HomeMy WebLinkAbout2011-12-05-STB Town of Ulysses Special Town Board Meeting December 5 , 2011 Present : Supervisor Roxanne Marino ; Councilpersons Elizabeth •Thomas, Lucia Tyler, David Kerness and Kevin Romer; Environmental Planner Darby Kiley; Zoning/Planning Secretary Robin Carlisle Peck. Supervisor Marino called the meeting to order at 7 : 01 p .m . She is adding an Executive Session to discuss legal matters as the last point of business on the agenda. dSGEIS Comments Ms . Thomas presented the dSGEIS comments as prepared by her and Ms . Kiley. She apologized for not getting them to the members sooner. She reviewed them briefly. The Tompkins County Environmental Management Council comments were just received . Ms . Kiley stated she had the Stormwater Coalition comments to forward to Ms . Thomas as well . The members discussed how to proceed. The Board agreed they would forward all comments to Ms . Thomas by 5 : 00 p .m. Friday, December 9, 2011 . She will compile and redistribute the comments to the members by Monday, December 12th . Ms . Tyler stated she would like a letter written to the Governor Cuomo as well . The feeling was there would be too much information in comments ; they would like to express their concern regarding Home Rule, Health and Environment, and Socio-Economic issues for this Town . The members agreed this would be a good action item to include with this process . The Board will review the comments at the December 13th meeting. Holiday Gathering for Employees Supervisor Marino stated there were concerns with the selection for the meal . Some Board members felt that sandwiches were not enough to offer for dinner. Ms . Thomas made the motion, seconded by Mr. Kerness BE IT RESOLVED that the Town Board of the Town of Ulysses approves to pay for sandwiches and dinners for the employee ' s at the Holiday Party. Ms . Marino aye Ms . Thomas aye Ms . Tyler nay Mr. Kerness aye Mr. Romer nay Adopted MS Supervisor Marino stated the current contract for Fire and EMS service expires at yearend. The Village returned the same document this Board had asked to have changed. The Board discussed the message they would want to get to the Village Board . A straw vote indicated 4 of the 5 Board members would not sign the current document as presented by the Village. Ms . Thomas offered to bring this up at the Village Board meeting on Monday. Mr. Romer stated he would be in attendance as well. The Board reviewed the document again and will forward to Ms . Geldenhuys additional comments to review . The revised contract will be presented to the Village Board rather than the Village ' s attorney handling the EMS project. The Board concurred that if the Village rejects the contract as presented the Board would like to hold a meeting with 2 representatives from each Board, and if desired the municipalities ' attorneys . It was noted the attorneys would not be speaking but would be available for legal consultation. The Board agreed that if it comes to the smaller meeting, Mr. Romer and Ms . Thomas would represent Ulysses due to their experience with Emergency Management and Village, respectively. TOWN OF ULYSSES 2 Special Town Board 12/5/2011 A big concern with the Town of Ulysses Board is what happens after January 1st if there is no contract. Would the Village consider extending last year' s contract by 6 months? The members agreed this would be a viable alternative and authorized Mr. Romer to submit this offer. Ms Marino stated she has not been successful in communicating the Town ' s concerns to Mayor Petrovic . . It was noted that . a Public Hearing for the Fire Protection Contract is necessary. The hearing date was set for December 19, 2011 , 7 : 00 p .m. Ms . Carlisle Peck will do the Legal Notice for the Public Hearing. If the situation changes, the Board can cancel the meeting later. Mr. Kerness made the motion, seconded by Mr. Romer BE IT RESOLVED that the Town Board of the Town of Ulysses rejects the contract for Emergency Management Services as presented by the Village of Trumansburg dated 12/02/ 11 . Ms . Marino aye Ms . Thomas abstain Ms . Tyler aye Mr. Kerness aye Mr. Romer aye Adopted January Meetings Supervisor Marino stated that the Board needs to have an organizational meeting in early January. It should be before the regularly scheduled meeting. Mr. Kerness asked if they could preview the information and complete the process by exclusion. The members agreed this would be a good way to do this . The Organizational Meeting was set for January 6, 2012, at 8 : 30 a.m. The group adjourned to Executive Session at 9 : 13 p .m . Executive session ended at 9 : 50 and the Board meeting was reconvened. The meeting was adjourned by unanimous vote at 9 : 55 pm. Respectfully submitted, Robin Carlisle Peck Secretary
