HomeMy WebLinkAbout2012-03-27-STB Town of Ulysses Special Town Board Meeting March 27, 2012 Present: Supervisor Roxanne Marino ; Councilpersons Elizabeth Thomas, Lucia Tyler, David Kerness ; Darby Kiley, Environmental Planner; Robin Carlisle-Peck, Recording Secretary. Absent: Councilperson Kevin Romer Others present : Joan Jurkowich, Andrew Glasner, and John Wertis . Supervisor Marino called the meeting to order at 7 : 00 p . m. Vouchers Several bills arrived right after the last Board meeting that Ms . Marino felt should be paid. The bills were reviewed . Ms . Marino moved, seconded by Ms . Tyler the following : BE IT RESOLVED that the Town Board of the Town of Ulysses approve voucher' s 121 thru 124 in the amount of $ 1 ,374 . 37 . Ms . Marino aye Ms . Thomas aye Ms . Tyler aye Mr. Kerness aye Adopted Joan Jurkowich, Tompkins County Planner Ms . Marino welcomed Ms . Jurkowich, Tompkins County Planner. Ms . Jurkowich gave a presentation on "Building Vibrant Communities in Tompkins County : A Development Focus Areas Strategy. The Board and the attendees discussed the initiative with Ms . Jurkowich . Local Assessment Review Appointment The Town is short one person for the Tompkins County Local Assessment Review that takes place in May. Ms . Thomas moved, seconded by Ms . Tyler the following : BE IT RESOLVED that the Town Board of the Town of Ulysses appoints Cheryl Thompson to the Tompkins County Local Assessment Review. Ms . Marino aye Ms . Thomas aye Ms . Tyler aye Mr. Kerness aye Adopted Special Town Board Meeting 2 March 27, 2012 Computer Security Resolution New York State Technology Law Section 208 establishes procedures to be followed to notify affected individuals in the event of a breach of a computer security system and requires municipalities to adopt a notification policy or local law consistent with these procedures . A resolution is being prepared for computer security that will be introduced at the April 10t Regular Town Board meeting . Rules and Procedure The Rules and Procedure policy is being updated and Ms . Thomas would like the Board to review and let her know of any changes they would like to see. The Board discussed the policy and made some minor changes that Ms . Thomas will incorporate . The policy will be updated and the new version will be emailed to the Board for review. Fair Housing Resolution Ms . Thomas moved, seconded by Mr. Kerness the following resolution: WHEREAS , April 11 , 2012, marks the 44th anniversary of the passage of the U . S . Fair Housing Law, Title VIII of the Civil Rights Act of 1968 , as amended, which enunciates a national policy of Fair Housing without regard to race, color, creed, national origin, sex, familial status, sexual orientation, and handicap, and encourages fair housing opportunities for all citizens ; and WHEREAS, Town of Ulysses, as well as Ithaca Board of REALTORS®, are committed to highlight the Fair Housing Law, Title VIII of the Civil Rights Act of 1968 , by continuing to address discrimination in our community, to support programs that will educate the public about the right to equal housing opportunities, and to plan partnership efforts with other organizations to help assure every American of their right to fair housing . NOW, THEREFORE BE IT, that the Town of Ulysses, does hereby resolve that April 2012 , being Fair Housing Month, begins a year-long commemoration of the U. S . Fair Housing Law in Tompkins County and urges all citizens to wholeheartedly recognize this celebration throughout the year. Ms . Marino aye Ms . Thomas aye Ms. Tyler aye Mr. Kerness aye Adopted Recreation Partnership The Recreation Partnership agreement the Town has will be due for re-signing . This document will be emailed to the Board for their review. Special Town Board Meeting 3 March 27, 2012 EMS Ms. Marino emailed the Board on March 20, 2012, regarding setting a meeting on April 17, 2012, where Town Attorney Marlette Geldenhuys will attend to go over a memorandum on "shared services" that she will email the Board. Ms . Thomas has been working on a flow chart to indicate the options for providing EMS service for the Town of Ulysses and other information for the Board to discuss . This information will be emailed to the Board for review. Ms . Marino is also working on information to be reviewed. The Board reviewed a draft of the flow chart at the meeting . The Board has to determine the most feasible information to put forth at a public information meeting, but before that the Board would like to set down with the Village Board .
