Special Town Board Meeting
September 15 , 2011

Present: Supervisor Roxanne Marino ; Councilpersons Elizabeth Thomas, Lucia Tyler, David
Kerness and Kevin Romer; Town Clerk Marsha L. Georgia; Zoning/Environmental Planner
Darby Kiley.
Others Present : Peter Houghton, Richard Mekeel, Ken Zeserson and George Kennedy
Ms . Marino opened the meeting at 7 : 05 p .m. and turned it over to Mr. Kerness who is the Town
Board liaison to the Planning Board and also serves on the Lakeshore Committee .
Mr. Kerness said he wanted to start out by thanking everyone who worked very hard on putting
the draft zoning law and presentation together. Mr. Kerness said that the fundamental
information originally came from the survey done for the Comprehensive Plan. Mr. Kerness
turned the meeting over to Don Smith, Chairman of the Lakeshore Zoning Committee and Rod
Hawks, Planning Board Member.
Mr. Smith and Mr. Hawks presented the Board with the draft Lakeshore Zoning. * *This can be

Purpose
The purpose of Lakeshore Zoning is to protect the fragile environment of the lakeshore area east
of New York State Route 89 and Maplewood Road to the centerline of Cayuga Lake. Among the
important natural and ecological features of the Lakeshore Zone are steep slopes, mature forests,
fragile cliffs, tributaries and seasonal creeks feeding into Cayuga Lake . In recognition of its
natural and ecological significance, much of the Lakeshore Zone has been designated by the
Tompkins County Environmental Management Council as Unique Natural Areas and, as such,
preserving and sustaining this fragile environment shall be accomplished by creating a regulatory
framework through which limited development may occur with minimal environmental impact.
It is further the purpose of Lakeshore Zoning to develop design standards for houses, docks, boat
hoists/lifts, and accessory structures that create a harmonious effect for the natural environment
and the residents .
After the presentation the Board asked questions and pointed out different areas for more
clarification.
The committee will reconvene and find out the answers and if needed the document will be
revised.
Hearing no further business, Ms . Marino moved to adjourn to Executive Session, seconded by
Ms. Thomas. Unanimously approved and meeting adjourned to Executive Session at 9 : 30 p .m.
Meeting reconvened and Ms . Marino moved, seconded by Ms . Thomas to adjourn meeting at
9 : 35 p .m.
