 Minutes of Special Meeting
 March 19, 2015 Present: Supervisor: Ric Dietrich Councilpersons: Rebecca Brenner, Leslie Connors, Jim Holahan, Jack Miller Others Present: Town Clerk Pamela Goddard Code Enforcement Matt Cooper, Sue Beeners Public Paul Hanson. The Danby Town Board Special Meeting was opened at 6:07pm Appoint Local Advisory Board of Assessment Review Clerk Goddard reminded the board that representatives need to be appointed for the spring Local Advisory Board of Assessment Review. Connors reported contact witg Gould Colman and Tom Seaney. They are willing to serve again in 2015. RESOLUTION NO. 44 0F 2015 - APPOINT LOCAL ADVISORY BOARD OF ASSESSMENT REVIEW Resolved, that the Town Board of Town of Danby appoints Gould Colman and Tom Seaney to the 2015 Local Advisory Board of Assessment Review. Moved by Connors, Second by Holahan. The motion passed.
 In Favor: Brenner, Connors, Holahan, Miller, Dietrich Set Special meeting The Town Board set the date of Wednesday, April 8 at 7:00pm for Special meeting for community discussion/information regarding the Nelson Road Unity House facility. There was a brief discussion about this meeting. A letter from Supervisory Ric Dietrich will be sent, inviting representatives from the offices of the NYS Police, the Tompkins County Advocacy Center, Senator James Seward and Assemblywoman Barabara Lifton. The letter was reviewed and approved by the town board. The Town Board set a Special Town Board meeting for 6pm, immediately preceding the Unity House informational meeting. The purpose of this meeting is to continue with actions and discussions pending from the March 16 agenda. Discussion - Code Enforcement Office Staffing The Town Board had an extensive discussion with Code Officers Matt Cooper and Susan Beeners regarding the need to hire new staff. The Code Officers and Supervisor described a plan through which staffing of the Code Office would be reorganized to better meet the needs of the town. They proposed that there be one “Zoning/Code/Fire Officer” working full-time at 40 hours a week and one “Planner” working part-time, up to 30 hours a week. Cooper will be leaving his position in the next few months, to pursue higher education. Beeners and Cooper have identified a strong candidate for the Zoning/Code/Fire Officer position. Paul Han- son, a Danby resident in the building trade, worked at one time with the Town of Ithaca Code Office. Hanson is experienced in “green building” and shares Cooper’s interests in sustainability measures. The Town Board interviewed Paul Hanson. He was asked about his experience, interests related to energy efficient building and sustainability measures, and reasons for seeking this position. Super- visor Dietrich informed Hanson that the position will be posted through County Personnel and that Hanson will need to fill out an on-line application. Discussion of wages for the two positions which will be open in the Code Office. Cooper and Beeners proposed dollar amounts which would be in keeping with the existing town budget for 2015. Through their proposal, there would not need to be a budget adjustment for 2015. Discussion of Planner position. Due to medical disability, Beeners is only able to work 8-10 hours per week. She can do this through the end of the year. Beeners advised that a qualified Planner, will- ing to work part-time on issues before Danby, may be hard to find. A solid candidate for this position has not been identified. There was a discussion of different options, including contracting with a planning consultant or planning firm, to fill this need. !
