Carl West and Lawrence McCann.
Supervisor Thomas called the meeting to order at 6 : 45 PM .
Proof of publication was presented.
Environmental Planner Darby Kiley reviewed the proposed "ZONING LOCAL LAW #3
AMENDMENT OF ARTICLE XX — NON-CONFORMANCE".
Supervisor Thomas reviewed the procedures for the public hearing and asked if anyone wanted
to speak.
Hearing no comments or questions Ms . Thomas stated that the Town will take written comments
until 4 PM on November 4, 2013 . The Board is scheduled to vote on the proposed Local Law at
their November 12, 2013 meeting .
Ms . Thomas moved, seconded by Ms . Zahler to close the public hearing . Unanimously
approved; public hearing closed at 7 : 01 PM.
