Georgia, Deputy Supervisor Sue Poelvoorde. Absent : Councilman Kevin Romer Others Present : No one from the public present. Ms . Marino called the Public Hearing to order at 7 : 00 P .M . and provided proof of publication of the hearing notice in the Ithaca Journal . The purpose of the public hearing is to hear comments on the adoption of the Fire and EMS Contract with the Village of Trumansburg. No verbal or written comments were heard. Georgia. Supervisor Marino called the meeting to order. Fire and EMS Contract with the Village of Trumansburg Ms. Marino moved, seconded by Ms. Thomas the following: BE IT RESOLVED that the Town Board of the Town of Ulysses authorize Supervisor Marino to sign the 2011 Fire/EMS Contract with the Village of Trumansburg in the amount of $378,938. 53 . It also assumes that the Town engages professional planning help ASAP in 2011 to assist in developing the necessary language, standards, and maps needed for Phases 1 & 2 and the parallel re-zoning request. 1 i I i I i i a Special Town Board Meeting January 25 , 2011 Ms . Marino moved, seconded by Ms . Tyler the following : BE IT RESOLVED that the Town Board of the Town of Ulysses accept the proposed timeline to use as a work plan to move forward with the revisions of the 2007 Zoning Law . Ms . Marino aye Ms . Tyler aye Ms. Thomas aye Mr. Kerness nay Mr. Romer aye Adopted Agreement for Professional Services Ms . Marino moved, seconded by Ms . Thomas the following : BE IT RESOLVED that the Town Board of the Town of Ulysses approves to enter into an agreement for "Professional Services" , as outlined in Draft agreement provided by Jonathan Kanter, AICP, dated 1 / 19/2011 , with Jonathan Kanter, and Further Resolved that the term of this Agreement shall be from January 31 , 2011 , through December 31 , 2011 , and the pay for the services rendered at a rate of $25 . 00 per hour and not to exceed $2 ,000 unless otherwise authorized by the Town of Ulysses Town Board. Thomas aye Mr. Kerness aye Mr. Romer aye Adopted Re-Zoning Request Mr. Rachun asked the Town Board if they could pass a resolution stating the direction that the Planning Board should follow on the request for the re-zoning application for the property at 1520 Trumansburg Road. The Board discussed the application. Ms . Marino moved, seconded by Mr. Romer the following : Special Town Board Meeting 4 January 25, 201 1 BE IT RESOLVED that the Town Board directs the Planning Board to review the Site Plan provided by the applicant as part of the request for re-zoning of the parcel at 1520 Trumansburg Road from Business to Light Industry, and make a recommendation to the Town Board that includes specific reasons in support of the recommendation. In reviewing the Site Plan, the Planning Board shall consider how the proposed project fits with Article 1 . 1 of the Town of Ulysses Zoning Law (Purpose) as well as any review criteria under Article 3 .4 . 5 as they deem appropriate and necessary to make a recommendation on the re- zoning request. Further resolved that the Town Board will make a decision on whether or not to approve the re-zoning request after reviewing the recommendation from the Planning Board . If the request for re-zoning is approved, the Planning Board would next complete all aspects of a Site Plan Review as per the Town of Ulysses Zoning Law Article III . Ms . Marino aye Ms . Thomas aye Mr. Kerness aye Mr. Romer aye Adopted Resolutions for the Annual NYS Association of Towns Meeting The annual meeting of the Association of Towns will take place in February and Ms . Tyler will be representing the Town at the annual meeting. The Board reviewed the resolutions to be voted on at the annual meeting. Ms . Marino moved, seconded by Ms . Thomas the following : For the purposed 2011 legislative resolutions for the NYS Association of Towns annual meeting in February . BE IT RESOLVED that the Town Board of the Town of Ulysses instruct our delegate Ms . Tyler to cast a vote of yes for resolutions 1 through 10 and abstain on resolution # 11 . Ms . Marino aye Ms . Thomas aye Mr. Kerness aye Mr. Romer aye ®I Special Town Board Meeting 5 January 25 , 2011 Adopted Upcoming EMS Meeting with the Village of Trumansburg The Board discussed the information provided by the Village regarding the meeting scheduled for January 26 , 2011 , at 6 : 00 P . M. at the Trumansburg Fire Department and the agenda that the Village provided . The Board discussed the RFP that Mr. Romer and Mr. Kerness provided to the Board. The Board agreed that they would like to review and discuss this further before it is shared with the Village of Trumansburg and the Towns of Hector and Covert. The Board discussed the legal opinions they received on "insurance only"billing . Mr. Romer moved, seconded by Ms . Tyler the following : WHEREAS , the Town of Ulysses has received two legal opinions from their Attorney dated October 11 , 2010 and November 09, 2010 on the advisability of insurance only billing, THEREFORE BE IT RESOLVED the Town of Ulysses Town Board does not support any plan involving insurance-only billing at this time. Marino will contact the Village prior to the meeting to request that the order of the agenda be changed, request that other Board members get an opportunity to ask questions and comment and also allow the Board ' s attorney to ask questions and make comments . RFP for Traffic and Roadway Engineering Services for a Roadway Assessment Study Covering Industrial Impacts in Three Tompkins County Towns Ms. Marino said that the RFP that was prepared by Tompkins County Planning Department on behalf of the Towns of Caroline, Enfield, and Ulysses is ready to be distributed. The last date to request information was January 21 , 2011 . The proposals are due back by February 4, 2011 . Cleaning Contract Special Town Board Meeting 6 January 25, 2011 The Board reviewed the contract that the Town has for cleaning the Town Hall weekly. Ms . Marino moved, seconded by Ms . Tyler the following: BE IT RESOLVED that the Town Board of the Town of Ulysses revise the Cleaning Contract by: • Add under Task # 1 that the bathrooms be cleaned twice a week; once on the weekend and an additional time on the Wednesday following court. • Add that the time spent cleaning shall be approximately 8 hours per week.
