REGULAR MEETING The Regular Meeting of the Town of Groton Planning Board was called to order by Chairman Mark Baxendell at 7:30 p.m. APPROVAL OF MINUTES – 21 APRIL 2022 A motion was made by Member Sam Rose to approve the Town of Groton Planning Board Minutes of 21 April 2022, as submitted The motion was seconded by Member Monica Carey, with the vote recorded as follows: Ayes: Member Baxendell Nays: None Member Brockway Member Carey Member Neuhauser Member Maloney Hahn Member Rose Member Cerretani Motion carried. This becomes Action #16 of 2022. OLD BUSINESS NONE. NEW BUSINESS Route 34B Self Storage, Applicant/Reputed Owner – 974 Peruville Road – TM #35.-1-25.2 –Site Plan Review – Alteration of Previously Approved Site Plan Chairman Mark Baxendell recognized Alan Wilkinson, representing Route 34B Self Storage LLC, who explained that he was seeking approval to make some changes to the previously approved Site Plan for his business. He stated that the contractor for construction of the self-storage facilities had put the building in the wrong place. Now he wished to add on to a building(s), but there would be no change in the square footage of the buildings onsite; only the layout is changing. He would like to replace the climate-controlled building with two smaller buildings that are not as wide nor tall. (T) Groton Planning Board Minutes of Regular Meeting 16 June 2022 18 August 2016 Page 2 of 2 Chairman Baxendell remarked that the footprint was changing, and a Public Hearing should be held. Mr. Wilkinson advised that he will be out of town from July 11th until the end of the month. Chairman Baxendell thought perhaps a Public Hearing could be held on July 7th. Member Dan Cerretani asked questions of Mr. Wilkinson regarding the previous approval of his Site Plan on 4 April 2019 (Action #1), which stated: Final Site Plan dated 3/11/19 APPROVED as submitted, conditioned upon grading of each phase being completed before buildings for that phase are constructed. Drainage issues were discussed, as well as trees, which Mr. Wilkinson reported he was not happy with. There was also a concerned neighbor. At the conclusion of the discussion, a motion was made by Member Carey to set a Public Hearing for the alterations to the previously approved Site Plan at a Special Meeting to be held on 7 July 2022 at 7:30 p.m. The motion was seconded by Member Sam Rose, with the vote recorded as follows: Ayes: Chairman Baxendell Nays: None Member Carey Member Clark Member Neuhauser Member Maloney Hahn Member Brockway Member Cerretani Motion carried. This becomes Action #17 of 2022. Mr. Wilkinson offered to provide a photo of the proposed building, if desired. OTHER MATTERS • Town Board Member Brian Klumpp had nothing to report. • Town Attorney Fran Casullo advised Board members regarding the Public Hearing regarding life safety, original conditions, etc. Chairman Baxendell commented that tree size should be included. Member Ed Neuhauser thought that if the trees die after two years, they should be replaced. Board members would like a copy of those April 2019 Minutes pertaining to the Route 34B Self Storage application. Trees should be shown on the drawing. ADJOURNMENT At 8:16 p.m., a motion was made by Member Leon Brockway, Jr. to adjourn the meeting. The motion was seconded by Member Lisa Maloney Hahn, with all members present voting in favor. Joan E.
