August 25 , 2011
Present: Supervisor Roxanne Marino ; Councilpersons David Kerness, Elizabeth Thomas,
and Kevin Romer; Deputy Supervisor Sue Poelvoorde .
Absent : Councilwoman Lucia Tyler
Supervisor Marino called the meeting to order at 6 : 37 pm .
Ms . Marino explained that Ms . Tyler is attending the Healthcare Consortium meeting.
Minutes
Ms . Thomas moved, seconded by Mr. Kerness the following :
BE IT RESOLVED that the Town Board of the Town of Ulysses approve the
minutes of the Regular Town Board meeting of August 10, 2011 , as corrected.

MS4 Annual Report
The MS4 Annual Report was discussed.
Ms . Thomas moved, seconded by Ms . Marino the following :
BE IT RESOLVED that the Town Board of the Town of Ulysses approve the
2011 MS4 Annual Report for Stormwater.

Cleaning Contract
Ms . Thomas moved, seconded by Mr. Kerness the following :
BE IT RESOLVED that the Town Board of the Town of Ulysses approve the
contract to hire Melanie Steverson-Jarvis for the cleaning position at a price of
$643 monthly.
Further Resolve that the Town Clerk ' s office will be the liaison for the cleaning
person.

Town Hall Maintenance — Small Projects

Ms . Marino said that it makes sense to have the Clerk ' s office handle small building
maintenance problems at Town Hall and leave the bigger maintenance issues to Mr.
Rachun or Ms. Marino . The Town Board agreed with Ms . Marino ' s proposed change .
Lake Shore/Conservation Zoning Meeting
The final drafts of the two new proposed zoning districts will be presented to the Town
Board by September 2°a . On September 15 , 2011 , the Lake Shore Committee will
present the proposed zone to the Town Board.
Ms . Marino said that Jonathan Kantor is working with Mr. Rachun on the changes to
Article III. These changes will be reviewed by Ms . Kiley and the Planning Board.
Bergmann' s will mesh all of the zoning changes, including the Lake Shore Zone,
Conservation Zone and Article 3 , into an updated Zoning Law that can be put out for
public comment through a public hearing process .
2012 Budget
Ms. Marino reviewed the procedures for the budget process . The tentative budget must be
presented to the Town Board by the Town Clerk by October 5th, then the preliminary
budget needs to be adopted before a public hearing can be set and that has to be done by
the Thursday following the election and adopted by the end of November.
The Board discussed the dates for the up-coming meetings . The Board talked about
changing the regular meeting to Monday, November 7th (will check to see if the Village
Hall is available) .
Ms . Marino said that the Broad has to take into consideration the property cap of 2% .
Ms. Marino has asked for clarification from the NYS Comptroller' s Office on the rules
for the property tax cap . Ms . Marino explained different scenarios to the Board.
EMS
The Board had a long discussion on the EMS situation with the Village of Trumansburg.
A meeting is set for Monday, September 29th with the Village on this topic .
Mr. Romer will contact Bangs to get a proposal on the cost for ambulance service. It was
discussed that Bangs attend the Town Board meeting on September 13th
The Board discussed the impact of the Fire/EMS Budget on the Town ' s budget.

The Board further discussed other meetings and will finalize these on September 13 ,
2011 .
Hearing no further discussions, Mr. Kerness moved, seconded by Ms . Thomas to adjourn
to Executive: Session for a personnel matter at 9 : 20 p .m.
Board reconvened and adjourned the special board meeting.
