HomeMy WebLinkAbout2013-07-02-PB TOWN OF ULYSSES PLANNING BOARD MINUTES 07/02/13 Approved August 13, 2013 Present: Chairperson Ken Zeserson, Board Members : Sarah Adams, Stan Beames, Rebecca Schneider, John Wertis, Environmental Planner Darby Kiley Excused : Peter Fry, Rod Hawkes Call to order Mr. Zeserson called the meeting to order at 7 : 00 pm, he asked the members to review the agenda. Agenda Ms . Adams stated she would like to review who will be able to attend the 07/ 16/ 13 meeting. Ms . Schneider asked Ms . Kiley what the logic was for the changes in the lakeshore zoning that was recommended by the Ad Hoc Committee . Ms . Kiley presented to the Town Board the recommendations of the Ad Hoc Committee, which ended with two members working on the water depth/dock length issue separately . The recommendations there were made after the Ad Hoc Committee finalized their work was presented as a recommendation of individuals , not the entire committee . Ms . Schneider stated she was frustrated with this . A lot of people volunteered a lot of time to review and update the zoning language . It seems to be a waste of time for her and others if the Town Board throws chunks of information out of the draft they made . She does not feel like the Town Board is supporting the work they do . Minutes Mr. Zeserson noted the minutes for 06/04/ 13 and 06/ 18/ 13 need to be approved. Ms . Kiley stated she had found the subdivision that she thought had not been approved did in fact receive Planning Board approval . She revised the resolution to reflect this correction. Mr. Zeserson MADE the MOTION , Mr. Wertis SECONDED the MOTION to approve the minutes of 06/04/ 13 as presented . Unanimously approved, MINUTES APPROVED . Mr. Wertis MADE the MOTION, Mr. Zeserson SECONDED the MOTION to approve the minutes of 06/ 18/ 13 as presented . The vote was taken as follows : Ms. Adams Abstained Mr. Beames AYE Ms . Schneider AYE Mr. Wertis AYE Mr. Zeserson AYE MINUTES APPROVED . Review of Comprehensive Plan for priority action items (for potential grant funding) Ms. Kiley reviewed the information sent via email . Her concerns were that Ulysses was not in a position to get the funding on their own with the criteria outlined in the grant. Representatives from several municipalities of TCCOG are meeting to determine if there would be sufficient projects to apply for a joint municipal or county- level . She would be attending this meeting . She noted Crystal Buck had previously done the conservation area plan for the county and moved out of the area. She is back in Tompkins county thus she Planning Board 2 July 2 , 2013 may be a resource to assist the county or towns with open space planning, UNA ' s etc . She will report back to the Board at the next meeting . Mr. Zeserson left the meeting at 7 : 40pm . Develop a work plan for an Open Space plan The members continued to discuss open space, the following is a summary of the discussion. Linking open space to planning and development relevant to resources of town. Overlay maps would help ; for example : forests, wetlands, UNA ' s, recreational areas . Announce and encourage resident participation, determine the areas, gather input, then rank/score the areas . Working landscape, e . g . farms, vineyards, these help water retention which is vital for our town. The majority of residents are on well water. Black Diamond Trail project could be used for applying for grants . It was noted the town has been exceptionally supportive and helping with the culverts and other assistance as needed . Ms . Kiley stated that State Parks has money in their capital budget to do a majority of the trail design and construction. The county has vacant land along 96 . If land goes to the county and they feel it would be a resource for open space they contact NYS Parks for possible purchase. This is true for foreclosed properties, tax sales . Ms Kiley stated County Planning does send a notice to the town alerting them in case of interest. Route 96 Corridor study encouraged growth, yet the desire to maintain natural buffers between Jacksonville and Trumansburg was noted . Another area with a good view is near Brownie ' s old space, which has open space with a vista. Would the town consider purchasing property. The issue of where does the money come from, management of the lands and liability. Possibly establishing donations for the purchase of open space . Ms Kiley stated Sharon Heller at county or Josh from the Town of Dryden might be able to help with maps for $24-$30/hour. We do have some budget money for mapping and she will inquire and report back at the next meeting . The meeting adjourned at 8 : 00pm.
