Special Town Board Meeting
April 27 , 2010
Present : Supervisor Roxanne Marino ; Councilpersons Elizabeth Thomas and Lucia Tyler;
Deputy Town Clerk Patricia Halloran .
Others present : Aaron Munzer, Ithaca Journal Reporter.
Absent : Councilpersons David Kerness and Kevin Romer; Deputy Supervisor Sue Poelvoorde
and Town Clerk Marsha Georgia.
Supervisor Marino called the meeting to order at 6 : 30 p . m .
Ag and Farmland Protection Plan
Ms . Marino said that originally the meeting was scheduled to review the Ag and Farmland
Protection Plan as the main topic but several issues need to be resolved before taking up the time
of the Town Board . Comments have been received from the Tompkins County Agriculture and
Farmland Protection Board and there are more edits to be made.
Contract for Consultant to Assist Highway Department
Ms . Marino previously distributed a proposal from LaBella. She and Mr. Meeker met with Dan
Walker, LaBella' s engineer, to iron out some concerns . Mr. Meeker is in support of moving
forward on this . The money is in the 2011 Budget.
Ms . Marino moved, seconded by Ms . Tyler the following :
BE IT RESOLVED that the Town Board of the Town of Ulysses accepts the April 8 ,
2011 , bid from LaBella Associates to provide implementation to assist the Town of
Ulysses in a Pavement Management System using the Road Surface Maintenance System
program.

New Position - Planner
Ms . Marino sent the job description, discussed at the last Town Board meeting, to the County
Personnel Department for their review and acceptance. Ms . Marino heard back from Steve Estes
who thinks it is fine and that it will be formally approved, though it is not yet. The Board
discussed time, salary and benefits in reference to this new position and what was put into the
2011 budget to hire a replacement for the Zoning Officer.
Personnel Policy
The Policy is under review and the Board discussed several areas of what is being discussed,
particularly the different Classes, healthcare and benefits in general .
Local Law # 1 2011

The Local Law # 1 2011 to establish the position of a Second Deputy Supervisor was adopted by
the Board on March 12 , 2011 . There was a question regarding whether to wait 45 days to file the
law. Ms . Geldenhuys clarified that the 45 -day period was not necessary and the law should be
filed in 20 days . The procedure for filing is Ms . Georgia certifies the law, mails it to Ms .
Geldenhuys for her signature and then files it with the State . Ms . Georgia is out of town and the
Board can authorize another officer of the Town to do this to move it forward.
Ms . Tyler moved, seconded by Ms . Marino the following :
BE IT RESOLVED that the Town Board of the Town of Ulysses designates Supervisor
Marino to certify the final adoption of Local Law # 1 2011 and forward it on to the
Secretary of State .

The Board discussed the pay rates for the 2 deputies .
EMS
The Village Board asked the Town Board to create a list of questions that the Town Board would
like answered regarding establishing a separate department for the EMS and the contract for the
service. Ms . Marino has received very few questions . The Board discussed a few questions that qq
they have come up with and some that Ms . Geldenhuys says that they need answered . The
Board will work on this further and compile a list for the Village. Ms . Thomas will chair this .
The Board further discussed other information about the Fire Contract .
Meeting with the Planning Board & Town Staff
This meeting was scheduled for May 11 , 2011 , to talk about issues and changes with the zoning.
Mr. Zeserson, Chair of Planning Board will be out of Town on that date . Ms . Thomas will work
on re-scheduling for June.
Update on the Black Diamond Trail
Ms . Marino has been talking with Mr. Meeker and he will be doing more of the culvert work but
he needs to know the priorities . This needs to be followed up with State Parks . Construction of
the bridges may dictate priorities .

Ms . Marino moved, seconded by Ms . Thomas to adjourn the meeting. Unanimously approved
and meeting adjourned at 8 : 35 p .m .
